Question Answer

1. What is the definition of partial acceptance on the last two miles?

Section 108.01 (b) refers to partial acceptance of work completed between stations 545+00 and 650+91. Partial Acceptance is defined under Section 106.07.

2. Are the special events single day or multiple day events? Section 108.01 (e) refers to the Skinny Tire and Grand Fondo events and restrictions are limited to the single day the event is schedule to move through the project limits.

3. Will we have to maintain the cattle guards and fencing? Yes, surrounding open range is anticipated to be active for much of the project duration.

4. During the winter shutdown who is responsible for the road surface and maintenance?

See Section 156.06 Maintaining Roadways During Non-Work Periods.

5. Do we have to maintain the live ditch water? Water freezes in winter and overflows onto road.

The ditch to be relocated by the contractor under this contract is from Station 561+60 to 563+25 shown on Sheet C40 of the plans and work can be performed when dry. The roadway design intends to avoid the adjacent irrigation ditch and crossing from about Station 140+00 to 260+00. Reducing overflow from the adjacent ditch during construction needs to be coordinated with the utility provider.

6. What is the pulverized depth and can this be reduced if cobbles are encountered?

Full Depth Reclamation depth (FDR) is 8 inches accounting for the addition of two inches of aggregate base as shown on the typical sections on Sheets A6 and A7. Refer to the Geotechnical and Pavement reports for subsurface conditions.

FDR depth may be adjusted for localized obstructions with approval of the CO.

The Pavement report will be uploaded to SAM.gov shortly after issuance of this Q&A.

7. How is the vertical offset, profile, crown, and superelevation of 3R segments determined?

3R segments identified in the plans are to be surveyed and staked before pulverizing to follow the existing alignment profile grades within tolerances in the FP-14 and SCRs. Reference SCR 152.04 in locations of work defined as 3R and adjusted according to Section 152.05 (m) Template Control Staking. Cross sections are provided for reference only, a model will not be provided.

8. Who is responsible for the utility relocation on the project?

See Table 107-1 Status of Utilities

9. Can you explain more about the rock embankment? See Special Rock Embankment special on sheet G5. Intended as a shoulder treatment to catch, repair, or reinforce soft or narrow shoulders in locations with long steep side-slopes. Anticipated locations are shown on the C sheets with allowance for unidentified locations. As per Note 1, actual locations and extents to be determined and minimized during construction.

10. This is a waste job, where do we place the waste material, or do we have to haul it away?

Waste will not be paid for separately and quantities are provided for information only in the Grading Summary on Sheet B6. Potential waste locations are shown in the plans or within the construction limits with approval of the CO.

11. What are the risks with the fiber optic, another job had a six-month delay.

Coordinate with the local utility as required in Section 107.02. Delays caused by the local utility are anticipated to be the responsibility of the local utility.

12. Section 108.01 (d) Concerned this is a lot of work for a 14-day turnaround with pavement. There is a culvert replacement, possibly need to dry out clayey soils, subex, and pavement. Is it possible to extend and only require agg base surface?

Noted: The intent of the time requirement from Station 380+00 to 397+00 is to limit damage through an areas of suspected sensitive clayey subgrade soils that could result in additional sub-excavation encroaching on the adjacent environmentally sensitive area. See the amendment to revise this requirement.

13. Does the road need to be kept passable at all times? See Sections 108. Prosecution and Progress and 156. Public Traffic

14. Where are 3R and 4R boundaries on the project? Limits of 3R and 4R sections are listed on Sheets A6, A7, and A8 Typical

Sections and shown on the C sheets in the plans.

15. Are there wider limits of disturbance for storing the topsoil and re-vegetation in 3R segments?

Clearing and Construction Limits as well as Seeding, mulching, and topsoil limits are shown on Sheets A6, A7, and A8 Typical Sections and shown on the C sheets in the plans.

Question Answer

16. The anchors that are called out on the plan sheet are no longer used with UDOT. I realize this is a federal project, but I haven't been able to locate the anchors from another vendor. UDOT uses the B1 base on SN 11A in place of the B2A triangular anchor system called out in this project. I believe UDOT stopped using the B2A about three years ago. On a previous project, UDOT allowed me to substitute the B2A with the B1 but I know that was project-specific. How would you like me to proceed?

Yes, The Small Sign Tubular Steel Post Base System (B1) is an acceptable alternative to the B2A post anchor system shown in the plans.

17. There are a handful of signs that are showing a double post and anchor application. The anchor specified is showing a single post application( See attached) Are we using this anchor for the double post application also or is there another anchor specified that I missed? It also looks like these are just soil mount. If we run into loose soil is concrete required?

The sign post anchor shown on Sheet V25 is suitable for double post application.

Loose soils requiring a concrete base are not anticipated.
