1. The Solicitation Offer & Award Form indicates that an offer guarantee is required. Please clarify in which section the offeror is to place the bid bond. We are assuming the Financial Capability factor in the Business Proposal?

This has been corrected, as an offer guarantee will not be required on this Solicitation.

2. Many government contacts have been burdened from repeated requests to provide PPQs in different formats and have requested that we don’t send them anymore. Please identify whether we can submit a previously completed PPQ for another government opportunity (for instance a standard USACE/NAVFAC

PPQ)?

That is acceptable as long as it includes all required information.

3. Please confirm cover pages, table of contents, and tab dividers DO NOT count against the page limit.

Confirmed, cover pages, table of contents, and tab dividers DO NOT count against the page limit.

4. Please confirm that PPQs and CPARs will NOT count against the page limit. We are unable to control the length of a PPQ or CPARs as this is an external government document.

Confirmed, PPQs or CPARS will not count against the page limit.

5. With the July 4th holiday, complexity of the project, and need to pull together external documents from external parties, we respectfully request an extension to August 11.

An extension to the Soliciation is now under consideration at this time, as such proposals are still due on or before 5:00PM (ET) on 7/30/25.

6. Please confirm that CPARs (official federal government performance evaluation) may be submitted in lieu of PPQs. Many clients (particularly in DoD) will not submit a PPQ if there is already a CPARs, as this is considered the official government performance evaluation and they don’t want to conflict it.

With governmental changes that have either eliminated the previous points of content or contacts that have retired or moved on, it may also be challenging to find someone who can complete a PPQ, which eliminates the use of an aligned project.

That is acceptable as long as it includes all required information.

7. Section L.5 b indicates documents must be provided in Word or PDF format;

however the RFP indicates to send the Price Proposal in Excel Format. Is it the intent to simply submit Volumes 1 and 2 in PDF and Volume 3 in Excel, or does the government also desire a PDF of Volume 3 in addition to the Excel format of Volume 3?

That is an oversight, as where an Excel is offered and/or requested, please submit it in that format, as that will be accepted as any Word file would.

8. Please clarify whether PPQs need to be returned via email or if they should be included in the Past Performance section of the proposal.

PPQs are to be included with the Proposal.

RFIs

1. Contract Drawings are named "Issued for Bid Submission." Please advise when the "Approved For Construction" Set will be transmitted and verify that if these new documents are received post bid, they will need to be evaluated for any changes to the contract.

Each time the IFB (Issued for Bid) is revised, it will be incorporated into the Solicitation via Solicitation Amendment along with narrative of the updates. The final IFC (Issued for Construction) will be provided to the awarded contractor; the fully updated IFB that is provided before Solicitation closing date will be accurate and sufficient for price proposal purposes.

2. Specification 012200 Unit Prices states to provide all unit prices 'stated on the Bid Form.' There is no Bid Form provided with the solicitation, only a lump sum line item for all work associated with CLIN 00001 on page 3 of the solicitation. M.3 Price Proposal section of the solicitation gives instructions for the Lump Sum breakout but nowhere does it reference Unit Prices. Please verify that Unit Prices are not applicable to this contract.

The Unit Prices are not required.

3. Specification 012200 Unit Prices references that Unit Prices are requested in 53 different specification sections (these would total out to hundreds of unit prices).

There are no line items in the Solicitation CLIN 00001 Bid Form for such presentation of Unit Prices and this is a Firm Fixed Price / Lump Sum contracting mechanism of which Unit Prices are typically not affiliated with this type of contract.

Please verify these Unit Prices are not intended to be submitted.

The Unit Prices are not required.

4. Soliciation instructions are unclear regarding applicable taxes. The Solicitation states "The FAA, as the Federal Government, is tax exempt. The awarded contractor will be responsible for any/all applicable local, state, and/or federal taxes." Please verify that this contract will be tax exempt and a tax exempt certificate will be provided to the awarded contractor.

Awarded contractor will not be tax exempt, the FAA is tax exempt. In accordance with the Tax clause in this Solicitation, the awarded contractor will be responsible for any/all required taxes under this Award.

5. Please verify that the furniture shown on A800 and A801 is not a part of this contract.

Furniture is to be included in the contract requirements. As such, and in accordance with Section J, all price proposals must be submitted on the provided FAA Bid Form.
