17 Please advise if line items for temporary traffic control are to be paid separately for each set-up at each site or if line items are for TC at all sites
See Subsection 635.24 for measurement of temporary traffic control pay items.
18 Please clarify if the 15 working day limitation for road closures as described in §§156.07(k) at MP 8.0 on Wawona Road is for complete road closures to the public only, or if this includes setting up one-way traffic control as to keep the road open to the public.
One-way traffic control is not required at MP 8.0 during the allowable closure times as per the Table in Subsection 156.07(k). Also please reference Subsection 156.07(i) regarding traffic control requirements during potential emergencies within the Park.
19 Please verify if the Government or the Contractor pays for shipping samples to FHWA-Central Federal Lands Highway’s Laboratory (§§154.03 of SCR)
The Government pays for shipping of verification samples to the CFL Lab.
20 For estimating purposes, how much rock is expected to be utilized from MP 8?
The Contractor is advised to review all available information including the plans, Special Contract Requirements, and Geotechnical Memorandum.
Also, as per FAR 52.237-27 offerors or quoters are urged and expected to inspect the site where the work will be performed.
21 For estimating purposes, how much rock is stored at MP 18.7?
As per FAR 52.237-27 offerors or quoters are urged and expected to inspect the site where the work will be performed.
22 The specs say to salvage material from MP8.0 for use at MP18.7.
The spec calls for all unsuitable smaller material to be wasted at the Wawona Maintenance Yard. There is 3400cy of cut at MP8 and only 460cy to be placed at MP18.7. Are we able to take all of the material not being used or unsuitable for use to the Wawona Maintenance Yard?
As per Subsection 204.14 unsuitable material (rock and material less than 6 inches diameter) can be wasted at the Wawona Maintenance Yard. All waste material meeting these requirements can be wasted at the Wawona Maintenance Yard.
23 If we are unable to waste excess or unsuitable material at the Wawona site, can we waste the material at a local site in Oakhurst that is not an actual landfill or rock pit?
See response to question above. Also, as per FP-14 Subsection 204.14 dispose of other material according to 203.05(a).
24 At MP 8.00 can the boulders that are placed along the shoulder on the west side of the road be temporarily moved during constructions activities at this site to allow for truck turn-around space? The original location and placement of the boulders would be documented prior to moving them and at the completion of the work the boulders would be replaced in the same locations and orientations.
Yes, as directed by the CO during construction.
25 Section 156 Public Traffic of the Special Contract Requirements item (i) includes a table titled “YOSE 14(7) Wawona Road Closure Limitation Table” which appears to show the limitations for single lane closures and maximum delay times. Item (k) of this section also includes a table which indicates that Wawona Road at MP 8.0 may be closed to public traffic during the Off- Peak Season Monday – Friday from 8:00 am – 12:00 pm and 1:00 pm – 5:00 pm for a maximum of 15 working days. When the road is open to public traffic between 12:00 pm and 1:00 pm can it be open to one-way alternating traffic using only one lane? Or does it have to be open with two lanes – one going in each direction – during this one-hour window?
The Road Closure Limitation Table in Subsection 156.07(i) (page E-35) would apply during those times at MP 8.0.
26 SCR Section 156 – Public Traffic, Paragraph 156.07(i)(k). Would the FHWA consider added road closures for operations on Wawona Road at MP 8.0 beyond the fifteen (15) working days currently specified, if an approvable work plan is submitted by the Contractor? What is the reason for the fifteen (15) working days limitation?
Road closures at MP 8.0 are allowed at the times shown per the Table in Subsection 156.07(k) (page E-36) for a maximum of 15 working days. The Road Closure Limitation Table in Subsection 156.07(i) (page E-35) apply at all other times for work at MP 8.0.
27 SCR Section 108 – Prosecution and Progress, Paragraph 108.01(f). “The contract completion date is November 24, 2020.”
What is the reason for this date as the final completion of the contract and would the FHWA consider added working days beyond this date?
No, the completion date is 11/24/2020.
29 Are there any restrictions or conditions under permits issued by
Federal, State or local government entities for the project not currently incorporated into the contract bid documents? If so, please provide the permits.
There are no other permits.
30 Where is the nearest water source to the project? Does the water source have suitable flow volumes for filling a water truck? We will need water for both construction activities and for fire prevention.
See Subsection 105.02(a).
31 Please confirm if the contractor is allowed to stockpile excavated rock for special rock embankment at the Wawona Road and Glacier Point Road intersection parking area.
Yes, the contractor can stockpile excavated rock material at
32 MP 8.0 has 3400 cy of excavation, of which 1000cy is waste and 460 is supposed to be salvaged for use as special rock embankment. Where does the remaining 1,940 cy of material go?
Should all the costs of dealing with the material go under the excavation item? Why is the waste item only 1000cy?
The quantities listed in the bid schedule are approximate. Payment will be made for the actual quantities of work performed and accepted according to the contract. See Subsections 102.02, 109.05 and 204.16.

28 Drawing Sheet C1. What are the limits for the access of the MP
8.0 Rock Slope Repair Site outside of the ROW boundaries limits shown on Drawing Sheet C1? The Contractor will require access to the work area from both the Northwest and Southeast ends of the MP 8.0 site. Please advise.
An amendment will be issued to add the following requirements to Subsection 108.01:
Construction access to the Wawona Road MP 8.0 site is limited to a maximum 8-foot wide path of travel with no tree removal beyond 4-inch diameter at breast height (DBH), and minimal impacts to the historic road, vegetation and existing embankments. Submit proposed access route to the CO for approval in consultation with the Park at least 7 days prior to intended use.
33 The spec says that after all rock has been used from MP 8.0 we need to provide rock that matches “Sierra White” granite for all exposed rip rap. There are limited sources of rip rap within a reasonable distance of the project. Please provide material sources for the material that matches “Sierra White”. Please provide photos of the material that matches Sierra White.
In regards to photos, as per FAR 52.237-27 offerors or quoters are urged and expected to inspect the site where the work will be performed. Also see responses below to question #35.
34 Section 105.01 Source of Supply and Quality Requirements of the Special Contract Requirements states: “A list of weed-free approved sources can be made available upon request.” Can we please received a copy of that list?
The following sources have been approved as weed-free by NPS this year:
George Reed- Table Mountain, Jamestown Madera Quarry Raymond Quarry
Section 105.02 Material Sources of the Special Contract Requirements states: “After all existing granite rock within the rock excavation and blasting site has been utilized for new items of work, provide matching “Sierra White” granite for all exposed riprap, stone for pipe culvert headwalls, and special rock embankment.”
(see below for responses)
A. If the existing granite rock within the rock excavation and blasting site does not match “Sierra White” can it still be used for exposed riprap, stone for pipe culvert headwalls and special rock embankment?
B. We have been unable to find any locally sourced “Sierra White” granite material. The Madera Quarry has “Madera White” which we have been told has been used on other projects within Yosemite National Park where “Sierra White” has been specified.
Could “Madera White” be used in lieu of importing “Sierra White” from an out of the area quarry? (So far, the nearest quarry that we have found that has “Sierra White” is in Carson City, NV.
To keep the cost down to the FHWA, we are continuing to look for closer quarries that supply acceptable material.)
A. Sierra White granite is required for the headwalls and exposed riprap visible from the road. Other rock from the roadway excavation may be used for the special rock embankment and riprap below the road (culvert outlets). An Amendment will be issued clarifying these requirements.
B. The Madera Quarry has provided granite rock for other NPS and FHWA projects within the park. Yes, “Madera White” granite may be used if it is similar in color, texture and hardness to "Sierra White" granite.
36 Special Contract Requirements (SCRs) Section 260 – Rock Bolts and Dowels; Drawing Sheet F1. Drawing F1, Note 2 states that the “Top down construction allows rock dowels to be installed as rock cut progresses.” The rock dowel installation is at the discretion and approval of the CO. However, the last statement in the SCRs Section 260.04 – states “Provide the CO a minimum of two weeks to evaluate the final excavated surface at MP 8.0 and provide direction on rock dowel installation.” Are rock dowels to be installed as the rock cut progresses, is completed or both? Will the FHWA have either the CO or a representative of the CO continuously onsite during the progress of this work empowered to make these decisions?
An amendment will be issued revising Plan Sheet F1 to delete Note 2 and revise Subsection 260.04 to “Provide the CO a minimum of 7 days to evaluate the final excavated surface at MP 8.0 and provide direction on rock dowel installation.”
37 The existing slope is extremely difficult to access by a surveyor.
What process will the FHWA require for pay quantities? Will we take the hinge point, and toe of slope to determine quantity or will more surveying be required?
The FHWA survey crew was able to access and survey the top of the site via the historic road and the remainder of the cut was surveyed with reflectorless technology from below.
Pay item A0220 20401-0000, Roadway Excavation is measured by the cubic yard in place as per Subsection 109.02(c)(1) and 204.16(a).
38 Please confirm if contractor will need to test and screen material excavated at MP 8.0 to confirm that it meets spec for rip-rap and special rock embankment
Yes, excavated material from MP 8.0 will need to meet the requirements of Section 251 and/or Section 252 to be incorporated into the work for the riprap or special rock embankment.
