SOLICITATION 697DCK-26-R-00302

Janitorial Services – Multiple Locations (Salt Lake City, UT)

PRE-PROPOSAL QUESTIONS & ANSWERS

Notice: This document incorporates responses to all vendor questions submitted prior to September 9, 2026, at 1:30 PM Mountain Time.

Section 1: Scope of Work, Specifications & Facilities Q1: Where can vendors find square footage, restroom counts, and fixture counts for the contract locations?

A: Square footage, restroom counts, and fixture counts are provided in the Attachment J Frequency Charts (specifically J-2, J-3, J-4, and J-6) for all locations.

Q2: The square footages provided in the J-5 SOW CCF Building Size Survey table do not line up with the areas provided in J-3 SLC ZLC ARTCC-NEMC Freq Chart. Which takes precedence?

A: They are approx. sq.ft as noted on the frequency charts.

Q3: J-5 SOW CCF: The table at the top of the second page lists three (3) elevators, but J-3 SLC ZLC ARTCC-NEMC only lists two (2) elevators. Which is correct?

A: J-5 and J-3 both list three elevators.

Q4: What are the cleaning hours for Operational Areas (OPS)?

A: Operational Areas (non-operational equipment/fixtures) and associated square footages are identified at the top of the ATCT/TRACON/ARTCC Frequency Charts. Cleaning in these specific operational areas must occur between 12:01 AM and 6:00 AM.

Q5: Does lighting level change in the Operational Areas (OPS) during cleaning hours?

A: No. Lighting remains dimmed in those specific areas.

Q6: What are the allowed hours for window cleaning?

A: Exterior/interior window cleaning must be performed Monday through Thursday, between 0800 and 1600 (8:00 AM – 4:00 PM).

Q7: Do multi-story buildings have roof hookups/fall protection for window cleaning via rappelling, or will exterior lift machinery be required?

A: None of the buildings have roof hookups or fall-protection anchor points. The contractor must utilize exterior machinery (e.g., a lift) for window cleaning. Please include your window cleaning methodology with your offer.

Q8: Which rooms/facilities have Government-provided central vacuum systems?

A: Per Section 4.1.2 of the Statement of Work (SOW), where central vacuum systems are provided, they are the only vacuum cleaners approved for use. System availability by facility is as follows:

ZLC ARTCC: Yes SLC ATCT: Yes TRACON: Yes NEMC: No CCF: No NCE: No

*Note:* Circular bronze floor plates (approximately 4 inches in diameter) denote central vacuum connection points.

Q9: What is the waste management and recycling scope across all locations?

A: Government-provided dumpsters and recycling containers are located on-site at all facilities. Contractors are not required to provide off-site haul-off services.

Q10: Are specific green cleaning chemicals required, and must products be submitted for approval?

A: Yes. Refer to Section 5.2 of the SOW for green cleaning product requirements across all locations. A product list and Safety Data Sheets (SDSs) must be submitted for CO/COR approval prior to first use.

Q11: What are the cleaning requirements for the CCF Childcare Center?

A: Requirements are limited to those detailed in the CCF SOW. Facility staff handle post-meal/snack cleanups; janitorial staff are not required to provide mealtime cleanup.

Q12: What is the cleaning scope for the ~2,500 SF CCF BBQ/Picnic Area and adjacent restrooms?

A: All services (trash removal, grill cleaning, table wipe-down, and adjacent restrooms) are required daily. Refer to the CCF Frequency Chart.

Q13: Are tasks listed as "as needed" or "on request" on the Frequency Charts invoiced separately under an IDIQ structure?

A: There are no "as needed" or "on request" tasks listed on the Frequency Charts. This solicitation will result in a Firm-Fixed-Price (FFP) contract, not an IDIQ.

Q14: Have there been any changes in square footage across locations since the previous contract?

A: No. Square footage remains unchanged.

Q15: Will floor plans be made available to contractors?

A: Floor plans will be provided to the awardee upon contract award.

Q16: The CCF SOW states that cleaning will be performed from 9:00 p.m. to 5:00 a.m., seven days per week, and identifies several tasks as daily. However, the CCF Frequency Chart in J-6 lists many areas and tasks at D5 or D3. When the frequencies in the CCF SOW and J-6 conflict, which document should offerors follow?

A: Please refer to revised SOW updated 09/10/2026. Cleaning is 5 days per week, from 6:00pm to 5:00 am. Changes are in red font.

Q17: J-5 states that CCF cleaning will be performed from 9:00 p.m. to 5:00 a.m., seven days per week. J-6 lists administrative hours of 5:45 a.m. to 6:00 p.m., Monday through Friday, but leaves the 'Scheduled days/times for cleaning' field blank. Please confirm the required CCF cleaning window and whether any routine services may or must be performed during occupied hours.

A: Please see revised SOW (J-1) and Frequency chart (J-6) Q18: The CCF requirements call for one disposal around noon (in addition to the general cleaning that begins at 9:00 p.m.) and require bags containing feces-filled and soiled diapers to be removed twice daily. Does the Contractor need to maintain or dispatch a separate daytime employee for the noon service? Please also clarify which areas and tasks are included in the midday service.

A: Please see revised SOW (J-1) and Frequency chart (J-6) Section 2: Contract Term, Pricing & Background Q19: What is the contract term and period of performance schedule?

A: The contract consists of a 1-Year Base Period plus four 1-Year Option Periods, scheduled as follows:

Base Year: 01/01/2027 – 12/31/2027 Option Year 1: 01/01/2028 – 12/31/2028 Option Year 2: 01/01/2029 – 12/31/2029 Option Year 3: 01/01/2030 – 12/31/2030 Option Year 4: 01/01/2031 – 12/31/2031 Q20: Who is the incumbent contractor, what is the contract number, and how long have they performed this work?

A:

Incumbent: Claxton/LTS JV, LLC Contract Number: 697DCK-22-C-00103 Tenure: 5 years Q21: Were all four locations included under the previous contract?

A: Yes. The NCE SSC location was added during Option Year 4 of the incumbent contract.

Q22: What was the total award value of the incumbent contract, and what were the historical pricing figures?

A: The total incumbent contract value (Base + 4 Options) was approximately $3,617,318.20. *(Note: Significant supplemental funding was added during COVID-19 response efforts that no longer applies to this procurement.)* Q23: What is the current monthly/yearly pricing by location under the existing contract (2026)?

A: The total price of the previous contract was provided in Question 17. Further breakdowns will not be provided.

Q24: What is the current staffing level and supply cost under the incumbent contract?

A: Current staffing levels are not available. It is up to the offeror on how staffing will be structured.

Q25: Is there a CBA for this opportunity?

A: No Section 3: Labor, Wage Determinations & Security Clearance Q26: What security clearance is required for contractor personnel?

A: Personnel must undergo a background investigation (BI) and obtain a Non-Sensitive / Low-Risk Tier 1 Security Clearance prior to starting work.

Q27: Are there specific certifications or training required for janitorial staff?

A: No specific technical certifications are required beyond passing the Tier 1 Background Investigation.

Q28: Which Wage Determination applies to this solicitation, and what is the required hourly pay rate?

A: Wage Determination 2015-5489, Revision 31 (dated 08/27/2026) covers all Salt Lake City sites (attached to this amendment).

Q29: Please confirm expected badging lead time and whether escorted or other interim access is available for startup and backup personnel while suitability is pending.

A: Badging lead time can vary (30-75 days) depending on completion of all requirements by the proposed employee. The anticipated award date of this contract will be sufficient for employees to be badged prior to start.

Q30: Section J lists J-10 as 11 pages, while the supplied wage-determination PDF contains 7 pages. Please confirm that the supplied Revision 29 document is complete.

A: Please see the attached version of wage Rates (7 pages).

Section 4: Site Visit & Submission Details Q31: Is the site visit mandatory, and will it cover all locations?

A: Please refer to SA 30 of the solicitation, page 7.

Q32: What are the key evaluation criteria for proposals?

A: Please refer to section M of the solicitation for the evaluation criteria.

Q33: How many Customer Satisfaction Surveys (CSS) are required with the proposal?

A: Please refer to Section L for proposal instructions and section M for evaluation criteria.

Q34: J-5 SOW CCF: The table at the top of the second page lists three (3) elevators, but J-3 SLC ZLC ARTCC-NEMC only lists two (2) elevators. Which is correct?

A: J-5 and J-3 both list three elevators.

Q35: Section C states that the general SOW applies to five locations, but it lists the SLC ATCT/TRACON, SLC ARTCC/NEMC SSC offices, and SLC NCE SSC office, followed by a separate CCF SOW. SA18 also states that the FAA estimates a minimum of two employees should be assigned to each location. Please identify the locations to which this two-employee estimate applies. For staffing-plan purposes, should ARTCC, NEMC, the Engine Generator Building, Guard House, ISB, and the other buildings within the ARTCC compound be treated as one location or as separate locations?

A: It is not the FAA’s decision as to how many employees are assigned to each location. It’s suggested due to having enough employees cleared up and badged for coverage purposes.

Q36: Factor 3 requires one 'certified resume.' What does the FAA mean by a 'certified resume'? Specifically, does the resume need to be signed by the proposed Project Manager, signed by an authorized corporate official, notarized, or accompanied by a separate certification statement?

A: Please refer to Factor 3, it states nothing about needing to be signed by the proposed Project Manager, signed by an authorized corporate official, notarized, or accompanied by a separate certification statement.

Q37: Are the Technical Proposal, individual technical factors, Quality Control Plan, staffing plan, Mission Critical Continuity Plan, resumes, tables, or appendices subject to page limits or specific formatting requirements? If so, please provide the applicable page limits and requirements for font, font size, margins, page size, file format, and file naming. Please also confirm whether covers, tables of contents, resumes, and appendices count toward any page limit?

A: No.

Q38: Should the Technical Proposal be organized as four separately labeled factor volumes, or submitted as one consolidated technical file? Also, should the Project Manager resume, On-site Supervisor resume, QCP, staffing plan, and Mission Critical Continuity Plan be submitted as separate attachments or included as sections within the Technical Proposal?

A: No requested format. Please refer to sections L& M of the solicitation.

Q39: Please clarify the required format and placement of the AI-use disclosure under Clause 3.8.9-9. Does the disclosure need to identify the individual proposal sections where AI was used, the specific tools and model versions, the general functions performed, and the validation measures used? Also, do ordinary spelling, grammar, formatting, search, and office-productivity features constitute material AI assistance that must be disclosed?

A: Contractors are required to disclose where AI was used in the proposal (including the specific proposal sections, tools/model versions used, general functions performed, and human validation measures taken) within Volume I / Cover Letter. **** Ordinary spelling, grammar, and standard formatting features are considered spell check and do not require disclosure.

Q40: The received J-9 filename references solicitation 697DCK-26-R-00256 BOI FSDO, while this procurement is 697DCK-26-R-00302 SLC. Please confirm that the attached FAA Form 4400-48 is the correct form to submit for this solicitation or provide a specific solicitation version.

A: Please revised FAA form 4400-48 to re4lfect the correct solicitation 697DCK-26-R-00302
