About this file

This is an Amendment of Solicitation/Modification of Contract and accompanying Questions & Answers document for FAA Solicitation 27-R-00004, issued by the Federal Aviation Administration's AAQ-500 Regional Acquisitions office in Fort Worth, Texas.

The solicitation is for janitorial services at the Falmouth System Support Center (Building 130 on Otis Air Force Base, Massachusetts) with a contract period beginning January 1, 2027, and running through September 30, 2027 (9-month base year), with option years available. The facility encompasses approximately 4,901 cleanable square feet, including 2,258 square feet of carpet and 2,643 square feet of tile/linoleum. Services must be performed Monday through Thursday starting between 1:00 PM ET and completing by 4:00 PM ET, and on Friday starting between 1:00 PM ET and completing by 12:00 PM ET, with schedule deviations requiring Contracting Officer and Contracting Officer's Representative (COR) approval. The contract requires daily cleaning services, periodic services including stripping and re-waxing floors, spray waxing, buffing, shampooing carpets, and quarterly exterior window washing. The facility includes two bathrooms (women's room with 2 stalls, men's room with 2 stalls and 3 urinals), approximately 68 square feet of janitorial storage, and a 20-25 person occupancy level. Applicable wage determination is 2015-4045, Revision 37, specifying $21.55/hour for Janitors and $23.73/hour for Window Cleaners, plus $5.42/hour health and welfare fringe benefits. All contractor employees must obtain base credentials and pass FAA security processing through the Vendor Applicant Portal (VAP) prior to contract start, with the contractor responsible for initiating this process. The most recent incumbent annual price was $26,306.88 under previous Contract 697DCK-23-C-00163; the prior contract scope has changed significantly. Proposals are due October 20, 2026, with award projected shortly thereafter. Past experience requirements may be satisfied through proposed subcontractors with signed Letters of Commitment/Teaming Agreements; however, subcontractor past performance cannot be used to meet past performance requirements. CSS forms must be submitted directly by third-party references to stephanie.pfeiff@faa.gov. All representations and certifications must be completed within the solicitation itself, not through SAM.gov or FAR clauses.

Falmouth SSC Janitorial Services Solicitation 27-R-00004 — Questions & Answers

Work Schedule, Access Hours, and Facility Operations

1. The Statement of Work says work will start before 3:00 PM Monday through Thursday and before 12:00 PM Friday, but it provides no end time. Please confirm the permissible start and completion window and whether the stated times are latest start times or completion times.

Answer:

Work can begin at 1:00 PM ET and needs to be completed by 4:00 PM ET. Schedule deviations are allowed solely with COR and Contracting Officer approval.

2. For the required periodic services, including stripping and re-waxing floors, spray waxing, buffing, and shampooing of rugs and carpets, will these services be required to be performed during the same normal cleaning access hours, or may the contractor perform such periodic work during an alternative approved schedule?

Answer:

These tasks must be coordinated with the COR. The hours will be determined at that time.

3. Is there a required daily service window for non-operational areas?

Answer:

Please refer to the schedule of work in the Statement of Work.

4. May the contractor coordinate the routine schedule with the COR to accommodate Martha’s Vineyard ferry schedules, provided all required frequencies are completed without interfering with FAA operations?

Answer:

Please refer to the Statement of Work. Any deviations to the hours outlined in the SOW would require COR approval.

5. Is a split shift or multiple visits during the same day anticipated for any required services?

Answer:

There are no tasks which are required more than once/day in the statement of work. Whether all required work can be accomplished during one visit or will be done over multiple shifts is at the discretion of the vendor.

6. If the facility is closed or contractor access is denied by the Government, including because of severe weather or an emergency, must the missed cleaning service be rescheduled? Would this situation result in any adjustment to the fixed monthly payment?

Answer:

Situations where a service must be missed would be considered on a case-by-case basis, and would be dependent on factors such as whether re-performance is feasible. In some cases, missed services would result in an adjustment to the fixed monthly payment.

Facility Square Footage, Layout, and Cleaning Scope

7. The Statement of Work identifies approximately 5,100 square feet, including 2,258 square feet of carpet and 2,643 square feet of tile/linoleum, totaling 4,901 square feet. Could you please clarify:

• What is the total cleanable square footage contractors should use for pricing?

• What areas and floor types account for the remaining approximately 199 square feet, and are those areas included in the required cleaning scope?

• Does this include the Tower, TRACON, and Tower Lobby?

Answer:

The additional 199 square footage estimated is for areas that do not require cleaning under this contract.

All square footage listed is estimated. This contract is for the System Support Center.

8. Is there any additional floor plan, room-by-room square footage information, or other facility information available to prospective offerors that would assist in accurately determining the required labor and service workload?

Answer:

This information is not available at this time.

9. Please confirm the number and type of light fixtures and expected occupancy level.

Answer:

The occupancy level is generally 20-25 people. The number and type of light fixtures is not available at this time.

10. The Statement of Work references quarterly exterior window washing. Please confirm whether exterior window washing at Building 130 on Otis AFB requires any special permits, access coordination with base personnel, or equipment restrictions that offerors should account for in their pricing.

Answer:

If window washing is completed by unbadged staff, coordination will be required in advance to acquire temporary base access. The contractor is responsible for providing escort in this scenario. No permits are needed. All windows are on the first floor.

11. How many bathrooms are there? How many toilets and urinals in each?

Answer:

There are two (2) bathrooms. The women’s room is a two-stall. The men’s has two (2) stalls and three (3) urinals.

12. What brand are the paper towel holders?

This information is unavailable. Please note that the type and number of items such as paper towel holders, trash cans, and soap dispensers may change over the life of the contract as replacements are needed, etc.

13. Do the toilet paper holders use core toilet paper, and if so, what brand and type?

Answer:

The currently installed toilet paper holders use core toilet paper. The SOW does not specify a brand.

14. How many paper towel dispensers are there? Of what brand? Are they push-operated or battery-operated/automatic?

Answer:

There are currently two (2) battery operated paper towel dispensers. Please note that the type and number of items such as paper towel holders, trash cans, and soap dispensers may change over the life of the contract as replacements are needed, etc.

15. Are the soap dispensers pump-operated or battery operated?

Answer:

The currently installed soap dispensers are pump operated.

16. What size trash bags are required for each area?

Answer:

Trash liners must be provided according to the trash receptacles in each area. As the required sizes may be changed when replacements are bought, pricing should not be based on a set number or size of trash cans.

17. Does the refrigerator have to be cleaned inside?

Answer:

Please refer to the statement of work. Only tasks outlined in the SOW are required.

18. The SOW requires monthly vacuuming of the stairwell, including the stairs, landings, and recessed structural beams. However, during the site visit, we did not observe a stairwell within the area to be serviced in Building 130. Could you please confirm whether this stairwell requirement applies to Building 130 and is included in the required scope of work?

Answer:

There are no stairs. This is an error in the SOW.

On-Site Storage, Supplies, and Utilities

19. Will the contractor be provided with a designated, secure on-site area for storage of janitorial equipment, cleaning supplies, restroom consumables, and other contractor-furnished materials? If so, could the FAA identify the approximate size and location of the available storage area?

Answer:

The closet is approximately 68 square feet.

20. Will access to the janitorial closet be restricted to janitorial staff or will federal employees also have access?

Answer:

The closet is not locked.

21. Is there a floor stripping, waxing, buffer on site?

Answer:

No. The equipment necessary to complete these services as outlined in the SOW must be provided by the contractor.

22. Is the contractor responsible for purchasing all consumables?

Answer:

Please refer to the Statement of Work.

Security, Base Access, and VAP Credentialing

23. Are there any specific access, security, escort, or credentialing requirements that would limit or otherwise affect the contractor's ability to utilize qualified replacement or backup personnel when necessary to maintain uninterrupted service?

Answer:

In addition to the requirements listed in AMS Clause 3.14-2, base credentials will be required to access the facility. This must be accomplished prior to the contract start date. Processing times can vary. Escort will not be provided and may not be utilized in lieu of meeting security requirements.

24. All contractor employees must be processed through the FAA Office of Personnel Security (AXP) via the Vendor Applicant Portal (VAP) prior to beginning work. Given the January 1, 2027 contract start date, can the government provide an estimated processing timeline for interim suitability determinations so offerors can plan for timely mobilization?

Answer:

Applicants are processed through VAP in the order they are submitted. The timeline for badging varies and is partially dependent on how promptly information is submitted and requests are answered by each applicant. This can be a timely process.

25. Will the government initiate VAP processing for contractor employees upon contract award, or is the contractor responsible for initiating that process independently? If contractor-initiated, please confirm the earliest date an awardee may begin submitting employee data to VAP prior to the contract start date.

Answer:

The contractor is responsible for initiating that process. Generally, this can happen immediately after an award is issued.

26. Is there a minimum number of contractor employees required to be badged and cleared before performance may begin on January 1, 2027, or may the contractor commence performance with employees who are in interim suitability status?

Answer:

Please refer to AMS Clause 3.14-2: “No contractor employee identified as requiring a background investigation under the contract will work in any position unless AXP has authorized them to begin work.

The authorization will be in the form of an Interim or Final Suitability email notification from AXP to the VAP POC and CO.”

The FAA does not require a minimum number of badged employees. It is the contractor's responsibility to determine how many staff are needed to ensure uninterrupted service.

Wage Determination, Compensation, and Fringe Benefits

27. Wage Determination 2015-4045, Revision 37, lists 21.55 dollars per hour for Janitor, 23.73 dollars per hour for Window Cleaner, and a 5.42 dollar hourly health and welfare amount for work also covered by Executive Order 13706. The solicitation includes the paid sick leave clause. Please confirm that this is the intended fringe treatment for pricing, subject to any later wage determination update.

Answer:

At this time, Wage Determination 2015-4045 is the most recent version applicable to this location. Please also refer to AMS Clause “3.6.2-28 SERVICE CONTRACT LABOR STANDARDS (APR 2025)”.

Proposal Submission, Evaluation Factors, Subcontracting, and Administrative Procedures

Past Performance, Past Experience & Customer Satisfaction Surveys (CSS)

28. Section M allows an offeror without applicable performance history to provide a project management plan substitute. If we submit the required explanation and a solicitation-specific project management plan, would the three Customer Satisfaction Surveys listed in SA18 be waived?

Answer:

If the substitute outlined in SA56 is provided, then the three Customer Satisfaction Surveys would not be required.

29. Can projects that do not have a specific “contract number” be used for the past experience requirement?

Answer:

“Contract Number” is among the items required to be addressed in SA56 “Evaluation Factors for Award”. Noting that there is no associated contract number would satisfy this portion of the requirement.

30. Section M permits use of a proposed subcontractor's past experience when supported by a signed Letter of Commitment/Teaming Agreement and written authorization. Please confirm that three qualifying projects performed by our proposed janitorial subcontractor may satisfy the Past Experience requirement.

Answer:

Confirmed. Please see SA56: “An Offeror may submit past experience from a proposed subcontractor to meet or supplement this requirement.”

31. Section M states that an offeror may submit past experience from a proposed subcontractor to meet or supplement the past experience requirement, subject to conditions. However, Section M also states that all submitted past performance must be strictly for the Prime Offeror. Please clarify whether subcontractor past experience and past performance is acceptable under this solicitation, and if so, whether the subcontractor past performance submitted via the Customer Satisfaction Survey (CSS) form is acceptable or whether CSS submissions must come exclusively from clients of the prime offeror.

Answer:

Please refer to SA56. An Offeror may submit past experience from a proposed subcontractor to meet or supplement solicitation requirement. An Offeror may not use past performance of a subcontractor to meet the solicitation requirements.

32. If subcontractor past experience is permitted, is a signed Letter of Commitment or Teaming Agreement between the prime offeror and the subcontractor sufficient to authorize submission of the subcontractor's references and CSS forms, or are additional documentation requirements applicable?

Answer:

SA56 requires that the Offeror submits a signed Letter of Commitment/Teaming Agreement and written authorization from the subcontractor permitting the evaluation of their past performance records. If the Letter of Commitment/Teaming Agreement includes authorization to submit the subcontractor’s references, this requirement could be met with one document.

CSS forms for the subcontractor will not be accepted, as subcontractor past performance does not meet the standard for review in the solicitation. Subcontractor history may be used only to meet the past experience requirement, not the past performance requirement.

33. The CSS forms must be submitted directly from third party references to the contracting officer before the proposal due date. Please confirm the acceptable submission method for CSS forms. May references submit the CSS via email directly to stephanie.pfeiff@faa.gov, and if so, should they reference the solicitation number in the subject line?

Answer:

CSS Forms should be submitted via email to stephanie.pfeiff@faa.gov. It is advisable that they reference the solicitation number in the subject line.

Limitations on Subcontracting (AMS Clause 3.6.1-7)

34. Please confirm the personnel-cost performance percentage the prime contractor must perform under

AMS Clause 3.6.1-7, Limitations on Subcontracting, for this service contract. If the prime contractor intends to utilize a subcontractor for the physical cleaning services while the prime retains contract mailto:stephanie.pfeiff@faa.gov administration, quality control, and supervisory responsibilities, does that arrangement satisfy the limitations on subcontracting requirement under AMS Clause 3.6.1-7?

Answer:

The full text of this clause can be found at https://fast.faa.gov/contractclauses.cfm.

Administrative Documentation, Insurance, Pricing, and Form Amendments

35. Acquisition Management System clause 3.4.1-10 says the insurance kinds and minimum amounts are stated in the schedule or elsewhere in the contract. We found no insurance types or limits in the retained package. Please identify every required prime insurance line and minimum limit. Please also confirm what certificate evidence must accompany the offer and whether an active prime policy is required at that stage.

Answer:

Please refer to state-specific requirements. A certificate of liability showing that you have met or can meet these is required.

36. Page 1 of Attachment J-3 prints solicitation 697DCK-7-R-00004, while page 2 prints 697DCK-27-R- 00004. Will the Federal Aviation Administration issue a corrected form, or may references correct page 1 to the full solicitation number before signing and sending it?

Answer:

You may correct the existing form or leave it as is.

37. The base year period of performance runs from January 1, 2027 through September 30, 2027, which is 9 months rather than a full 12-month year. Section B requests both a monthly price and an annual price for the base year. Please confirm whether the annual price for the base year should reflect the 9-month total or a projected 12-month value for evaluation purposes.

Answer:

Confirmed. The annual price for the base year should only reflect the months included in the period of performance.

38. How many semiannual and annual service occurrences should be priced during the nine-month base period?

Answer:

All semi-annual and annual services should be included in the base year, and prices should be calculated accordingly.

39. Please confirm whether the Technical Proposal, Past Experience references, and CSS forms must be submitted as separate email attachments or whether all documents should be combined into a single submission.

Answer:

CSS forms must be submitted by a third party. Offerors may submit the other required documentation as one file or individual files.

https://fast.faa.gov/contractclauses.cfm

40. The solicitation states the FAA does not follow the FAR and that a SAM.gov FAR Clause Report does not satisfy the AMS clause completion requirement. Please confirm whether the representations and certifications completed in SAM.gov are still valid for the purpose of certifying the offeror's status and compliance, or whether all representations must be manually completed within the solicitation itself.

Answer:

All representations must be completed within the solicitation. Representations on sam.gov or utilizing FAR Clauses may not be substituted for AMS Clauses.
