About this file

This document is Amendment 0004 to a solicitation for the Door Replacement Project at the FAA's Denver Air Route Traffic Control Center (ARTCC) located in Longmont, CO under Solicitation No. 697DCK-24-R-00450. The work includes replacing 75 interior doors (21 double door leaves, 53 single door leaves, and one open double door frame) and 340 door key cores, updating the mast keying system, and providing and installing new hardware and supplemental equipment. The FAA is conducting this procurement as a small business set-aside under NAICS code 236220 with an estimated project value between $750,000 and $1,000,000. The solicitation has important dates including a site visit on July 29, 2024, questions due by August 15, 2024, and offers due by August 29, 2024. The amendment also provides clarification on the scope of work, including responsibilities for door hardware and electrical infrastructure, as well as confirmation that all 340 door cores will need to be re-keyed as part of this project.

ZDV Door Replacement Project

Questions & Answers

1. Provide the asbestos report, the affected doors, and site survey to determine if the asbestos affected areas contain friable or non-friable materials.

a: Doors with ACM are identified on door schedule on sheet A802. These doors were identified on an old report from 1993. Since the hazardous materials are sealed inside the door leaves, the fire door insulation is classified as non-friable as long as the veneer of the door remains intact and undisturbed. Remove ACM door leaves in accordance with all applicable regulations.

2. Regarding Answer 4 of Amendment 0003 (see original Question 4 and applicable answer below).

The answer appears to leave an opportunity for mistakes to be made, or at a minimum an opportunity for interpretation on what may be considered similar or better. Do you have a door hardware schedule that includes all the necessary hardware for all the doors? The various hardware suppliers typically rely on the published hardware schedules and specifications that are part of the bidding documents to provide their pricing, and they rely on those to be accurate. The way we interpret this answer is that we would be responsible for all existing hardware whether it is listed to be replaced or not. It would be labor intensive to complete this legwork to prepare a proposal because we would be asking for pricing for items that are not specified, and if all offerors did not do this same legwork, their hardware proposal price would likely be less than another contractor’s hardware proposal price. This level of effort would be expected in a design-build project, but not a bid-build.

a: The FAA believes that the critical core components per door assembly have been specified, with miscellaneous items left for field verification and which should not significantly affect cost.

To quickly review, the following are core components and where they can be found:

- Interior Door Leaves (Section 081113 2.3.B.1): 1-3/4” thick everywhere.

- Interior Door Frames (Section 081113 2.3.B.2)

- Door & Frame Finishes (Section 081113 2.3.B.3): Sherwin Williams Urban Bronze 7048

- Exterior Doors and Frames (Section 081113 2.4)

- Exterior Storefront Style Glass Doors: Doors M-6 & M-13 on schedule

- Number of Door leaves per assembly found on schedule.

- Lock Cylinders for ALL doors (Section 087100 2.5): Compatible with Best Access Cormax

Interchangeable Core receiving type X key 1CX7XC11626

- Exit devices, acceptable manufacturers (Section 087100 2.4, specific products listed in hardware sets) o Best Access 9K Series Lever sets also identified under this requirement where specified.

- Hinges, acceptable manufacturers (Section 087100 2.3, specific products listed in hardware sets)

- Kick plates, as noted on door hardware sets.

- Surface closers, acceptable manufacturers (Section 087100 2.9, specific products listed in hardware sets)

- Door functions and handing (on door schedule)

- Fire rating (on door schedule)

- Auxiliary Items (Transoms, flush bolts, surface latches): Where mentioned in remarks in door schedule.

- All electrified security door hardware to be reused/reinstalled.

Miscellaneous items not critical to door operations, but will need replacement where needed:

- Various signage & dimensions

- Astragals

- Gasketing/Weatherproofing

- Various surface mounted bolts, screws, conduits

- Doorstops

It is intended that each door will be assessed on a case-by-case basis after contract award to fine tune smaller items needed on each assembly. Phasing and coordination would be handled during pre-construction planning stage.

Additionally, remember that this is a tradeoff solicitation, which means that the FAA is not tied to only awarding to the lowest priced technically acceptable offer. Price is important to the FAA, but technical capability is more important.

3. Is the removal and replacement of cores (304) the responsibility of the GC or the FAA?

a: The GC

4. Is the re-keying of the doors limited to new doors that are being replaced?

a: No, re-keying is for all 340 cores across the entire facility.

5. Is the re-keying of all remaining doors in the scope of this project or a future project?

a: Scope of this project.

6. Are there any electrical rough ins or new pathways required in the scope of the project?

a: No, all electrical infrastructure should use existing pathways.

7. Is the note to replace door identification tags (both sides) limited to doors on the schedule for this project?

a: Yes.

8. Is the note to calibrate closers for ADA compliance limited to doors on the schedule for this project?

a: Yes.

9. Will painting of new door leaves be required to be done off-site?

a: Offsite factory applied finish, See section 081113 2.3.B.3.

10. Are the door leaves required to be a “powder coated” or “hand applied” paint product?

a: Factory finish per 081113 2.3.B.3.

11. Will site/building access be given to GC to work and offload materials at the closest location to area of work being done?

a: Contractor must maintain onsite storage (Connex boxes, etc.) at designated staging area agreed upon during pre-construction meeting.

12. Is it possible to have the subcontractor carry the bond for this job?

a. No, the prime contractor must obtain bonding for the contract.

13. Please provide FSS’s Security System Design and Integration contractor email or POC for reaching the correct individual for the site.

a. Security contractor and phone number is listed in Section 087100.1.2.B.

b. Specialized work will only need to be coordinated by the awarded contractor.
