ROC ATCT Elevator Modernization RFI
FAA Engineering responses in RED
1. Please confirm whether ASME 17.1 (2019), or ASME 17.1 (2016) is the applicable code Proposals are to be based upon. If 2019, is there to be full ADA-compatibility with off-site external servers and a 2nd phone line to provide 24/7 video and 2-way text communications?
DISCUSSION: New York acknowledges the 2016 code, but the latest code is not very specific. According to the 2019 code, facilities need to establish data connections with external servers via data cable or WIFI for ADA-accessible phone, 24/7 video camera, and 2-way text communication. This requirement might not be welcomed by facility management and has been excluded at most facilities.
ASME 17.1 (2022) will be applicable. FAA will not require the installation of cameras or the referenced data connection with external servers.
2. Please identify the seismic zone for this facility?
DISCUSSION: We don’t believe there’s a seismic issue in Rochester as it falls well outside of the zone 2 areas of Toronto Canada, but need to confirm as seismic is not identified in the SOW.
Please utilize process prescribed by latest version of code to determine this for this location. Include explanation for process followed and assumptions made as part of proposal.
3. Shall the facility provide 2 spare 120V 20amp emergency power circuits for elevator mechanical requirements?
DISCUSSION: Please confirm the facility can provide 2 dedicated emergency breakers in an existing panel for electrical requirements should they be necessary.
FAA will identify and provide the needed spare circuits or panel spaces, but contractor to be responsible for providing breakers, running conduit, conductors, etc. as required to accomplish work.

4. Is Hoistway lighting at each floor landing required? Please advise if to exclude?
DISCUSSION: UFC requires lighting at each landing throughout the hoistway. Please identify if this shall be required or if contractor shall retain existing (No hoistway lighting currently exists and is not required by ASME A17.1 code)

5. Is the Contractor to provide a dedicated superintendent who is not the Mechanic-in- Charge or Lead Mechanic? Is a 2nd dedicated superintendent required if a 2nd shift is working?
DISCUSSION: The accelerated schedule to complete the modernization requires working in a dual shift manner. As such, does the FAA require a dedicated Superintendent for each shift--2 superintendents total—or is a day shift superintendent sufficient as long as he is on-call should some issue arise on the night shift?
A ‘2nd dedicated superintendent’ for additional shift on accelerated schedule will not be required if a person in charge is designated, has the authority to act on behalf of the contractor and can act in case of any unexpected issue or emergency.
6. Is the elevator currently on Emergency Power? If not, does it need to be added to emergency power.
There is a manual transfer switch to transfer to Emergency Power (E/G).
Please advise FAA of any code requirements that will require modifications to this configuration.
7. Does the elevator currently receive a pre-transfer signal from the Automatic Transfer Switch?
N/A (No ATS)
8. Can the Facility provide replacement carpet squares to install on the cab floor, or is some other cab floor material required?
DISCUSSION: Current installed carpet squares are of a discontinued pattern. Absent surplus stock retained from original install there is no “exact” match to the existing carpet squares. We can install similar pattern, but they won’t be an “exact march. Likewise, we can change out for some other floor pattern. We just need to know so we can price accordingly.
Assume no existing surplus stock is available. Please provide samples of flooring during the project submittal process to FAA.
