About this file
This document is Solicitation Amendment #5 for the LAW Air Traffic Control Tower (ATCT) construction project in Lawton, Oklahoma, issued by the Federal Aviation Administration (FAA). The amendment incorporates responses to Request for Information (RFI) #3, #5, #6, and #11, and updates Section J Attachments to include a Site 5 Updated NRA Determination Letter, LAW ATCT Equipment list, and an IFB Addendum 1 Change Log. The solicitation remains open with a closing date of 7/30/25 at 5:00 PM (ET), and covers a new ATCT construction project with a performance period of 542 calendar days. The procurement is available on a full and open basis, with a price range of $35-45 million, using NAICS code 236220 and a size standard of $45 million.
The amendment addresses various technical clarifications, including fireproofing requirements, construction schedule flexibility, airspace protection constraints, and specific equipment and installation details. Key clarifications include confirmation of 1-hour fire resistance rating for cab roof members, acceptance of a 40-hour work week schedule (potentially extending beyond 542 calendar days), and contractor responsibilities for airspace studies and supplemental notices for construction equipment. The FAA's Acquisition Management System (AMS) will govern the procurement, replacing standard Federal Acquisition Regulation (FAR) provisions.

1. Page one of the RFP denotes that the period of performance is 542 calendar days but is negotiable. Under the Factor 5 Construction Schedule requirements on page 85, “The schedule must show completion within the period of performance indicated in this solicitation but may demonstrate a logical early finish.” Also, Paragraph B.4 Contract Term furthermore limits working hours to 40 hrs per week. Please confirm if contractors are required to provide a 542 calendar day period of performance working 40 hrs per week, or ,if the proposed schedule exceeds 542 calendar days utilizing a 40 hr per week schedule that would be acceptable.
Any Schedule submitted would have to be approved by the FAA, whether at 542 calendar days or otherwise, and any schedule submitted other than for the 542 will need to have an accompanying narrative explaining all reasons why an offeror is proposing an alternate Period of Performance. Also, since Schedule is one of the evaluated criteria, a longer proposed Period of Performance may not yield a favorable evaluation.
2. Refer to geotechnical report indicating water table at 12 to 20 feet beneath ground surface.
Top of slab is indicated to be 0’-0”, Top of Mat is -3’-0” making bottom of mat -7’-0”, - 2’-0” of cut and structural fill equals 9’-0” below finish floor to bottom of fill. Detail 1/S410 indicates to prepare swelling subgrade to control swelling of soils, Ref note 1. It is unclear reading the note and the geotechnical how this subgrade should be prepared. Of more concern would be that this work could be getting into water table depending on depth and add significant costs for dewatering and possibly a well point system. Please advise.
. The Contractor should monitor groundwater levels prior to construction to determine depth to groundwater, and if those depths may impact construction.
Dewatering may be necessary to maintain the groundwater levels to no shallower than 2-feet beneath the excavation depths. Based on the relatively low permeability of the soils and the anticipated groundwater conditions from the geotechnical exploration, groundwater seepage may take a relatively long time to enter an excavation that is extended to or below that groundwater surface.
The methods used to address the swelling soils encountered at the site should utilize a combination of moisture control and removal and replacement methods.
Removal and replacement methods are where the swelling soils are removed and then replaced with a Low Volume Change Material (LVCM), or replaced with the chemically treated soils (e.g. by amendment of the soil with lime, cement, or fly-ash). An LVCM can include well-graded crushed stone, flowable fill, or lean concrete. If a well-graded crushed stone is selected as an LVCM, it will need to be graded to drain towards a sump, graded to drain and be daylighted to discharge in an area that will not promote swelling of soils, or gravity drained to a storm sewer system. The use of flowable fill or lean concrete as an LVCM may be practical in areas where proper moisture control may be difficult to maintain after the excavation is made, or where the base of the excavation has become soft or unstable.
If the LVCM is comprised of soil, appropriate materials must be placed and compacted in accordance with the geotechnical report recommendations. If the LVCM is comprised of flowable fill or lean concrete, a minimum 28-day compressive strength of 300 psi is recommended. Please refer back to the geotechnical report for further information on encountered subsurface conditions and geotechnical recommendations.
Contractor is responsible for designing a dewatering system based on the information provided in the geotechnical report. See specification 31 20 00 Earthwork. Refer to Geotechnical report section 5.1.4.1 for subgrade protection.
Specification 31 20 00 has been amended to add specifics regarding “mud mat” requirements.
3. Sheet FA100 indicates that there are separate panels, 1 for stair pressurization and one for elevator pressurization. Sheet FA003 indicates that these are 1 panel. Please clarify if they are to be separate or combined.
. The design intent is one panel with controls for both the stair and elevator pressurization. The space held for the panels on FA100 will be used by the larger single panel.
4. Sheet FA003 smoke control panel detail does not indicate status LED indicators for the damper or fan status. The damper and fan wiring diagrams indicate the fire alarm are to monitor these items. Should this be indicated on the smoke control panel(s).
. The START/STOP/AUTO switches on the panel have LED light which will indicate the status of the fans and dampers. For example, when the switch for a stair pressurization fan is flipped to the “ON” position once the unit is activate the green LED under the “ON” label should illuminate green for positive confirmation. Where several dampers are associated with a single fan the status and control for all dampers shall be grouped in a single switch. For example, if there are three dampers associated with an elevator pressurization fan if all three dampers are commanded closed and achieve that position the red “CLOSED” LED shall illuminate. If any of the three dampers fail to achieve the commanded position the orange “FAULT” LED shall illuminate.
5. Sheet FA100 indicates a fire alarm control panel with intergraded smoke control. The specifications indicate that these should be separate panels. There is a detail for the pressurization for stairwell and elevator one Sheet FA003 which is called a smoke control panel. There are many other smoke control fans and dampers that are called out to be controlled. Is there a 3rd smoke control panel or is it part of the fire alarm panel. Is it to be graphical and is there a conceptual layout of this smoke control panel?
.The controls indicated within the FACP are for post event smoke purge (post fire smoke purge) of the main areas on the occupied floors. This is different from the active smoke control panels (stair and elevator pressurization), which are intended to be a separate panel.
6. Sheet FA100 and FA106 show UPS and Generator panels. Are these separate panels from the fire alarm panel? Are they provided by the fire alarm contractor or the associated contractor for the generator and UPS? The specification seems to indicate we are to provide these panels.
. These are intended to be separated from the fire alarm system, but live adjacent to the fire alarm panels. The fire alarm contractor is responsible for coordinating with the CM and associated contractor(s) to provision for space and installation of the above referenced panels.
7. (28 31 00) Specifications 2.3 B state SLC, IDC, and NAC circuits shall be Class X. Class X is only applicable to SLC circuits. Other places indicate circuits should be Class A. Is all wiring to be Class A?
. Notification appliance circuits are permitted to be class A. The FAA design standards require the “network fire alarm pathways” to be Class X. This standard shall be followed unless otherwise approved by the FAA.
8. (28 31 00) The SLC circuits are shown to have 2 isolator modules per floor indicating Class A wiring, but Class X would require an isolation module between every device. Are we to provide Class X or Class A wiring for SLC circuits?
. The FAA design standards require the “network fire alarm pathways” to be Class X.
This standard shall be followed unless otherwise approved by the FAA.
9. (28 31 00) Specifications 2.3 D and E indicate each floor should have its own NAC and SLC, but the riser diagram indicates Class A loop across multiple floors. Are we to have a circuit per floor per specifications?
. The SLC loop is permitted to span multiple floors. The NACs shall only serve a single floor.
10. (28 31 00) Specifications 2.8 indicate we are to have Data Gathering Panels with a minimum of 1 per 3 floors. The riser diagram only indicates 1 fire alarm panel. Are we to provide DGP in the project? This would require a minimum of 4 panels.
. The current design intent is to have a single FACP where possible. DGPs are not required, if the contractor deems a DGP(s) is required to accomplish the design they shall be provided as required.
11. The Sheet FA000 seems to indicate all fire alarm cabling must be installed to meet 2 hr. fire rating which would require 2hr. CI cable in conduit or in a 2-hour enclosure. Is all fire alarm cabling to be 2 hr. rated or would this just be riser cable and cable between floors? Would all other cables be acceptable within the floor to be fplp as indicated” for all locations including but not limited to”?
. The design intent is not to have 2-HR rating throughout the entire building.
Traditional FPLP (after review and approval) cable is acceptable for use.
12. Can you please confirm what Original Equipment Manufacturers and Product types are included in these specifications?
. The specification is performance based and does not specify product models. It’s up to the contractor to choose the appropriate product that meets the intent of the specification. The product/model along with any exceptions or clarifications will be spelled out in the elevator contractor’s bid.
13. The grading and drainage plan (sheet C200) does not appear to have sufficient fall to be paved with asphalt. Elevation 1097.46 to elevation 1097.36 is approximately .64 feet.
Standard slope is 1” per 10’ to prevent ponding. Please confirm these elevations and slopes are correct.
. The parking lot cross slope was adjusted to assist with constructability and avoid “bird baths”.
14. What are the reporting requirements for the partial air leakage test of the Console and Cab levels (01 91 13.43.A, paragraph 3.5-A-1-a)? Is a full report required, or can it be deferred to the final testing report?
. Recommended to provide a draft Report following the air leakage test.
15. Spec sections 07 27 13 and 07 27 26 both describe inspections and testing for adhesion and air leakage. It is not clear from the drawings where fluid-applied air barrier will be used vs self-adhered air barrier. Are these sections provided as options for the contractor to use whichever material is preferred, or are these materials used in different areas? Will inspections and testing be required for both systems or just for whichever system is selected?
. Both are required, we have fluid applied vapor impermeable membrane globally. At one condition we have sheet applied vapor permeable – at the cab sill. Callouts will be updated in 3 Details. Foil faced mineral wool will be added to 072100.
16. 07 27 26, paragraph 3.6-C-2 states a total of three tests shall be performed at the trial installation and at 25, 50, and 100% completion (four milestones), while paragraph 3.6-C-3 lists trial installation, 50, and 100% completion (three milestones). Are four adhesion tests required, or is “25% completion” intended to be synonymous with the “trial installation”?
. Note also that subparagraph (2) refers to ASTM D4541, adhesion. Subparagraph (3) refers to ASTM E 1186, Air Leakage / Bubble Gun. Note also that ASTM D4541 will be updated to ABAA.
17. (23 05 93) "The test procedure outlined in the Specifications are for filters that are accessible to scan downstream but it doesn’t look like these filters will be accessible to scan. Specification 3.2 C and D indicates that the filters are to be scanned and to identify any points of leakage that exceed 0.01%.
Specification Section 3.2 A, states that “filter testing is intended to be completed in a similar manner to industry standards for certification of HEPA filters in biological safety cabinets”.
The industry standard, for filter banks that are too small to get inside and close the door so that we can scan downstream, is to probe the downstream duct with a traverse of the duct area and the acceptance criteria is for no point to exceed 0.005% of the upstream challenge concentration.
We can meet the statement in Part A by probing the duct downstream of the filters in accordance with NSF Standard 49, Biosafety Cabinetry: Design, Construction, Performance and Field Certification, Section N.5.5.3.2 Filter that cannot be scanned but it’s probably going to be impossible to scan the filters as outlined in Part C and D."
. Agree, this language will be removed.
18. "Sheet E-800 One Line Drawing shows most of the equipment to have (GFE) at the bottom indicating Government Furnished Equipment. Some have (CFE) indicating Contractor Furnished Equipment.
Can we confirm what equipment is being furnished by the Government and what is furnished by the contractor?"
. Please indicate what other confirmation is required. E-800, various other drawings/details, and specifications provide what is GFE vs CFE.
19. "We are needing some clarification on fixtures for the Lawton ATCT job. On pages E116 and E117, they show fixture type ‘XFG’ around the outside corners of the building. The fixture schedule has ‘XFG’ as a linear light, but the architectural drawing show these to be standard downlights."
. ‘XFG’ represents linear LED lights placed at exterior cab mullions and corners of cab roof parapet. These light fixtures are called out in the architectural drawings 1/A630, 3/A631, 1/A632 and highlighted yellow in the image below. They are not shown as downlights in architectural drawings.
Refer to drawing E550 for the front-of-house light fixture schedule.

a. Will the mat foundation be considered “Mass Concrete”? If so, will the SER accept 90 day compressive strengths?
. Mat foundation will be considered Mass Concrete. Provide 56 day compressive strength as indicated on the general notes.
6. Reference: Spec 03 30 00, paragraph 3.6 MASS CONCRETE. 2.We are requesting clarification regarding the requirement to follow the panel design as shown on the contract drawings. Specifically, Coreslab would like to propose a revision to the current design by incorporating a formed pocket in lieu of the embed plate detail EM-01 (Detail 1/522). We would also like to use strand in lieu of the pure rebar design shown. Please advise if this modification would be acceptable, or if strict adherence to the current design is required.
. Provide Embed plates per Detail 1/S522. Formed pocket will disrupt wall reinforcement. Stands will not be acceptable as slab reinforcement, pure rebar design is required per FAA
TDFS.
7. Reference Specification 01 43 39 - Mockups and Sample Installations - There are several subsequent specifications sections calling for either Mock-ups to be installed prior to ordering material or requiring off site mockups. In the interest of schedule and budget efficiency, please verify that the mock-ups can be revised and limited to "in-place" mock-ups and verification through the Quality Control process to validate quality and that the approved materials are being installed in accordance with the contract documents.
. Mockups are to be completed as specified.
8. Reference Specification 08 00 60 - Enclosure Performance - Paragraph 1.4 B States Delegated Design is required for the "Exterior Wall Enclosure Contractors" which includes multiple interdiciplinary trades. Many of the trades considered to be part of the "Exterior Wall Enclosure" do not have delegated design criteria in the trade specification. Please verify that the Delegated Design listed in this 08 00 60 - Enclosure Performance is only applicable to the specifications that list specific delegated design criteria requirements in said specification.
. Sections that call out delegated design are required to perform per delegated design.
9. Reference Specification 01 10 00 - Paragraph 1.16 - Permits and Fees. Subparagraph A lists a $250,000.00 allowance for the contractor to including in their bid to "pay for all the utility services charges to obtain requiring permits, including water appurtenances required by the Authority Having Jurisdiction." Please verify this allowance not only is intended for utility permits, but for other FAA permit costs that have not been quantified with a dollar amount in the contract documents. If that is not the case, please provide a cost or allowance for each other FAA permit that is not a utility permit covered under this $250,000.00 allowance.
. Specification has been updated.
10. Please advise if the timeline for RFI's can be extended to allow for contractor dialog to react and provide clarification to the FAA's RFI responses if necessary prior to the bid due date.
Unless the Solicitation closing date gets revised, and along with it additional time for further RFI’s all RFI’s will be due by end of day on 7/20/25, ten days prior to current closing date of 7/30/25.
11. Drawings CO61, CO62, CO63 and CO64 include notes regarding Airspace Protection. Note
2. states "CRANE OPERATIONS WILL BE LIMTIED TO PERIODS OF TIME HEIGHTS AND
OPERATIONAL LIMITS (HORIZONTAL AND VERTIAL) AND WORK HOURS APPROVED BY
FAA." Please provide the specific constraints to the 30' high crane working height as this will be a critical activity necessary for building a structure of this height. This would include core operation working hour limitations or other means to determine effective crane operation.
. The contractor is responsible for submitting an airspace study (7460-1) for the crane and/or any other construction equipment that is above 30’ AGL. That airspace study will outline any restrictions. An airspace study for the new ATCT has been submitted and approved by the FAA. The final determination will be uploaded to the KSN site.
As stated in the final determination, “A separate notice to the FAA is required for any construction equipment, such as temporary cranes, whose working limits would exceed the height and lateral dimensions of your proposal.” Please refer to the final determination for the exact coordinates used in the airspace study.
An airspace study that covers heights less than 30’ has been submitted and approved by the FAA. The final determination letter is located on the KSN site.
The Contractor is also responsible for filing supplemental notices (7460-2) as required by law or FAA.
12. Drawings CO61, CO62, CO63 and CO64 include notes regarding Airspace Protection. Note 5 states: "EXCEPT FOR FAA AIRSPACE APPROVED CRANE HEIGHT ALL OTHER
CONSTRUCTION EQUIPMENT, STOCKPILES AND TEMPORARY BUILDINGS SHALL NOT
EXCEED 30 FEET IN HEIGHT ABOVE EXITING GROUND" Please verify this does not apply to the new ATCT itself or any material, equipment, scaffolding, work being performed on the tower itself proper since the new structure will obviously be greater than 30'.
. The contractor is responsible for submitting an airspace study (7460) for the crane and/or any other construction equipment that is above 30’ AGL.

1. Specs Section 099646: Is a 1 or 2-hour rating required for the intumescent fireproofing at the tube steel members supporting the cab roof? Per specifications the intumescent fireproofing is to be shop applied. Please confirm the intumescent fireproofing is to be shop applied and not field applied..
. 1- One hour fire resistance rating is sufficient for members supporting the roof per Type 1B construction, therefore the intumescent fireproofing that supports the cab roof can be 1-hr rated as suggested. Architectural details have been updated to reflect this. Confirmed that intumescent fireproofing shall be shop applied.
2. 078100: Per the code plan sheets the project is to be figured as Type IB construction per the FAA’s request. IB construction requires a 2-Hour rating for members supporting the floors and 1-hour for members supporting only the roof. Several details indicate the steel members, reference 1 / A640, at the cab roof to carry a 2-hour rating not taking advantage of the 1-hour reduction allowed by code. The structural plans for the cab roof level indicate the concrete thickness is reduced to 3-1/2” NW concrete on 1-1/2” metal decking while the levels below are 4-1/2” NW concrete. 3-1/2” of NW concrete is not enough to provide the indicated 2-hour rating and would require the decking at the cab roof to fireproof. If the intent is to only require a 1-hour rating then the 3-1/2” would be enough and would eliminate the need to spray the decking. Please clarify if a 1 or 2-Hour rating is required at the cab roof level.
Accept 1-hour reduction allowable by code. If utilized it will result in the elimination of fireproofing required at the underside of the cab roof deck.
. Confirming that 1-hour fire resistance rating at cab roof is sufficient per code for Type 1B construction. Relevant drawing callouts have been updated as part of this addendum.
