About this file
This is an Amendment to a Solicitation for water treatment services at the Chicago TRACON facility in Elgin, Illinois (Solicitation 697DCK-26-R-00374). Amendment 0002, effective August 5, 2026, provides answers to submitted questions from potential offerors. The period of performance is October 1, 2026 through September 30, 2031. The Federal Aviation Administration, AAQ-500 Regional Acquisitions office in Fort Worth, Texas issued this amendment. Offerors must acknowledge receipt of this amendment by completing items 8 and 15 on the form and returning it, acknowledging receipt on each copy of the offer submitted, or by separate letter or telegram referencing the solicitation and amendment number prior to the specified hour and date. Failure to acknowledge receipt at the designated location prior to the deadline may result in rejection of the offer.
The Questions and Answers address operational details of the existing water treatment system. The incumbent contractor is HOH Water Technology. The facility consumes approximately 2.5 million gallons of cooling tower makeup water annually and operates the cooling tower at an average of 4.0 cycles of concentration. Fresh makeup water has an average hardness of 92 ppm as CaCO₃ and conductivity of 422 µS/cm, while the cooling tower system water has approximately 376 ppm hardness and 1,696 µS/cm conductivity. The facility does not maintain a separate water safety management plan and manages water treatment through existing maintenance programs. The FAA is open to upgrades of chemical feed system components if they improve system reliability, accuracy, monitoring, or cooling tower performance, subject to FAA review and approval. All responses include disclaimers that information is approximate, based on available records, and that contractors must independently evaluate existing conditions and develop their own treatment and pricing proposals.

QUESTIONS & ANSWERS
SOLICITATION # 697DCK-26-R-00374
WATER TREATMENT SERVICES
CHICAGO TRACON - ELGIN, IL (C90)
1. Question: Who is currently operating the water treatment facilities at the facility now?
FAA Response: The incumbent for these services is HOH Water Technology.
2. Question: How many employees currently are employed at the facility? Are they employees of the FAA, the airport, or of a municipality?
FAA Response: The facility is operated by the Federal Aviation Administration. The number and employment status of personnel assigned to the facility are not relevant to the requirements of this solicitation and are therefore not provided.
3. Question: Is the facility currently under any sort of enforcement action? Consent order, etc, from an environmental enforcement agency, state or federal?
FAA Response: No. The facility is not currently subject to any known environmental enforcement action or consent order by a state or federal environmental regulatory agency.
4. Question: What is the environmental compliance history of the facility? Is that information readily available for review?
FAA Response: The facility has no known significant environmental compliance enforcement history relevant to this solicitation.
5. Question: Can you provide the annual makeup on the cooling tower? We are looking for the gallons used per year.
FAA Response: Approximately 2.5 million gallons per year.
6. Question: Please provide the approximate annual cooling-tower makeup water consumption, preferably in gallons per year.
FAA Response: Please see response to Question # 5.
7. Question: Please provide the approximate hardness and conductivity of the water discharged from the EasyWater CTF 100-S Skid that supplies the cooling-tower system.
(If annual consumption data is unavailable, the requested hardness and conductivity readings would still be helpful in determining the treatment requirements and pricing).
FAA Response: The EasyWater CTF-100-S is not a conventional water softener and does not remove hardness from the water. Based on available water-treatment records, the fresh makeup water has an average hardness of approximately 92 ppm as CaCO₃ and an average conductivity of approximately 422 µS/cm. The cooling-tower system water has an average hardness of approximately 376 ppm as CaCO₃ and an average conductivity of approximately 1,696 µS/cm.
The available water-treatment records do not provide a specific hardness or conductivity reading taken directly at the CTF-100-S discharge. The cooling-tower values represent the water within the cooling-tower system after circulation and concentration and should not be interpreted as direct post-CTF-100-S measurements.
The CTF system has three main functions:
1. Sediment Shield filtration – removes sediment, suspended solids, contaminants and bacteria through sub-micron filtration.
2. UV treatment – sanitizes the water by inactivating microorganisms.
3. No-Salt Conditioner – prevents/reduces hard-water scale and biofilm rather than removing the hardness minerals from the water.
8. Question: Could you also please confirm the cycles of concentration currently being maintained or run on the cooling tower?
FAA Response: Based on the available water-treatment records, the cooling tower operates at an average of approximately 4.0 cycles of concentration under normal operating conditions. The individual monthly calculations ranged from approximately 2.6 to 4.6 cycles, with an overall average of approximately 4.0 cycles. Cycles of concentration represent the ratio of the concentration of dissolved constituents in the cooling-tower water compared with the incoming makeup water.
9. Question: Do you have a water safety management plan?
FAA Response: The facility does not maintain a separate, stand-alone water safety management plan specifically for the cooling-tower system. Water-treatment and cooling-tower maintenance are managed through the facility's existing maintenance and water-treatment program.
10. Question: What routine maintenance is expected for the EasyWater CLS 2000-S skid system?
FAA Response: Routine maintenance should be performed in accordance with the EasyWater manufacturer's installation and maintenance requirements. The CLC-2000-S is a self-backwashing system that uses city water to backwash the Sediment Shield filtration media and discharge accumulated sediment to the drain. The system is designed for minimal ongoing maintenance. Routine maintenance includes verifying proper system operation and backwash operation, testing the water monthly, inspecting the pump, valves, controls, piping and connections, and servicing the system and treatment components as recommended by the manufacturer.
11. Question: Are you open to upgrade chemical feed system components?
FAA Response: Yes. The FAA is open to upgrades to the existing chemical feed system components if the proposed upgrades improve system reliability, chemical-feed accuracy, monitoring, water-quality control, or overall cooling-tower performance. Any proposed upgrades would be subject to FAA review and approval.
Disclaimer: The information provided in these responses is based on available facility records, water-treatment service reports, equipment information, and operating data available to the FAA at the time of response. Values provided are approximate and are intended for informational and planning purposes only. Water chemistry, water consumption, operating conditions, and equipment performance may vary over time.
Where a specific measurement was not available, the response identifies the information as an estimate or average based on available records. The FAA does not warrant or guarantee future water quality, water consumption, equipment performance, chemical usage, or operating conditions. Contractors are responsible for independently evaluating the existing systems and conditions and for developing their proposed treatment, maintenance, and pricing requirements accordingly. Nothing in these responses should be interpreted as a manufacturer's specification, engineering certification, or guarantee of system performance. Any proposed equipment, treatment methods, modifications, or upgrades remain subject to FAA review and approval.
Calculation Note: Where averages or calculated values are provided, they were derived from available water-treatment records for the period reviewed and are intended to represent typical operating conditions. These calculations should not be interpreted as guaranteed operating setpoints or future performance requirements.
