ZDV Door Replacement Project

Questions & Answers

1. Is this project tax exempt?

a: No. Section B of the RFO states, “The offered price must include………(b) federal, state, and local taxes…….”

2. Are restrooms available for contractor use?

a: Yes.

3. Do the superintendent, SSHO, and QC Manager need to be three (3) separate individuals?

a: The FAA is not dictating the number of persons required to fulfill key personnel roles. It is up to the contractor to propose a team that will be qualified and capable of successfully completing the project work. The contractor’s proposed project team will be rated according to the RFO criteria.

4. Hardware sets provided are not complete hardware packages for each opening. Does all hardware need to be replaced or is the balance of hardware to be reused? If all hardware is to be replaced, please provide full hardware sets.

a: Hardware sets provided include the minimum hardware required per door assembly and serves as the basis for minimum performance standards per door component. Due to the large quantity of doors, not all auxiliary items were listed for every door. Contractor to submit pricing for main items listed in hardware schedule but be aware that ALL existing hardware will need to be replaced with similar or better performance.

5. Hardware sets that seem to be designed for single openings are called out for paired openings.

Please clarify if additional hardware is needed for paired openings, or if different set is to be used.

a: Refer to RFI question #4. All existing door hardware on either single or double door leaf openings must be replaced even if not identified in door schedules. Hardware sets identify primary door components (cylinder, hinges, & closers) for operation. For all other accessory/auxiliary door components, submit items for approval to COR prior to procurement.

6. All exterior openings call for frames to be reused and to be replaced. Please clarify if existing frames are to be reused or replaced.

a: All frames in good condition will be reused. Only frames damaged beyond ability to retrofit and/or repair will need full replacement. 01 10 00 1.4.b reflects quantity of 10 doorframes for replacement as an estimate for pricing purposes. If quantities change during construction, a modification to the contract will be negotiated.

7. Openings are highlighted on plans but not listed on door schedule. Please clarify which openings are to be addressed.

a: Door numbers in normal-weight font are in scope. All door openings with light/washed-out transparency are not included in project. See example below.

8. During the site walk, doors were seen to be replaced but existing conditions were shown to be new.

Please revise scope, drawings, door schedule, and specifications to accurately represent what is to be replaced.

a: Drawings up are updated with new door schedule and plans. See Attachments 1R-Specifications, Rev. 1 and 1(a)R-Drawings, Rev. 1 and Question 26 for a summary of the changes.

9. Can another site visit be held once the drawings, specifications, and scope are revised?

a. Yes. Another site visit will be available on either October 15 or October 16 at 10:00 AM.

Contractors should email peter.w-ctr.zychowski@faa.gov and CC cindi.tjelde@faa.gov to RSVP for an additional site visit on one of these dates.

10. If the building is occupied, are there any phasing requirements? How many people will be in the building? Are there any temporary heating/cooling requirements?

a. Each door assembly is to be removed and replaced over a single shift (8-10 hours) to avoid phasing or displacement of employees. No heating/cooling requirements for most door, but facility prefers to install exterior doors during mild/warmer weather months to avoid temporary heating.

IN SCOPE

NOT IN SCOPE

11. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

a. Yes. See B002 PERIOD OF PERFORMANCE in RFO, page 5.

12. Provide a wall schedule in order to accurately determine jamb depths.

a. Due to the age of the facility and periodic building upgrades, wall sections are not uniform across the ARTCC. Contractor will have to verify jamb depths on a door-by-door basis. As-builts can be provided during specific phase of construction. For cost estimation purposes, treat all jamb dimensions as followings for both stud and concrete/masonry walls:

Figure 1: Typical Jamb for Concrete/Stud Wall

Typical jamb width: 5-7/8” Typical jamb face: 2”

13. Door 17 has already been replaced. Are we still to include this door replacement in our price proposal?

a. See revised project documents. Door 17 has been removed from the scope.

14. Confirm that the door hardware that is in poor condition is still to be reused.

a. All door hardware is to be replaced with new. Only reuse existing Security Systems Design and

Integrations (SSDI) specialized hardware, where directed by COR. These items may include existing security sensors and electrical components.

15. Confirm the maximum amount of time that doors can be unsecured.

a. Doors need to be removed and replaced within one work shift (8-10 hours). FAA staff (COR or designated personnel) must be present at all times during door construction.

16. Most of the exterior doors call for the jamb to be replaced, but there is a note that indicates ‘reuse existing door jambs.’ Confirm if we are to reuse existing door jambs or provide new ones?

a. Exterior door schedule notes have been corrected to call for reuse of existing frames. Previous notes to replace frames have been removed.

17. All the store front doors are aluminum but listed as another material. Advise if this will be addressed and corrected in a forthcoming amendment.

a. Exterior doors M-6 and M-13 are aluminum storefront style doors in need of door leaf & hardware replacement. Door M-18 is also aluminum, but requires only concrete repair below door threshold and remove of abandoned electric strike.

18. There are some discrepancies between items on drawings and what was actually observed at the facility, e.g., the number of hinges on the actual doors does not match those reference within the drawing set provided.

a. The project will require site verification of hinges per door assembly, which is noted on each door schedule on Sheets 801 through 804. The door hinges indicated in the hardware sets should encompass their respective doors annotated in each schedule. Due to the large quantity of doors for this project, some door components may not match exactly with each set. For any variations or discrepancies in hardware, contractor can submit alternative submittals for approval. Also, verbiage included on RFO cover sheet, “…site visits are encouraged to verify existing conditions, quantities of materials, and amount of work required. The contractor is responsible for ensuring that their offer reflects all work and time required to accomplish this project.”

19. Confirm in hardware groups D, E, F, G, & H that an exit device or cylindrical lock is needed.

Requirements call out for an exit device but the product description is for a lever handle with Best 9K Series (this is a cylindrical lock). The hardware spec does call out for an acceptable exit device manufacture but doesn’t list cylindrical lock manufactures. Are these listed groups to be an exit device or cylindrical lock?

a. Hardware sets D, F, G, & H are confirmed to use Best 9K lever series or approved equals.

Hardware set E is confirmed to use touch bar with lever combination.

19a Confirm if Best Precision Apex series 2000 (Best Hardware / Dorma Kaba product) is an acceptable manufacture for exit devices?

a. All products and manufacturers are specified in the door hardware sets on sheet A805.

Approved equals will be specified during the submittal process.

19b If the listed groups are to be Best 9K Series cylindrical locks, please provide a spec on cylindrical locks. (Best Hardware / Dorma Kaba product).

a. Best Access 49H high security mortise cylinder accepting Best CoreMax Type X, 1CX7XC11626, 7 pin cores.

20. Key storage system: Is the Kaba Exos 9300 an acceptable substitute for the Traka key storage system? (Best Hardware / Dorma Kaba product).

a. Refer to the specified system. Traka key storage system is for physical key storage, not software.

Refer to spec section 08 79 13-1, 2.2 for size and quantities.

21. Will the Best Access Keystone Web Software be included in this phase or in the rekeying phase of the project? (Best Hardware / Dorma Kaba product).

a. Include in the main construction phase to allow time for end user programming and training.

22. Does opening 201 need to be fire rated? The existing door have signage that states these doors are fire doors and need to be shut during certain hours. The existing frame on Door 201 does not have a fire label. Confirm whether this is a fire rated opening and if the existing frame is to remain or if it will need to be replaced?

a. Door 201 needs to be fire rated, which is reflected on the door schedule. Existing frame is to remain, but door leaves and hardware are to be replaced.

23. Door M-18. The door schedule calls this out as a pair. The floor plan shows this as a single. Please clarify if this is a single or a pair.

a. This is a single storefront style door. Work for this door includes threshold and frame repair only. Refer to Sheet A805 for further details.

24. Are there any doors that will require temporary operational functionality until the installation of the new components due to security concerns or maintaining fire code?

a. Door assemblies must be removed and replaced within a single work shift (8-10 hours). In doing this, no temporary functionality is needed if FAA personnel is present to monitor. If the door is considered high security or located on critical fire barrier, CIR must receive at least five (5) days’ advance notice to coordinate staffing and monitoring of construction with local security and stakeholders.

25. Section 3.13-16 of the Records management RFO stipulates enhanced training and security protocols for operations conducted within secure areas. Confirm if the project scope encompasses supplementary training for on-site personnel. If yes, elaborate on the specific training requirements delineated in subsection g (training).

a. No. This contract clause covers multiple types of “contractor employees”. Section g would apply to contractor employees that work onsite full-time for the FAA and have access to FAA computer systems. This does not apply to construction contractors.

26. See Attachments 1R-Specifications, Rev. 1 and 1(a)R-Drawings, Rev. 1. Below is a summary of the changes made to specs and drawings:

Specifications Changes:

- General: Updated dates to “SEPTEMBER 2024” from MAY 2024, where occurring.

- Section 01 10 00 1.4B.1 updates (quantity changes in red):

o The total number of door assemblies to be replaced is seventy-four (74). Of the total assemblies, twenty (20) are double door leaves, fifty-four (54) are single-door leaves, and one (1) is an open double-door frame. Retrofit all new door leaves and hardware onto existing metal frames and repair frames to original condition upon installation. For door assemblies where re-use of existing door frames is not feasible, Contractor must submit alternative solutions to COR for review and approval. For estimation purposes, the number of door frames to be replaced is ten (10).

o Added the following: “Disposal and handline of all doors marked as Asbestos Containing Material (ACM) must follow regulatory standards. Three (3) ACM doors are identified on door schedule on Sheet A802.
