ZSE OSW AHU Project

RFO 697DCK-25-R-00140

Questions & Answers

1. On Sheet M601 General Note #3 states: “Locations, sizes, clearances, and con igurations of equipment shown are based on speci ied manufacturers and model numbers.” The schedules provided on the plans do not call out a manufacturer or model number. After reviewing the speci ications, it does not appear any manufacturers or model numbers are provided in the speci ications either. Please provide manufacturer and model numbers this project has been designed around according to Note # 3.

Answer: The basis of design is air handler units from YORK/Johnson Controls. Model number for AHU-601 to AHU-603 is XTI-57x96, AHU-604 is XTI-45x78, and AHU-605 is

FNX08.

2. Do the Superintendent, SSHO, and QC Manager need to be 3 separate individuals?

Answer: A single individual may ful ill all three of these rolls, but it is expected that the individual illing each roll will have the proper training and competency to ful il the duty of each roll. Please state clearly in your offer package who will ill each role(s).

3. Can the period of performance be extended after award once the material/equipment lead times are con irmed due to current market conditions for the equipment for this project?

Answer: Yes, please see RFO Section B page 5, B002 Estimated Period of Performance / Contract Timelines, which states, “These timelines are estimates only and are negotiable based upon the contractor’s means and methods and lead times for materials. The inal period of performance will be based on contractor’s inal approved schedule.”

4. Is an asbestos/lead environmental survey required for this project?

Answer: No. Asbestos surveys are negative. If suspicious material is found notify the COR immediately for further direction. Hot work on existing painted surfaces is not anticipated and is unlikely due to the age of the building.

5. Con irm whether asbestos or lead is present on this project, and if so, please provide relevant documentation.

Answer: No. Asbestos surveys are negative. If suspicious material is found notify the COR immediately. Hot work on existing painted surfaces is not anticipated and is unlikely due to the age of the building. If documentation is still required notify the CO.

6. Provide the full set of drawings and as-builts for the entire building.

Answer: The drawing package that has been provided encompasses the project area and includes a site construction staging plan on drawing G004. No other facility drawings will be provided.

7. Is this project tax exempt?

Answer: No. See RFO Section B page 5, B001 Price / Cost, which states, “The offered price must include…….(b) federal, state, and local taxes,…”

8. Provide dimensions for BOD AHU, existing housekeeping pads, and required dimensions of new housekeeping pads.

Answer: We cannot provide AHU dimensions as we do not know which brand/model will be submitted-on. Existing housekeeping pads are 95”x225” (3) and 73”x119” (1).

If required, the contractor is responsible for enlarging the housekeeping pads based on the dimensions of the submitted-on AHU.

9. Con irm the path for removal of the existing basement AHU and bringing in the new AHU.

Answer: Means and methods are not normally prescribed, and it would depend on the dimensions of the AHU modules, which we do not know. Known paths are: 1) through the north entrance of the OSW and then down the passenger elevator to the basement, 2) through the north entrance of the OSW and then down the stairwell to the basement (this may require removal of a door in a gypsum board wall at the bottom of the stairwell, which will have to be reinstalled and patched, or 3) the loading dock to the service elevator and then down to the administration wing basement and then through the corridor to the OSW basement.

10. Con irm the existence, location, and access of isolation valves for each AHU.

Answer: Isolation valves are located at each unit.

11. Con irm what the plan is in the event the isolation valves do not hold.

Answer: Notify the COR immediately for further direction.

12. Verify the weight limit of the roof for placement of temporary cooling.

Answer: The temporary cooling plan should address the weight limit if it is relative. If so, engage a structural engineer to determine the weight limitations.

13. Is there a preliminary schedule available?

Answer: RFO Section B page 5 re lects estimated project timelines. Contractor is required to submit a practical schedule after award, with a inal updated schedule once the submittal process is complete and material delivery dates are known.

14. How much of each system will need to be drained down prior to demo?

Answer: Drain down is minimal; all units have isolation valves for chilled and hot water lines.

15. Con irm all components on M501 Note 1 are to be replaced with new or, if not, which pieces are to remain.

Answer: Assuming the question is referring to detail 1, not note 1, everything depicted is a contract requirement, unless otherwise noted.

16. Are there existing isolation valves below the ceiling? Are the existing gate valves staying or being replaced?

Answer: Yes, all units have isolation valves for chilled and hot water lines below the ceiling.

There are no gate valves being replaced.

17. Who is responsible for supplying power for the temporary cooling?

Answer: Temporary cooling plan should address power requirements. Assume electrical point of connection is OSW-MCC as depicted on drawing sheet E201. Contractor is responsible for temporary electrical connections.

18. Explain the intent of the hot tap detail (8/M501) on page M501. Hot tap locations are not shown in the drawings.

Answer: Hot tap detail has been included if the contractor determines at their own discretion that a hot tap is needed to access and/or isolate a pressurized line for downstream work to be completed.

19. Verify the pipe type, size, and condition at each AHU location.

Answer: The pipe type and size have been provided in the project drawings and speci ications. Please refer to these documents. Presume hydronic piping has allowable useful life available due to the age of the building and the facility’s excellent hydronic water quality.

20. The proposal due date ID references April 23 and April 21. Please con irm the correct due date is 4/23/2025 as noted on the RFQ cover sheet and in SAM announcement.

Answer: The offer date will be extended as a result of the number of questions received. See amendment verbiage for new offer deadline date.

21. Are there a certain number of badges that will be issued for the project? Will the contractor’s core employees be issued badges or will the project superintendent be required to escort employees?

Answer: As a minimum, apply to badge superintendent, foremen, and lead installers. A reasonable number of additional workers may be badged, but they will not be able to escort other workers.

22. Is there a good faith survey for the building to identify any potential asbestos or lead?

Answer: Asbestos surveys are negative. If suspicious material is found notify the COR immediately for further direction. Hot work on existing painted surfaces is not anticipated and is unlikely due to the age of the building.

23. Con irm the site access/work hours are to be only within Monday through Thursday during the hours of 0600 to 1630, per the speci ications section 011000-4 section 1.8.A.

Answer: Yes. The expectation is that all work will be completed within these hours. If special circumstances arise the contractor will need approval from the COR to work outside or in addition to these hours.

24. Should modi ications to the existing ire alarm be included in this scope of work?

Answer: No ire alarm work is expected.

25. Can the existing make/model of the ire alarm control panel be provided?

Answer: Yes, on a need-to-know basis. However, the only interfaces between the ire alarm panel and the AHU are the duct work smoke detectors. Existing smoke detectors are to be salvaged and reinstalled.

26. Can the existing control wire and conduit be re-used after being capped and made safe during replacement activities?

Answer: No. Please use new conduit and wire that meets the project speci ication.

27. Speci ication section 23 31 13 Metal Ducts Paragraph C. Duct System Cleanliness Test, indicates we are to perform a cleanliness test or Method 3 – NADCA Vacuum Test. Are we only to clean and test the newly installed duct work or are we to clean the complete existing ducting system?

Answer: Cleaning of any ductwork is not in the scope of this project. Strike out Speci ication Section 23 31 13, paragraph 3.7.C.

28. Is there a preference to the manufacture of the new AHUs? Currently York AHUs are installed. Will other manufacturers meeting the speci ications be acceptable?

Answer: The FAA does not dictate the equipment manufacturer and/or model number; the contractor determines the equipment, which must meet the FAA’s requirements as dictated by the speci ications and drawings. Any equipment that fails to meet the requirements as outlined in the speci ications and drawings will not be approved by the FAA. Please see General Note 14 on drawing M601 for additional information.

29. How and where do we want to vent hot air from temp cooling? Does FAA have plans or speci ications for this process?

Answer: Contractor is responsible to submit for approval a temporary cooling plan. See temporary cooling notes on drawing sheet G005.

30. Con irm temp cooling electrical service by Others (E.C.)?

Answer: Repeat question, please see answer to question 17.

31. Is there a preliminary schedule available?

Answer: See RFO page 5, Section B, clause B002 ESTIMATED PERIOD OF PERFORMANCE / CONTRACT TIMELINES. These are estimates only and will be based on contractor’s means and methods, material lead times, etc.

32. Are there existing gate valves below the ceiling? Are the existing gate valves staying or being replaced?

Answer: No gate valves are being replaced.

33. The project will be phased out for each AHU replacement. Do the AHUs have isolation valves at each unit, or do we have to shut down the entire system to isolate each unit?

Answer: Each units has an isolation valve for chilled and hot water lines.

34. How long can each AHU be down until we can tie-in the temporary HVAC unit to run the system back up?

Answer: Temporary cooling must be up and running before the existing system is shut down and demolished. Per drawing G005, “demolition may not commence until the temporary cooling system has been proven and accepted by the COR.”

35. Will there be space onsite where we can store the temporary equipment and materials between phases, or does it require complete de-mobilization and re-mobilization?

Answer: Laydown area will be provided.

3.6.2-18 Davis Bacon Act (INTERIM March 2025)

(a) All laborers and mechanics employed or working upon the site of the work will be paid unconditionally and not less often than once a week, and without subsequent deduction or rebate on any account (except such payroll deductions as are permitted by regulations issued by the Secretary of Labor under the Copeland Act (29 CFR Part 3)), the full amount of wages and bona ide fringe bene its (or cash equivalents thereof due at time of payment computed at rates not less than those contained in the wage determination of the Secretary of Labor which is attached hereto and made a part hereof, regardless of any contractual relationship which may be alleged to exist between the Contractor and such laborers and mechanics. Contributions made or costs reasonably anticipated for bona ide fringe bene its under section 1(b)(2) of the Davis-Bacon Act on behalf of laborers or mechanics are considered wages paid to such laborers or mechanics, subject to the provisions of paragraph (d) of this clause; also, regular contributions made or costs incurred for more than a weekly period (but not less often than quarterly) under plans, funds, or programs which cover the particular weekly period are deemed to be constructively made or incurred during such period. Such laborers and mechanics must be paid not less than the appropriate wage rate and fringe bene its in the wage determination for the classi ication of work actually performed, without regard to skill. Laborers or mechanics performing work in more than one classi ication may be compensated at the rate speci ied for each classi ication for the time actually worked therein;

provided, that the employer's payroll records accurately set forth the time spent in each classi ication in which work is performed. The wage determination (including any additional classi ications and wage rates conformed under paragraph (b) of this clause) and the Davis-Bacon poster (WH-1321) must be posted at all times by the Contractor and its subcontractors at the site of the work in a prominent and accessible place where it can be easily seen by the workers.

(b) Additional wage classi ications.

(1) The Contracting Of icer may require that any class of laborers or mechanics, , which is not listed in the wage determination and which is to be employed under the contract must be classi ied in conformance with the wage determination. The Contracting Of icer may approve an additional classi ication, and wage rate and fringe bene its; therefore, only when all the following criteria have been met:

(B) The classi ication is utilized in the area by the construction industry.

(C) The proposed wage rate, including any bona ide fringe bene its, bears a reasonable relationship to the wage rates contained in the wage determination.

(2) If the Contractor and the laborers and mechanics to be employed in the classi ication (if known), or their representatives, and the Contracting Of icer agree on the classi ication and wage rate (including the amount designated for fringe bene its where appropriate), a report of the action taken must be sent by the Contracting Of icer to the Administrator of the Wage and Hour Division, Employment Standards Administration, U.S. Department of Labor, Washington, DC 20210. The Administrator or an authorized representative will approve, modify, or disapprove every additional classi ication action within 30 days of receipt and so advise the Contracting Of icer or will notify the Contracting Of icer within the 30-day period that additional time is necessary.

(3) In the event the Contractor, the laborers or mechanics to be employed in the classi ication, or their representatives, and the Contracting Of icer do not agree on the proposed classi ication and wage rate (including the amount designated for fringe bene its, where appropriate), the Contracting Of icer may refer the questions, including the views of all interested parties and the recommendation of the Contracting Of icer, to the Administrator of the Wage and Hour Division for determination. The Administrator, or an authorized representative, will issue a determination within 30 days of receipt and advise the Contracting Of icer or will notify the Contracting Of icer within the 30-day period that additional time is necessary.

(4) The wage rate (including fringe bene its, where appropriate) determined pursuant to subparagraphs (b)(2) or (b)(3) of this clause must be paid to all workers performing work in the classi ication under this contract from the irst day on which work is performed in the classi ication.

(c) Whenever the minimum wage rate prescribed in the contract for a class of laborers or mechanics includes a fringe bene it which is not expressed as an hourly rate, the Contractor must either pay the bene it as stated in the wage determination or must pay another bona ide fringe bene it or an hourly cash equivalent thereof.

(d) If the Contractor does not make payments to a trustee or other third person, the Contractor may consider as part of the wages of any laborer or mechanic the amount of any costs reasonably anticipated in providing bona ide fringe bene its under a plan or program; provided that the Secretary of Labor has found, upon the written request of the Contractor, that the applicable standards of the Davis-Bacon Act have been met. The Secretary of Labor may require the Contractor to set aside in a separate account assets for the meeting of obligations under the plan or program.

(e) The FAA reserves the unilateral right to modify this contract to incorporate changes to the wage rates issued by the Department of Labor. If such changes cause an increase or decrease in the contractor's cost of performance, the Contracting Of icer may equitably adjust the contract price.

(f) The Contractor must comply with the requirements of the Copeland ("Anti-Kickback") Act (18 U.S.C. 874 and 40 U.S.C. 276c) and its implementing regulations (29 CFR Part 3), which prohibit inducing or intimidating employees to accept lessor compensation than they are entitled to under a contract of employment.
