About this file

This document is an Amendment 0001 containing Questions and Answers (Q&A) for Solicitation No. 697DCK-25-R-00210, addressing the design, fabrication, delivery, and installation of center consoles at the Boston Air Traffic Control Tower (ATCT). The amendment provides detailed clarifications on multiple technical aspects of the console replacement project, including mounting requirements for monitors, phones, and panels, floor and column specifications, delivery logistics, and installation expectations.

Key details include confirmation that the FAA will provide a CAD file for floor layout, new slatwall arms are required for monitors, security monitors will be relocated, and no equipment needs to remain operational during demolition. Delivery will occur in the Central Parking Garage's Ride Share Lane with vehicle height restrictions, elevator use limited to 8:00 PM-5:00 AM, and no on-site dumpster available. The project involves replacing existing consoles with new slatwall designs, with the contractor expected to assist the FAA in reinstalling equipment after installation. The solicitation is set aside for small businesses under NAICS code 337214 and involves a mandatory site visit on Wednesday, April 16, 2025.

SIR No.: 697DCK-25-R-00210 - Amendment 0001 Design, Fabrication, Delivery and Installation of Center Consoles at the Boston Air Traffic Control Tower (ATCT)

1. It was mentioned at the site that the FAA would provide an electronic .CAD file of the tower layout which would be used to locate the core drill holes in the floor for the proposal efforts.

Will the FAA provide this .cad file prior to the bid submission to ensure the proposed product solution will adequately cover the access holes?

Answer: Please refer to the attached CAD file BOS-1508915-D001

2. The MPA GATE, AIRFIELD LIGHTING PANEL, and ACE-IDS monitors currently have arms mounted to the column. Will you continue to use these arms or should slatwall arms be provided to allow these monitors to be mounted on the console?

Answer: MPA GATE, Airfield Lighting Panel, and ACE-IDS monitors will be incorporated into the slatwall design, new slatwall arms are required.

3. There is an upper SECURITY monitor mounted on the column. Please confirm that this will continue to be mounted in this location.

Answer: The Security Monitors will be relocated to the outer ring by FAA

4. Two Phones are currently mounted to the column. Will these remain in place, or should a mount be provided on the console?

Answer: The two phones will be incorporated into the slatwall design

5. There are currently mounting locations for Rack Panels, RVR, DASI, and numerous other control panels but these are not shown in the Sketchup images. Are mounting locations needed for these additional panels?

Answer: The Rack Panel equipment not listed in the proposed drawings will not be incorporated into the slatwall design. These displays are no longer operational

6. Currently there is a gap between the existing console and the center column (with various outlets present). Is it a requirement to retain a gap for cables or shall the new console be backed directly onto the column?

Answer: The gap is not required but is allowable if the design calls for it.

7. Is the carpet plywood adhered to the steel plate?

Answer: Yes, the plywood is adhered to the steel plate.

8. Is the existing carpet tile hard glued to the plywood or releasable?

Answer: Releasable glue was utilized for the original installation, but due to age the glue’s releasable properties may no longer exist.

Between the carpet and the steel flooring plates is 3/8” rubber pad. Attached is a picture of the padding below the carpet.

9. Please provide options for NEW Console deliveries. (Locations of Garage, Elevators and parking spot)

Answer: Depending on the time of construction, material delivery will be according to one of the schematics shown in the attachments. Material delivery will be by vehicle in the Ride Share Lane in the Central Parking Garage. No oversized vehicles are allowed (max. height 6’-10”). Elevator use in the ATCT and the Parking Garage is limited to between 8:00 PM and 5:00 AM. Deliveries via Parking Garage elevators must differ to traveling passengers and all non-construction personnel.

10. Can we use ATCT building Bathrooms?

Answer: Yes

11. Any Asbestos in the area that we are going to perform work?

Answer: No

12. Type of Floor and thickness. Raised floor?

Answer: The Cab Floor is engineered particle board sandwiched between 1/8” sheet metal, with an overall thickness of 3”. Currently there is a 1/8” rubber mat on top of panels below carpet that shall remain. There is no raised floor.

13. Please provide the size and length of the Grounding conductor connecting to Multi Point Plates

Answer: The Multipoint Ground Plate is located on the Sub-Junction level directly under Cab. A distance of 20 feet can be used for estimating purposes. Size the conductor in accordance with FAA-Std-19G.

14. Is there a diagram with current location of floor Pass throughs/Penetration Locations?

Answer: Yes, a CAEG vector file will be provided for existing console and floor penetrations.

15. Dimensions of the Column that this is being built around, will it be wrapped or unwrapped?

Answer: The column dimensions are accurate on the CAEG drawing provided. The column should be wrapped with new slatwall installed over the existing wood covering.

16. Is the expectation that all writing surfaces will be set at a standard sitting height of 29”?

Answer: No specific height has been established and will be determined during the design.

17. Can the long straight wall writing surface be set as a standing position?

Answer: Unclear

18. Is there a place where a dumpster can be located for demolition?

Answer: No, current projects are disposing of construction debris daily. One suggested vendor is Select Demo LLC www.selectdemo.com.

19. Will any portion of the equipment be required to remain operational at the desk during any portion of the demolition?

Answer: No, the equipment will be temporarily relocated by the FAA prior to demolition starting.

20. The phasing of the SOW appears to indicate that once the FAA removes the equipment, the contractor may demolition and reinstall during the hours listed but will not have to work around any equipment. Is that correct?

Answer: Yes, the contractor will not have to work around equipment, but cables routed through the center column must remain operational. It is the expectation that after console installation, the FAA will reinstall equipment with the assistance of the Contractor (i.e.

mounting equipment on new articulating arms, into new boxes, etc.)

21. For writing surface leading edge is a molded urethane design that is applied as a liquid a mold until set, forming a fused bond with the particle board core acceptable? This is our standard product.

Answer: Is this accomplished on site? If so, fumes are a concern in an active ATCT.

Additional SDS information must be provided for further review. If accomplished in a factory, this is acceptable.

22. Confirm on page 4 of the equipment list that all the ALSF-2, ALS E/G PANELS, MASL, REILS, will be located on the UIC and NOT mounted separately on the slatwall?

Answer: One of the REILS will remain on the new slatwall. All other equipment listed will be contained in the UIC.
