QUESTIONS AND ANSWERS
1. I am preparing to send a list of questions to the POC's on page 6 of the subject solicitation and the left side of the provided chart on the solicitation seems to be missing/not showing. I was wondering if the POCs email addresses are in the missing part and if you could provide me with their email addresses? The POCs are to be contacted to schedule site visits only. Any questions you have must come to CO as instructed on page 5 of the Solicitation, Clause SA29.
2. What is the current monthly contract amount for 2024 Janitorial Services? The current contract is valued at $3,809,335.41. As a note, the new contract services have changed significantly from the previous contract.
3. What are the current contract personnel numbers for each location? Please refer to attachment J-2.

7. Does the government provide waste and recycle containers and services for each location? Please refer to attachment J-1, DFW Janitorial SOW
8. Does the solicitation require a Quality Control Plan in the proposal? Please refer to attachment J-1, DFW Janitorial SOW
9. The Wiley Post facility is included on the Janitorial Frequency Charts, however is not included on the Period of Performances nor on Page 6, POC Contact Information; should we accommodate for Wiley Post in our proposal? Wiley Post Facility will not be included.
10. What is the current award amount for the base year and all options for each location for Janitorial Services?(Not including COVID-19 cleaning, please). $3,809,335.41.
11. Does the amount of the current contract reflect base year and 4 options years? No
12. What is the original solicitation number of the previous 2022 solicitation? The award number is

13. How long has the current contractor had this contract? 2 years.
14. Has there been changes to the Statement of Work for each location, since the last solicitation? Yes, significant changes.
15. If you could provide me with information about the previous contract incumbent for the subject solicitation? The name is LIM Services Industries INC, valued at $3,809,335.41. As a note, the new contract services have changed significantly from the previous contract.
16. RFP Section L states that a completed Staffing Access Questionnaire is to be submitted. In the questionnaire itself, posted to SAM.gov on October 1, 2024, it requests a list of employees that would require access. Given that this is only a proposal, it is difficult to provide a final list of employees that would require access if we were given the award due to the length of time between when the proposal would be submitted and when services would start. Can the government confirm that an inability to provide a final list of all employees with the proposal will not negatively impact the offerors evaluation (assuming all other portions of the staffing access questionnaire are completed)? If the government requires a complete list of names, the incumbent is given a significant advantage over non-incumbent offerors. The staffing sheets says to provide an estimate number of employees and to attach a list of personnel if available.
17. SA52 "Submission Due Date and Place" on page 71 of the RFP references provision 3.2.2.3-20 for instructions for electronic offers. However, in review of 3.2.2.3-20, does not specify the address for the submission of electronic offers. It instead states "Send your offer to [CO should insert fax number, email address, other offer information]." Can the government please clarify the electronic address for submission of offers? 18. 3SA 18 "Proposal Content" on page 71 of the RFP states, in part, "A Technical Proposal demonstrating how all the required services int he Statement of Work will be completed and a demonstration of Key Personnel that will manage this contract." In a review of the RFP and Statement of Work, there are no other references defining what positions on the contract would be considered "Key Personnel." Can the government clarify what positions would be Key Personnel? Additionally, what information for any government defined "Key Personnel" should be provided to comply with this proposal submission requirement? This would be similar to the managers/supervisors to would appoint over your employees to insure they are in compliance with the contract.
19. In the event an offeror chooses to team with a larger company to submit a proposal and operate the contract, can the offeror provide past performance information of the large company teaming partner as part of the three required references and surveys? The past performance must be of the offeror that is awarded the contract, the sub.
20. The evaluation factors for award contained in SA56 provide the procedure and evaluation standard for Past Experience, Past Performance and Price. However no information is provided on how the FAA will evaluate the other elements of the proposal required in Section L including the "Technical Proposal demonstration how all the required services in the Statement of Work will be completed and a demonstration of Key Personnel that will manage this contract." Can the FAA please clarify if the only aspects of the proposal that will be evaluated are Past Experience, Past Performance and Price or, if additional evaluation of the technical proposal will be conducted? If additional evaluation of the technical proposal as described in Section L will be conducted, can the government please provide the associated evaluation standards in Section M for the technical proposal? The items listed in Section L, specifically SA18, will determine if a vendor responsive or non-responsive. If any of the items in Section L is missing, then the entire proposal will be considered nonresponsive.
21. Is there a Collective Bargaining Agreement? No
22. I would like to confirm that this solicitation encompasses the 19 locations listed on the Excel spreadsheet attached to the solicitation. Additionally, could you please advise if there is a preferred format for submitting the proposal for these locations? Should the proposal be submitted as a single document, or would you prefer it to be broken down by location or in another specific manner? Please use the price sheet, Attachment J-3, for your bid and refer to the SIR clauses for the details.
23. 24. Please confirm if Past Performance from the subcontractor can be included. The past performance must be of the offeror that is awarded the contract.
25. Would the government update the solicitation to state the exact staffing required as a minimum for each facility? Please refer to attachment J-2. Janitorial Frequency Chart
26. Would the government provide the number of staff that are currently servicing each building? No, please refer to attachment J-2. Janitorial Frequency Chart for Occupancy for each location
27. Would the government clarify if the Contract Manager can also be the Program Manager during service?
Or is the government requiring a single Contract Manager for this proposal? The SOW states: The Contractor must provide a Contract Manager, who must be responsible for the performance of the work.
28. Any special circumstances, tiles, flooring, equipment needed? Any vynil surfaces needing special attention? Please refer to attachment J-1, DFW Janitorial SOW and to Attachment J-2
29. Is there a specific amount of hours or time period of the day that the government wants the employees to clean the facility? Refer to Attachment J-1 and J-2.
