This document is an amendment to a federal solicitation for Janitorial Services at the Bangor Air Traffic Control Tower (ATCT) and Terminal Radar Approach Control (TRACON) facility, issued by the Federal Aviation Administration (FAA). The amendment includes a questions and answers section addressing details about the contract, such as the previous contract (awarded to Penobscot Health Services for $613,216), cleaning frequency, staffing requirements, and administrative processes. Key clarifications include no specific custodian staffing requirements, cleaning guidelines for window blinds and drapes, holiday work expectations, and personnel clearance processes that may take 30-60 days. The contract period of performance is from 03/01/2026 to 02/28/2027, and the solicitation number is 697DCK-26-R-00005. Janitorial Services – Bangor ATCT and TRACON

Q&A

1. What was the previous Contract No. for these services? Who is the current contractor? What is the current contract amount?

The previous contract was awarded to Penobscot Health Services under Contract No. 697DCK-21-C-00087 for a total amount of $613,216.

Please be aware that the statements of work have changed substantially and this amount is not necessarily representative of the requirements in 697DCK-26-R- 00005.

2. Square footage of each facility?

Please refer to Attachment “J-2 BGR ATCT TRACON Janitorial Frequency Chart”.

3. Frequency of Services?

Please refer to Attachment “J-2 BGR ATCT TRACON Janitorial Frequency Chart”.

4. Number of custodians required?

There is no specific staffing requirement. Adequate staffing must be provided to perform all services outlined in the Statement of Work and Frequency Chart.

5. What are the hours/time frame when cleaning must be done?

Please refer to Attachment “J-2 BGR ATCT TRACON Janitorial Frequency Chart”.

6. How often do the blinds in the control tower need to be cleaned and by what method? Do they need to be taken down and professionally cleaned or cleaned in place because of operational commitments. If they are to be taken down is there a second set of blinds available to be hung to ensure operational integrity while one set is being cleaned?

The blinds in the tower cab do not need to be cleaned as a part of this contract.

Please refer to the Statement of Work, section 3.5.2:

“Clean Window Blinds/Shades/Drapery. Blinds and shades must be cleaned to remove soil and dust, using a commercially approved cleaner.

Blinds and shades must be free of streaks and smudges. Blinds/Shades must not be removed from window facing. Vacuum drapes using an industrial-type vacuum with appropriate tool attached for vacuuming.

Report draperies requiring dry cleaning to the COR. This does not include the tower cab blinds/shades.”

7. What federal holidays will need to be covered for Janitorial purposes?

Please refer to Section 1.6.2 in the Statement of Work:

“The Contractor’s Work Schedule will remain unchanged on recognized holidays unless otherwise noted by the COR.”

Section 1.6.3 “Recognized Holidays” lists holidays observed by the government.

8. Will rope retention / repel points be available for exterior window cleaning?

The Statement of Work does not include a requirement for exterior window cleaning.

9. What is the clearance process for contract completion, and how long should we anticipate it taking, assuming all steps on our end are completed correctly?

Please refer to AMS Clause 3.14-2 “Contractor Personnel Suitability Requirements”, which can be located in RFP 697DCK-26-R-00005. The timeline for the process is variable, but can take 30-60 days.

10.Where are local Bangor employees required to get their fingerprinting done?

Fingerprinting is not provided by the FAA and there is no specific mandatory organization that must be used. It is often obtained through a local police department, military base, or private fingerprint service provider.

11.Where will badges need to be picked up?

FAA Badging will be done at 138 Maine Ave, Bangor, Maine 04401.
