QUESTIONS & ANSWERS

SOLICITATION # 697DCK-26-R-00139

FIRE ALARM TESTING & INSPECTION SERVICES

C90 TRACON - ELGIN, IL

1. Question: Can you provide us with the following documents for the site visit? - Fire Alarm Annual Inspection Report - Fire Sprinkler Annual Inspection Report FAA Response: Annual Fire Alarm and Sprinkler Inspection Reports have been provided as attachments to this solicitation.

2. Question: This is for inspections only, correct? I just want to make sure we’re not also supposed to be including labor for service calls as well.

FAA Response: The contract includes inspection and testing services as well as service call support. Troubleshooting labor during normal service hours is included. Replacement parts and major components require Government authorization.

3. Question: Does any of this have to be completed after hours? Based on J-1; F. Work Periods (page ), it states 0700-1600 hours so I believe they want it done during normal business hours but on the same document, first paragraph under Description of Work, last sentence, it states “All items requiring NIGHT WORK, must begin no earlier than 10:00 PM, and be completed by 4:00AM”. I’d like to verify that if it can all be done during the day or if maybe horns and strobes are required to be done at night?

FAA Response:

Normal work hours are 0600–1600 Monday through Friday. Work outside these hours may be required to minimize operational impact or when coordinated with the Government POC. Night work may occur between 2200 and 0400 when required.

Night will be needed for 1 night during the fire alarm annual for the OPS floor work.

4. Question: Is this for an annual fire alarm inspection only? Does the FAA also require semi-annual visual inspections as well?

FAA Response: The contractor shall perform inspection, testing, and maintenance of the EST3 Fire Alarm and Detection System and associated fire protection equipment located at C90 TRACON. Please see Section 1 of revised Statement of Work.

5. Question: Are there sprinkler inspections we’re supposed to be doing? It’s not listed in the List of Equipment; page 5 of J-1, but is mentioned on page 4; J-1 under 4. Sprinkler System.

FAA Response: Yes. The contract includes inspection, testing, and maintenance of the facility sprinkler system in accordance with NFPA 25.

6. Question: Can you please confirm the fire sprinkler system frequencies. Is it semi-annual for the fire sprinkler and an annual for fire hydrant test and inspection? Will this stay the same or change to annual fire sprinkler and no hydrants?

FAA Response: The sprinkler system requires semi-annual testing, annual inspection, annual hydrant inspection, and a five-year internal inspection beginning this contract year in accordance with NFPA 25.

7. Question: Invoicing for replacement parts - Please confirm that replacement parts and components will be invoiced separately from the monthly maintenance fee and will not be included in the monthly price listed on page 5 of the bid specifications.

FAA Response: Invoicing for replacement parts would be separate from monthly maintenance fees. Advanced coordination would need to be made with the Contracting Officer for approval.

8. Question: 2025 inspection reports - Please provide copies of all fire alarm and sprinkler inspection reports for 2025. If these are accessible via an online portal, please share access instructions and report identifiers; if not, please specify the timeline for delivery.

FAA Response: Please see response to question #1.

9. Question: Exclusions and hourly-rate mechanism - Acts of Nature, Faulty Wiring, and Vandalism are exclusions from normal wear and tear for Fire & Life Safety systems.

Where within the bid documents would you like us to add the hourly rate for such exclusions?

FAA Response: These items would be addressed if/when there is an occurrence.

Pricing and scheduling would be coordinated with the Contracting Officer’s Representative (COR) and Contracting Officer prior to services being rendered for approval.

10. Question: Can you verify the correct number of sprinkler systems?

FAA Response: The facility contains thirteen (13) sprinkler zones.

11. Question: How many wet sprinkler systems are there?

FAA Response: Please see response to question #10.

12. Question: Are there any dry sprinkler systems?

FAA Response: There are no dry sprinkler zones/systems.

13. Question: On Attachment 1, Equipment Information, both waterflow switches and valve supervisory switches do not specify a quantity. Can you please provide a quantity for both? And what does PBO under the Model No. column?

FAA Response: PBO indicates existing devices or provided by others. Property Book Only indicates the item is tracked in the government property inventory, but the exact manufacturer/model information may not be recorded in the equipment list.

14. Question: Sprinkler coverage in square footage?

FAA Response: This information is unavailable.

15. Question: Can you send us photos of the sprinkler systems?

FAA Response: Photos will not be provided. Please review revised SOW.

16. Question: Are there any under floor smoke detectors?

FAA Response: Yes, there are under the floor detectors.

17. Question: Are there any special suppression systems, e.g. VESDA?

FAA Response: There are no special suppression systems.

18. Question: For the areas where work must be done between 10 PM and 4 AM, how many devices are in those areas?

FAA Response: This information is unavailable. Please review revised SOW.

19. Question: NICET I/II certified techs typically perform this kind of work as opposed to NICET III certified persons who are supervisory, would the FAA consider allowing NICET I/II techs handle the labor? This would be a significant cost savings for this contract.

FAA Response: Technicians must meet the certification requirements specified in the Statement of Work.

20. Question: Some of the devices are located very high and in difficult to access ceilings. Can you give us the height of those ceilings/room dimensions?

FAA Response: This information is unavailable.

21. Question: What month are annual inspections performed? When they were last performed, or when the FAA would like them performed under this contract.

FAA Response: Inspection scheduling will be coordinated with the Government after contract award.

22. Question: Can you please provide previous annual inspection reports for bidding purposes?

FAA Response: Please see response to question #1.

23. Question: Section 3 Special Provisions, item d. states to provide unlimited service calls. Can you please clarify how these service calls are paid for? Will there be a separate line item funded after award to pay for service calls? Or do you need us to provide hourly rates, minimum service call rates, etc.?

FAA Response: Service calls include troubleshooting labor during normal service hours. Replacement parts and major repairs require Government authorization.

Advanced coordination would need to be made with the Contracting Officer for pricing quote and approval. Approved special provisions will be invoiced against additional line item added via contract modification.

24. Question: How many service calls are typical for these systems in the past 3 years?

FAA Response: Historical service call data is not available.

25. Question: Section 3 Special Provisions, item e. states to provide parts and component replacements. Can you please clarify how this will be paid for? Will there be a separate line item funded after award to pay for parts?

FAA Response: Please see response to question #23.

26. Question: Can you please confirm monthly fire alarm system monitoring through a 3rd party UL Listed central monitoring station is not included in this scope of work?

FAA Response: Third-party fire alarm monitoring services are not included in this scope of work.
