About this file
This is an Amendment of Solicitation/Modification of Contract (Amendment 00001) issued by the Federal Aviation Administration's AAQ-500 Regional Acquisitions office, effective March 12, 2026. The amendment responds to submitted questions regarding Solicitation 697DCK-26-R-00144 for janitorial services at three Air Traffic Control Towers (Morristown ATCT, Middleton ATCT, and Lancaster ATCT). The contract period of performance runs from May 1, 2026 through April 30, 2031. This solicitation is set aside for Woman-Owned Small Businesses (WOSB). The incumbent contracts are 697DCK-25-P-00053 (one year, $124,136.52, vendor US Eco Product) and 697DCK-24-P-00107 (one year six months, $119,584.00, vendor Ed Building Maintenance).
The Questions and Responses section clarifies 16 key issues raised by potential offerors. Notable responses include: the past experience threshold of three contracts valued at $750,000 or higher will not be lowered; site visit information is located on page 10 of the solicitation; minimal storage space is available for equipment but facilities will accommodate vendor needs; security vetting lead times vary and the FAA is working to expedite badging; exterior cab window cleaning has specific facility-mandated requirements; vendors must determine their own staffing levels; a 30-45 day transition period will follow contract award; and service modifications exist compared to the incumbent contract. The FAA will not provide historical workload data or previous staffing levels, leaving such determinations to vendor discretion.

QUESTIONS AND RESPONSE
Current Contracts
697DCK-25-P-00053 One Year ($124,136.52) Vendor: US Eco Product
697DCK -24-P-00107 One Year 6 months ($119,584.00) Vendor: Ed Building Maintenance
1. Past Experience Threshold (Section M, Factor 1): The solicitation requires three
(3) past contracts valued at $750K or higher. For a small business, this is an exceptionally high threshold that restricts competition from highly capable, emerging small businesses that have successfully managed multiple smaller commercial and medical contracts of similar scope and complexity. Would the FAA consider amending this requirement to lower the threshold (e.g., to $150,000 or $250,000 per contract) provided the offeror can still demonstrate the required technical scope and complexity? The threshold cannot be lower as this demonstrates the vendor is prepared to handle staffing, equipment and supplies needed for all three (3) locations under one contract. FAA have many contract awards to small businesses with $750K or higher threshold for consolidated janitorial contracts.
2. Socio-Economic Certification (Section L, SA18, A.6): The Business Proposal instructions request a "Socio-Economic Certification of 8(a) status". Could you please confirm if this solicitation is strictly set aside for 8(a) certified firms, or if offers from certified Women-Owned Small Businesses (WOSB) and Economically Disadvantaged Women-Owned Small Businesses (EDWOSB) are acceptable and eligible for award? This SIR is Set -Aside for Woman Owned Small Businesses
(WOSB)
3. Incumbent Information: Could you please provide the name of the incumbent contractor currently performing these services, the current contract number, and the total awarded value of the previous contract? Please see above information.
4.
5. Site Visits/Walkthroughs: Are there pre-scheduled site visits or walkthroughs for the Morristown, Lancaster, and Middleton locations? Access to the facilities is essential for our team to provide an accurate and competitive firm-fixed-price proposal. Site Visit information is located on page 10 of the SIR
6. Consumables and Storage: The SOW indicates that the contractor must supply all materials and supplies. Is there designated, secure storage space available at each ATCT for the contractor’s cleaning equipment (e.g., vacuums, floor machines) and inventory? There is minimal storage space for equipment, however the facilities are willing to do their best to accommodate vendors need for storage space.
7. Security Vetting Timeframes: Given the critical nature of the ATCT facilities, what is the estimated lead time for the FAA Tier 1/PIV security background checks? Does the FAA provide any temporary access provisions while permanent badges are being processed? Currently the lead time varies. FAA is aware of the need to get badging in place as soon as possible for service to be performed.
8. Exterior Window Cleaning: Could you clarify the specific requirements and safety standards for the exterior window cleaning of the Tower "Cab" glass? Are there existing anchor points or specific equipment requirements mandated by the facility for this task? Yes, there are specific requirements mandated by each facility for Cab window cleaning.
9. Historical Workload Data: Could the Government provide the current or previous staffing levels (number of personnel and hours) used to fulfill the requirements at these specific locations to help us ensure our proposed staffing plan is optimal?
FAA cannot provide this information. It is up to the vendor to determine the number of employees they feel is needed to perform the service.
10. Could you please confirm whether site visits will be scheduled for interested SDVOSB vendors and whether building square footage information is available for the facilities listed in the solicitation? See page 10 of SIR for site visit information and the attached frequency chart for square footage.
11. Incumbent contractor's name and contract number? See above information. The above contract was issued using a different SOW
12. What is the previous incumbent contract number or company? See information above
13. Service Changes – Have there been any modifications to the services in the new solicitation compared to the incumbent contract? Yes
14. Personnel Background Checks – What is the expected turnaround time for personnel background checks, and is there a process for expedited clearance if needed? Currently the lead time varies. FAA is aware of the need to get badging in place as soon as possible for service to be performed.
15. Transition Period – Will there be a transition period between the incumbent contractor and the new awardee to ensure continuity of services? Yes the transition period will be 30 to 45 days after contract award.
16. Are there any key performance challenges or areas for improvement that we should be aware of? No, not currently.
