About this file

This is a Request for Information (RFI) for the PHX Access Road Maintenance project (697DCK-26-R-00064), issued by the FAA with an RFI due date of February 4, 2026. The associated solicitation has a pre-bid site visit scheduled for January 28, 2026, with bids originally due February 11, 2026, and extended to February 18, 2026. The document presents 18 questions and corresponding FAA responses addressing technical specifications and project requirements for access road maintenance work.

Key project requirements include chip seal pavement treatment, pavement crack sealing and repair, culvert inspection and cleaning, pothole repairs, roadway edge repairs, and shoulder material placement across approximately 6,000 square feet of parking area inside the fence. Material specifications are largely left to contractor discretion provided they comply with project specifications and Federal Highway Projects FP-14 standards, with references to Standard Specifications for crack sealing, full-depth patching, and bituminous surface preparation. Water must be contractor-furnished as no onsite source is available. The contract requires substantial completion within 30 calendar days after Notice to Proceed, including final inspections and punch list work, though the Contracting Officer may extend performance if warranted. The solicitation employs a single fixed-price CLIN structure where all potential spot repairs and culvert work, regardless of final quantities encountered, must be included in the lump-sum price. Technical evaluation criteria and proposal content requirements are found in Solicitation Section L (Clause SA18) and Section M (SA59).

REQUEST FOR INFORMATION

Due: February 4, 2026

697DCK-26-R-00064 - PHX Access Road Maintenance

Pre-Bid Site Visit: January 28, 2026 Bids Due: February 11, 2026

Bid Extension: February 18, 2026

1. Can the FAA confirm the required chip size/gradation for the chip seal application?

FAA: Left to the contractor’s discretion provided it meets the project specifications. In the past we’ve seen a local supplier already having a state-approved product that they use in the area that has been vetted by the state, county, and/or city for use in the project area.

2. Can you confirm the type of asphalt binder/oil to be used (e.g., CRS-2, polymer-modified emulsion, AC grade), or whether this is left to the contractor’s discretion provided it meets the project specifications?

FAA: Left to the contractor’s discretion provided it meets the project specifications.

3. Will parking area inside fence be included?

FAA: Yes, approximately 6000sf.

4. What material should we use for chip seal CRS2 or CRS2P (polymer)?

FAA: Preparing existing pavement for bituminous treatments in accordance with Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects FP-14, Section 406.04(a) Surface Preparation - page 321.

5. What size of chips should be used? ½” hi volume? Or 3/8” low volume?

FAA: Preparing existing pavement for bituminous treatments in accordance with Standard Specifications

6. What type of material for fog seal?

FAA: Preparing existing pavement for bituminous treatments in accordance with Standard Specifications

7. Do cracks need to be filled with hot rubber? What to fill horizontal cracks with?

FAA: [Ref: PHX ARSR Access Road Maintenance SOW, Section 1.2(B-1)(2)(a)(ii), Pavement Cracking - page 5]

a) Large cracks above four (4) inches wide shall adhere to Standard Specifications for Construction of

Roads and Bridges on Federal Highway Projects FP-14, Section 418.03 Asphalt Pavement, Base, and Subgrade Full Depth Patch, Type 1 (FDP-1) – page 356.

b) Small and medium cracks identified shall follow work items as required and described in Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects FP-14, Section 414 ASPHALT PAVEMENT CRACK SEALING AND FILLING – pages 450-451.

8. Can millings be used for edge repairs?

FAA: Yes, in accordance with PHX ARSR Access Road Maintenance SOW, Section 1.2(B-1), Pavement Maintenance - page 5; and Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects FP-14.

9. Is there a water source available onsite or nearby that contractors may use, or should all water be contractor-furnished?

FAA: NOT available onsite, will need to be contractor furnished. Seven springs is located nearby, and the local rancher may be a source to obtain water from (no contact info available, check with USFS Ranger?).

10. Can we use concrete? Or rip rap to shore up/repair culvert shown in Attachment 3?

FAA: See Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects FP- 14.

11. Culvert Repair Limits - The Statement of Work references inspection, cleaning, and repair of culverts, including patching pipe surfaces, inlets, outlets, and associated ditch or shoulder areas. Can the FAA confirm that culvert work under this contract is limited to cleaning and minor surface or spot repairs only, and that no culvert replacement or structural rehabilitation is required?

FAA: Inspect and clean culvert catch basins as needed to COR satisfaction in accordance with PHX ARSR Access Road Maintenance SOW, Section B-3, Culvert Cleaning - page 5; and PHX ARSR Access Road Maintenance SOW (Attachment 7) for approximate locations of 29 culverts. In the current SOW, no replacement or structural rehabilitation are anticipated at this time.

12. Is it acceptable to place, spread, and compact shoulder material prior to chip seal along roadway edges?

FAA: This is an acceptable method.

13. Quantity Limits for Spot Pavement Repairs - The SOW requires pothole repairs, crack repairs, and roadway edge repairs, particularly near culvert locations, but does not specify quantities. Can the FAA provide estimated quantities or maximum limits for spot pavement and roadway edge repairs to support consistent pricing assumptions among offerors?

FAA: See PHX ARSR Access Road Maintenance SOW (Attachment 7) comments for approximate locations of repairs.

14. Single CLIN Pricing Assumptions - The solicitation includes a single fixed-price CLIN covering all work.

Should offerors assume that all potential spot pavement repairs and minor culvert repairs, regardless of final quantities encountered, must be included in the lump-sum price?

FAA: Yes.

15. Definition of 30-Day Performance Period - The contract requires completion within 30 calendar days after Notice to Proceed. Does the 30-day performance period include final inspections, punch list work, and final acceptance, or may those activities occur beyond the 30-day period?

FAA: 30-day period of performance should include substantial completion of construction, final inspections, punch list work and final acceptance. CO may extend period of performance if warranted.

16. Technical Acceptability Standard - The solicitation implies a Low Price Technically Acceptable evaluation approach but does not define technical acceptability. Can the FAA clarify the minimum technical acceptability criteria required for award (e.g., experience requirements, staffing approach, schedule, or past performance thresholds)?

FAA: See Solicitation 697DCK-26-R-00064, Section L, Clause SA18 PROPOSAL CONTENT – pages 67-68, for what must be submitted; and Section M, SA59 TECHNICAL EVALUATION CRITERIA – pages 70-71, for how the submitted bids will be evaluated.

17. Will there be a designated area for equipment parking, staging, or laydown, or should this be coordinated onsite?

FAA: Areas for equipment parking, staging, or lay down will be made available by the USFS prior to the start of the project. Potential locations are under current evaluation for any impacts on culturally sensitive sites.

18. Site Visit Attendance FAA: See RFI Attachment - RFI Site Visit Attendance – PHX ARSR Access Road Maintenance.
