1. Is there a better estimate on the tentative start date?

Mid-March 2025

2. Will there be no holiday work?

Correct, there is no work on federal holidays.

Refer to Solicitation Section F-1 for a list of holidays observed by the FAA.

3. Is the requirement only for (an) 1 (one) flagger? And is the flagger NOT needed from 5 AM to 6

AM?

The requirement outlined in the Flagger & Barricading Management Work for the SEE 17 & 35 PAPI Project Scope of Work states: “The contractor shall provide an airport flagger to safely direct traffic between the hours of 9 PM and 6 AM. Contractor to provide pricing on a per shift cost and for 29 total shifts (Monday night through Friday night).

4. Is there a limit to the number of vehicles that can be used for set-up and breakdown?

There is no limit to the number of vehicles that can be used; however, all drivers must comply with the requirements outlined in the contract documents.

5. Can you also provide insight into whether we can leave the barricades on the trailers in the daily storage area?

The barricades can be left on the trailers in the daily storage area.

6. The solicitation mentions one flagger. Does this indicate one-way traffic on the taxiway?

Planes can taxi in either direction on the taxiway, but there will only be one plane taxiing at a time.

7. Is there a map available showing the location of the flagger station?

The flagger will not be set at a single station but will support the contractor where they are needed along the haul route within the airport property.

8. Can the flagger station be left unmanned during breaks, cooldown periods, or restroom visits?

9. Can you inform me if a 24” stop slow paddle or a FAA Orange and White Checker flag is required?

10. Will the government provide port-a-potties for the flagger?

The prime construction contractor has agreed to allow the flagger to use their port-a-potty, provided the flagger remains respectful while using it.

11. If port-a-potties are provided, can they be positioned near the flagger station?

The prime construction contractor will provide the port-a-potty and they will determine its location. However, the flagger will have time during each shift to take bathroom breaks as needed.

12. Will the government supply water or a water truck for filling the barricades?

No

13. Will there be an opportunity for a site visit?

Is there an aspect of the project or location that requires further clarification?

14. I was told that there was a required OSHA10 class for all techs onsite, but I only see a note about a requirement of 1 year experience and 1-hour self-paced training. Can you confirm what you require for certification on this project please?

OSHA10 certification is not a requirement for these roles.

15. I had a question regarding the title of Airport Flagger. We have very experienced and well-trained certified flaggers with training and supervisor certs covering years of experience planning, executing, and controlling high volume traffic plans and upholding high safety standards. If the scope of work for this project is to control the flow of traffic in and out of zones, is it absolutely required for the "Airport" Flagger experience?

Section M – Evaluation Factor 3 has been updated as follows:

FACTOR 3 - QUALIFICATIONS OF KEY PERSONNEL

The offeror must submit a resume for the personnel assigned to flagging duties, demonstrating a minimum of five (5) years of experience in areas such as construction zone setup, traffic management, roadway maintenance, or airport flagging. The individual must also possess a valid driver's license. Any substitutions for flagger personnel must submit a resume that meets these requirements and receive approval from the Contracting Officer.
