If this is a sealed bid solicitation, offers will be publicly opened at that time. Sealed envelopes containing offers shall be marked to show the offeror's name and address, the solicitation number, and the date and time offers are due.

La Sal Mountain Loop Road
Section 108. — PROSECUTION AND PROGRESS
108.01 Commencement, Prosecution, and Completion of Work. Add the following:
Limit operations according to Subsection 107.10(e) and Section 156.
Limit operations as follows:
(a) Do not perform ground disturbing activities before March 1, 2024
(b) Between station range 545+00 to 650+91; Perform no work other than surveying between February 1st and May 15th
(c) Complete all work for station range 545+00 to 650+91 from May 16th to September 26th in one construction season. Partial acceptance will be issued for completing this segment if completed in the first construction season.
(d) Within 14 days of removing pavement from 380+00 to 397+00 complete culvert removal, culvert replacements, and complete subexcavation from 380+00 to 389+00. Within 30 days of removing pavement from 380+00 to 397+00 complete placement of full depth aggregate base. Pave within the same construction season, either temporary (at no cost to the government) or permanent.
(e) Special Events: Coordinate with event holders for the annually scheduled Grand Fondo May 11, 2024 and May 10, 2025 and Skinny Tire Century Tour events September 15, 2024 and September 14, 2025, dates are estimated and subject to change depending on the year of the event. Perform no work except to maintain traffic control devices, erosion control devices and the roadway driving surface during these events. Ensure two lanes are open for public traffic and participants during these events.
(f) Before commencement of work, meet with the bicycle concessionaires, commercial business, United States Post Office, local school bus routes, residents, and CO to discuss coordination logistics. Provide ongoing coordination until project completion including access expectations, schedules and contact information with the Public Information Officer, Traffic Control Supervisor, Project Superintendent and the CO. Determine need for piloted passage for the public listed above including bicycle concessionaires, commercial business, residents, and guests of residents when requested.
(g) Cattle Grazing Permits: Coordinate with BLM and USFS permit holders for two (2) permittees with cattle grazing permits in the project area. The permit holders are Steve Lowry and Matt Redd.
(1) Steve Lowry runs approximately 800 head of cattle and has a corral along the road at station 232+45, Right. He stages a cattle drive from the corral in June and picking up the cattle in November each year. Coordinate with the permittees to allow for

La Sal Mountain Loop Road cattle drop off and collection within the project limits during these times. Anticipate 2-3 days in June, and 2-3 days in November each year.

(2) Matt Redd runs approximately 1000 head of cattle. He be staging his cattle drive in June and picking up in November each year. Coordinate with the permittees to allow for cattle drop off and collection within the project limits during these times.
Anticipate 2-3 days in June, and 2-3 days in November each year.

Perform no work except to maintain traffic control devices, erosion control devices, the roadway driving surface, and to control dust during the listed Federal holidays and surrounding days as shown in Table 108-2.

Accommodate traffic according to the MUTCD, contract traffic control drawings, Section 635, and this Section. Submit a traffic control plan for approval according to Subsection 104.03.
Submit a traffic control plan at least 30 days before intended use.
When implementing road closures and allowable delays according to Subsection 156.07 (i) provide an updated traffic control plan and update the detour information, signing and notifications according to the MUTCD. Update message boards, signing in coordination with the public information program.
156.05 Maintaining Roadways During Work.
(a) Add the following:
Do not construct diversions outside of the clearing limits or use alternate route detours without the approval of the CO.
Add the following:
(h) Maintain a traversable wearing surface through the project during construction. Wearing surfaces may range from maintaining the existing surfacing, constructing and maintaining compacted earth roadway to placing and maintaining temporary asphalt surfacing.
(i) Provide access to emergency vehicles at all times during construction.
156.07 Limitations on Construction Operations.
(c) Delete the first sentence and substitute the following:
For alternate one-way traffic control, provide a minimum lane width of 10 feet (3 meters).
For two-way traffic, provide a minimum roadway width of 22 feet (6.7 meters).
In locations with curves less than 400 ft radius provide additional lane width as necessary to accommodate vehicles.
Provide signing and public information for traffic control of wide vehicles and vehicles hauling trailers.
(i) Delete the text and substitute the following:
See project commitments and construction restrictions in 107.10 and 108.
Limit construction-caused delays to public traffic according to Table 156-1 and the following:
• For Schedule A, only one daytime closure zone at a time is permitted.
• No daytime closure zone is permitted for work on Schedule A from December 15 through February 15.

• No daytime closure zone is permitted for work on Schedule A when access to Highway 128 via North La Sal Loop Road is closed due to snow.
• For Option X, one full closure zone at a time is permitted. Provide access to Ken’s Lake at all times.
