About this file

This document is an Amendment 0001 to a Solicitation for Janitorial Services issued by the Federal Aviation Administration (FAA).

The FAA seeks a single contractor to provide janitorial services at three facilities: Morristown Air Traffic Control Tower (ATCT) in Morristown, New Jersey; Middleton ATCT in Middleton, Pennsylvania; and Lancaster ATCT in Lititz, Pennsylvania. The base period of performance runs from November 1, 2026, through October 31, 2027, with four one-year option periods extending through October 31, 2031. The contract is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The solicitation uses 15 contract line items (CLINs) structured by location and period, requiring offerors to provide monthly and annual pricing for each location in the base year and each option year. Offerors may submit pricing in either the individual CLINs format or a consolidated table reflecting combined totals for all sites. The deadline for receipt of offers is August 24, 2026, at 2:00 PM Eastern Standard Time. An optional site visit was held on August 11, 2026. The contracting officer is Jennifer P. Walker-Gomez at the FAA's Regional Acquisitions office in College Park, Georgia.

The amendment addresses 33 contractor questions and clarifications regarding set-aside status, certifications, wage determinations, scope of work, pricing format, facility details, cleaning frequencies, storage space, employee transition, and past-performance requirements. Key clarifications include confirmation that SDVOSB (not 8(a)) certification is required; wage determinations were provided separately on SAM.gov; pricing for Middleton ATCT and Middleton SSC Building 570 must be combined under one line item due to funding constraints; Lancaster ATCT operates seven days weekly from 6:00 AM to 11:00 PM with cleaning windows from 8:00 AM to 1:00 PM; the offeror must have completed at least three comparable janitorial contracts valued at $750,000 or more within the past five years as the prime contractor; and post-award staffing decisions regarding incumbent employees are at the contractor's discretion.

QUESTIONS AND RESPONSE

Current Contract: 697DCK-26-P-00021 Morristown Vendor: Ed’s Building Maintenance, LLC 6-month Contract Amount: $29,706.50

Current contract: 697DCK-25-P-00053 Vendor: US Eco Product Corp 1 Year Contract Amount: $77,296.92 (Middleton ATCT) $46,911.60 (Lancaster ATCT)

1. Set-aside classification.

SAM.gov classifies this notice as a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside under FAR 19.14. However, Section I of the SIR ("Clauses and Provisions Incorporated by Reference") cites AMS clause 3.6.1-19, the Women-Owned Small Business set-aside notice clause, and does not cite any SDVOSB set-aside notice clause. Please confirm which set-aside status governs this procurement. Response: This information was for SIR 697DCK-26-R-00144 which was canceled. The solicitation is now for SDVOSB vendors only.

2. Socio-economic certification requirement. SA18, item A.6 requires a "Socio-Economic Certification of 8(a) status" as part of the business proposal, while Section K (3.2.2.7-7) references SDVOSB/VetCert certification.

Please clarify what certification is required in this field for an offeror that is not 8(a) certified and confirm that omitting an 8(a) certification will not render an otherwise-compliant offer non-responsive.

Response: UPDATED

3. Offer due date. The signed Solicitation, Offer, and Award form (page 1) lists the offer due date as August 24, 2026, 2:00 PM EST. SA52 (Section L) lists the offer due date as March 17, 2026, 2:00 PM EST. Please confirm which date governs.

Response: The date of March 17, 2026, were for SIR 697DCK-26-R-00144 which was canceled. SIR 697DCK-26- R-00320 has been updated.

4. Section J attachment numbering. Section J lists attachments numbered 1, 2, 3, 7, and 8. Attachment numbers 4, 5, and 6 do not appear. Please confirm whether attachments 4, 5, and 6 exist, and if so, provide them by amendment.

Response: These items were provided in the attachments as the Wage Determination when the SIR was posted.

Unfortunately, the contracting system deleted attachments 4-6 from the document prior posting on SAM.gov.

5. Two pricing formats in Section B. Section B contains both (a) fifteen individual CLINs (00001 through 00015) each requiring a monthly and annual cost by site, and (b) a separate consolidated table listing Base Year and Option Years 1 through 4, each with a "Monthly Price" and "Total Price" field with no site breakdown. SA18 item A.5 requires Section B to be completed in full. Please confirm that offerors must complete both formats, and that the consolidated table is intended to reflect the combined total for all sites in each period.

Response: Vendors may complete either section with pricing, however the overall total amount must be added.

Section B has been updated for pricing information at all three location.

Wage determinations

6. Applicable wage determinations. No wage determination is listed as an attachment in Section J or otherwise incorporated into SIR. The only reference to wage rates appears in AMS clause 3.6.2-29, Statement of Equivalent Rates for Federal Hires, which expressly states "this statement is for information only; it is not a wage determination." That clause lists three rates and revisions (2015-4211 rev 33 at $19.40; 2015-4225 rev 34 at $17.04;

2015-4229 rev 32 at $17.01, all dated 5/13/26) without identifying which determination applies to which service location. Please:

a. Incorporate the applicable wage determinations into the solicitation by amendment; (n Response: see response on question # 4

b. Confirm which wage determination applies to each of Lancaster ATCT, Middleton ATCT, Middleton SSC (Bldg.

570), and Morristown ATCT; and

c. Confirm which revision of each wage determination will govern pricing at award, given that the base period of performance begins November 1, 2026 and the revisions cited are dated May 13, 2026.

Response: Wage Determination have been provided in the attachment on SAM.gov. New Wage Determination were issued during the posting of this solicitation; therefore the previous attached wage determination documents will be removed, and current wage determination documents will be added.

Scope and CLIN structure

7. Middleton SSC, Building 570 - no corresponding CLIN. Section C, Scope of Work, identifies four service locations including "Bldg. 570 Airport Drive Middletown, PA 17057." The site visit notice in SA30 listed Middleton SSC (Bldg. 570) as a separate 11:00 AM stop. Attachment 2 contains a dedicated "Administrative MDT SSC" frequency chart for Bldg. 570 showing approximately 2,362 estimated square feet with a scheduled cleaning window of Tuesdays and Fridays, 8:00 AM to 11:00 AM. However, CLINs 00002, 00005, 00008, 00011, and 00014 identify the service location only as "Middleton ATCT," and no CLIN anywhere in Section B references Bldg. 570 or the SSC. Please confirm whether services for Bldg. 570 are to be priced within the Middleton ATCT CLIN for each period, or whether a separate CLIN will be added by amendment.

Response: Pricing for the two facilities will be under one line item due to funding Line of Accounting; however if the vendor would like to separate the pricing it is up their discretion.

8. Morristown light bulb replacement. During the August 11, 2026, site visit, FAA facility staff indicated that replacement of all light bulbs throughout the Morristown facility is required. This task does not appear in the Janitorial Statement of Work; the only lighting-related provisions are dusting of light fixtures (SOW 3.4.5) and reporting burnt-out lights to the COR (SOW 1.3.2). Please confirm in writing whether building-wide light bulb replacement is within the scope of this contract, and if so, whether it is a one-time transition task or a recurring duty, and whether bulbs will be government-furnished or contractor-furnished.

Response: Only service to be performed under this contract is in the Statement of work and Frequency Chart. Any other service that may be requested by the facility will be paid under a different contract.

9. Storage space and janitor's closets. SOW section 4.2.1 states the government "may" furnish designated storage space, and section 1.10 places responsibility on the contractor to use assigned space for bulk supplies and equipment. The janitor's closets observed at all four service locations during the August 11 site visit were small, in several cases sized for a single vacuum, mop bucket, or caddy and limited signage. Please confirm whether dedicated, lockable storage space is guaranteed at each location (Lancaster ATCT, Middleton ATCT, Middleton SSC, Morristown ATCT), and if so, the approximate square footage available at each.

Response: Storage areas are provided at each location however; the areas are only big enough for small items.

Vendors may need to acquire storage shed away from facility for storage of equipment and supplies.

Frequency charts and square footage

10. Lancaster ATCT stairwell count. The frequency chart for Lancaster ATCT lists 5 levels under "High-Use Stairwells" requiring daily dusting and periodic mopping and strip/wax service. The facility observed during the August 11 site visit had three levels. Please confirm the correct number of stairwell levels requiring service at Lancaster ATCT.

Response: Lancaster ATCT has 5 levels that need service to be performed.

11. Middleton ATCT mother's room / lactation room. The Middleton ATCT tower building includes a shared mother's room, observed during the August 11 site visit, which does not appear as its own line item on the frequency chart for that facility. Please confirm whether this space's square footage is included within an existing frequency chart line item, and if so which one, or whether it should be priced as additional area under SOW section 3.11.

Response: Yes, the mother’s room is included in the frequence chart square footage under a tech office.

12. Precedence between site-visit observations and frequency chart data. The frequency charts state that square footage and item counts are "estimates for planning purposes only," while cleaning frequencies and intervals are fixed and cannot be changed. Where an offeror's site-visit observations differ from the published frequency chart (see items 10 and 11 above), please confirm whether the government will issue corrected charts by amendment, or whether offerors should price to their own verified site-visit measurements.

Response: The frequency of service will not be changed. All services provided will be in accordance with the frequency chart provided.

Service days, hours, and access

13. Service on federal holidays. SOW section 1.6.2 states that "the Contractor's Work Schedule will remain unchanged on recognized holidays unless otherwise noted by the COR," and SA13 lists eleven observed federal holidays. Several areas at Morristown ATCT, Middleton ATCT, and Lancaster ATCT carry D7 and 2D7 frequencies requiring seven-day-per-week service. Please confirm whether full scheduled service is required on all eleven federal holidays at each location, or whether the COR intends to reduce or suspend service on holidays at any site.

Response: As stated in SOW section 1.6.2, changes in schedule could change if the COR finds that it is necessary, otherwise service is to be performed in accordance with the frequency chart.

14. Lancaster ATCT operating hours and weekend access. The Lancaster ATCT frequency chart lists "Facility Operating Hours: Mon 6:00 am - 11:00 pm" and a cleaning timeframe of 0800 to 1300 but assigns D7 (seven-day) frequencies to operational area waste receptacles, carpeted floor vacuuming, and uncarpeted floor cleaning. Please confirm the facility's operating hours for all seven days of the week and confirm that contractor personnel will have access to Lancaster ATCT on Saturdays and Sundays from 0800 to 1300 cleaning window to perform the required D7 tasks.

Response: Facility Operating hours are 6:00 am – 11:00pm 7 days per week. Services are to be performed between 0800 to 1300.

15. Access for periodic floor and carpet work. The frequency charts require quarterly and semi-annual carpet shampooing/steam cleaning and semi-annual strip/wax/buff of uncarpeted floors, including within operational areas.

The designated cleaning windows are narrow and fall within occupied hours at each site (Middleton ATCT 1300- 1700; Lancaster ATCT 0800-1300; Morristown ATCT 0700-0900 for operational areas). Please confirm whether after-hours or weekend access will be granted for these periodic tasks, given the drying and curing times involved, and whether any additional coordination or approval is required.

Response: These services are usually scheduled with the facility in advance to give the vendor an opportunity to provide the service during minimum traffic in the facility.

16. Operational area training and escort requirements. SOW section 3.13.1 states that the contractor will not be permitted in Operational Areas without proper training from the Agency, and that the Agency must provide a cleaning schedule for operational areas. SOW section 1.3.2.10 requires advance COR contact for access to secure areas. Please confirm: (a) the expected duration and format of the required operational area training and when it will be provided relative to contract start; (b) whether contractor personnel must be escorted by FAA personnel while working in operational or secure areas at any of the four locations; and (c) if escort is required, whether FAA escort personnel will be available throughout the designated cleaning windows.

Response: Information will be provided after contract award during kickoff meeting.

Current staffing and employee transition

17. Current service provider. Please confirm whether janitorial services at Lancaster ATCT, Middleton ATCT, Middleton SSC, and Morristown ATCT are currently being performed by an incumbent contractor, by FAA or in-house personnel, or some combination, and if by a contractor, please identify the incumbent.

Response: Please see incumbent information above

18. Successor employee seniority list. If services are currently performed by an incumbent contractor, will a seniority list of that contractor's service employees be furnished to the successor contractor in accordance with AMS clause 3.6.2-28(n) prior to contract start?

Response: Yes, the employee seniority list will be provided prior to contract start date.

19. Right of First Refusal. AMS clause 3.2.1.3-2 (Right of First Refusal of Employment) does not appear in this SIR's incorporated-clauses list. Please confirm whether any Government personnel currently perform these duties who would be subject to a right of first refusal upon award, or whether this clause is inapplicable to this procurement.

Response: AMS clause 3.2.1.3-2 is only for contracts under OMB Circular A76 procedures, this contract does not fall under this procedure.

20. Incumbent staffing expectations. Is the successful offeror expected or required to offer employment to any incumbent contractor employees currently performing these services, or is post-award staffing entirely at the new contractor's discretion?

Response: Post award vendors are not required to offer employment to current employees.

21. Customer Service Survey. Do the previous contract performance have to be Government contracts or can it be any services performed.

Response: Customer Service Survey can be provided for non- government contracts.

22. Past-experience requirement: The solicitation requires the offeror to demonstrate at least three comparable janitorial contracts completed within the past five years, each valued at $750,000 or more. The evaluation language also refers to comparable performance as the prime contractor.

Please confirm: Whether qualifying experience from a proposed subcontractor, teaming partner, mentor-protégé partner, or joint-venture member may be used to satisfy this requirement. Whether experience personally managed by proposed key personnel while employed by another company may be considered. Whether the three qualifying contracts must have been performed directly by the offeror submitting the proposal as the prime contractor.

Response: Vendor submitting the proposal must have previously worked with the subcontractor as the prime contractor.

23. Customer Satisfaction Surveys: If partner or subcontractor experience is permitted, please confirm whether the required Customer Satisfaction Surveys may be submitted by customers of that partner or subcontractor.

Response: Customer Satisfaction surveys must be submitted by the customer in which the service was performed.

24. Could you inform me if this is a new requirement or a follow-on to an existing contract? If the latter, could you provide me with the Contractor Name and Contract #?

Response: This is follow-on contract with a new SOW and Frequency Chart. Current contract information is given above.

25. Business Proposal - 6) Socio economic certification, should it be for SDVOSB certification instead of 8(a) since it is set aside for SDVOSB as stated in SAM.gov.

Response: see response to question #1

26. Page 76 lists due date of March 17, 2026, should it be revised to August 24, 2026, 14:00 EST.

Response: See response to question #3

27. For customer survey, would CPARS suffice in lieu of a customer survey? If yes, can a Satisfactory on Regulatory Compliance be marked as acceptable? Typically, it is marked satisfactory as the contractor cannot really go above and beyond on that.

Response: No, CPARS cannot be used in place of customer Surveys.

28. How many Shifts are there.

Response : Please refer to frequency Charts

29. How many Employees are on each shift?

Response: Currently each location has one to two employees per shift.

30. What is the total number of on-site contractor staff?

Response: FAA cannot provide this information. It is up to the vendor to determine the number of employees they feel is needed to perform the service.

31.What is the incumbent contract number and contract value?

Response: See current contract information above.

32. Has there been any changes in the scope of the work requirement since the last solicitation?

Response: Yes, there has been changes since the last contract award.

33.Is there a CBA for this opportunity? If so, please provide.

Response: No CBA for this opportunity

(b) With the submission of an offer, the offeror acknowledges and accepts the utilization of electronic commerce as part of the requirements of this solicitation and the resultant contract.

(e) Contractors must not digitally sign any documents with software that uses the Secure Hash Algorithm 1 (SHA- 1).
