About this file
This amendment to a solicitation provides responses to contractor questions to clarify requirements for HVAC and electrical upgrades at a Federal Aviation Administration facility. The project scope involves replacing two rooftop HVAC units and upgrading electrical panels. Key details include allowing doors and windows to be temporarily removed for equipment access, requiring contractors to supply portable restrooms, and designating a parking lot for staging areas. The amendment extends the offer submission deadline to March 31, 2023 and schedules the pre-construction conference to finalize security and COVID protocols. Contractors must submit signed acknowledgements of solicitation amendments with their offers.

14. Description of Amendment (continued): It has been determined necessary and in the best interest of the Government to amend the solicitation to incorporate responses to Requests for Information (RFIs); update the associated wage determination; publically release site visit attendee information; and extend the offer due date and time.
14.1. The following RFI responses are provided for informational use only:
A. What type of panelboards are NB-225-A, NE-225-A, NC-225-A, and NC-225-B? Are they NF or I-Line panelboards?
Response: I Line
B. Can the FAA provide more detailed record drawings for NC-113-FF & NC-113- EE? We are trying to figure out how these were built originally so we can modify according to the new drawings and specifications.
Response: NC-113-FF and EE are new panels and do not exist. See drawing E202 for more information on the location of the panels, drawing, E501, E702, and the specs for information on the build out for them.
C. During the site visit, badging and site access were discussed. Will contractor personnel be required to apply for PIV badges? If so, the 30-day processing time may impact project completion in the 100-day period of performance. Also, the specifications indicate that anyone with a “visitor badge” must be escorted at all times. If contractor staff will utilize visitor badges (vice PIV), will the government provide escorts?
Response: The contractor is expected to go through the PIV process prior to NTP, so the POP will not affect this. The contractor is encouraged to apply for a PIV badge for all key personnel to ensure they can properly oversee work and provide escorts. The onsite government employees can provide escort support, but this will not be a primary function of their presence, and the contractor shall plan to be the primary escort for all of their crew.
D. During the walk-through, it appeared that many interior doors required badges for access. Will contractors be provided this level of badging? Are we allowed to secure interior doors in an “open” position during project work hours?
Response: Secured doors will not be able to be left in an open position during work. Any with a PIV will be granted door access, so contractors shall plan to have key personnel badged to ensure they can escort all personnel, as well as get through secure areas.
E. Can one superintendent “dual-hat” the Quality Control Manager and Site Safety and Health Officer roles, or will these need to be 3 distinct personnel?
Response: Per specification 014000, the Quality Control Personnel shall not have other Project requirements, and 013529, the SSHO may be the contractors Superintendent.
F. The specifications require weekly progress meetings. Please specify if these meetings will be held during project working hours (9pm to 6am), or if they will be held during normal working hours (8am to 4pm).
Response: Weekly meetings will most likely be held during the afternoons, around 3 or 4 PM but that will be decided by the onsite team.
G. May contractor personnel utilize facility restrooms, or are we required to provide temporary porta-potties? If we must provide porta-potties, may they be placed adjacent to the building, or will they need to be in the staging area?
Response: Per 015000 toilets shall be provided by contractor for contractor use.
H. Please provide a site map showing where the contractor staging area will be located.
Response: The contractor staging will be in a lot directly South of the NEMC building, with 2 separate entrances available for contractors.
I. In order to remove/replace the units on the first floor, we will likely need to remove the exterior door. As this is a key-card/secured entrance, please clarify if there are any restrictions on how long we may have this door “un-secured”. Also, please confirm if facilities personnel can aid in “taking-down” the door security measures, or if this will be a contractor responsibility.
Response: Any removal of devices or doors will be the responsibility of the contractor, but the FAA will support in power shut offs or system lockouts during demo. Doors can be removed during working hours, but shall be installed at the end of any shift.
J. In order to remove/replace the units on the second floor, we will likely need to remove the large corridor window. Please clarify if there are any restrictions on how long we may have this window removed, and what temporary measures for securing this opening are acceptable (plywood, etc.)?
Response: Temporary measures are allowed for the window that will keep heat/cold out as well as be a wind and moisture block.
K. Who will be responsible for draining down the existing piping?
L. Response: The contractor
M. Who will be responsible for charging the new piping?
Response: The contractor
N. During the site visit, it was mentioned that contractor personnel are NOT to open any panels/cabinets, etc. without facilities personnel. We understand the facility is manned 24/7, but please confirm proper facilities personnel (electrical/mechanical/etc.) will be on-site during project working hours (9pm-6am) to support this project.
O. Response: Proper personnel will be onsite to support the contractor with any electrical breaker or water valve operation
P. This project will require the use of a crane to removal/install of the 2nd story units.
Please confirm if any permits/notifications/etc. are required (with the airport or any other party) prior to using a crane/lift.
Response: Will require at least a week of coordination with the site, a lift plan, and any permits the site may require.
Q. Although project hours are 9pm to 6am, will the facility allow material deliveries and staging activities to be conducted during normal (8am-5pm) working hours?
Response: Yes, but the contractor shall be present for all deliveries
R. For material deliveries and equipment mobilization, are there any special/required vehicle inspections/permits/notifications/etc. in order to get through the gate entrance? If so, please specify.
S. Response: All visitors and deliveries must be coordinated through the FAA COR. Vehicles are subject to searches, and all visitors will require at least a 24 hour advanced notice.
T. In lieu of submitting Past Performance Surveys, would the government instead accept previously completed CPARs reviews? In some instances, contracting personnel from previous projects are no longer in those positions and reaching them to complete the surveys can be difficult.
Response: CPARS reviews or other past performance information will not be accepted in lieu of completed Past Performance Survey forms. Please refer to sections L and M of the solicitation. Other major stakeholders from FAA may also provide Past Performance Surveys. Refer to solicitation sections L and M for details.
U. How long can each CRAC unit be down without a temp system?
V. Response: Zero time, the temp system is expected to be in place during CRAC replacement. It may not be on, but it will be need to be ready to go at any time.
W. Will the government entertain extending the bid deadline? By the time the Q&A is answered, we will need time to integrate these responses into our technical approach and bid proposal. 3/31 or later would be appreciated.
Response: This amendment extends the offer due date and time.
X. Specifications state that only night work is acceptable. Is there an opportunity to work long days over weekends as well?
Response: No weekend work is allowed.
Y. Do current conditions at the facility require the use of a face covering or any other COVID procedures? If so, what are current requirements? Specifications state “when deemed by the CDC,” so it is unclear what site requirements will be currently.
Response: Yes. Site specific requirements will be discussed/disseminated at the Pre- Construction Conference. This guidance is subject to change.
Z. Are restrooms available for contractor use?
Response: No. The contractor will be required to provide its own facilities for use.
AA. Is a small office space available for contractor use? If only overnight and weekend work is allowed, is a temporary nightly space/desk available?
Response: Yes. Is a small office space available for contractor use? If only overnight and weekend work is allowed, is a temporary nightly space/desk available?
BB. Please provide a site visit list from both site visits.
Response: Site visit attendee lists are attached to this amendment.
CC. The only way to get equipment in and out of these buildings appears to remove some doors in the hallway, and possibly an exterior door on the first floor. Please confirm this is acceptable, and provide details on what security measures or temporary barriers are required while doors are removed.
Response: Any doors must be closed and locked at the end of the shift. Windows can be sealed up as necessary to provide sound, weather, wind, and water intrusion barriers.
a. Since these doors are tied into security, will the government disconnect security and electrical from these doors, or will this be the contractor’s requirement? If so, please provide security contractor contact information.
Response: KBR has the security contract, but any electrician will be able to disconnect the door security items for removal. Local coordination with COR is required.
b. If exterior door is allowed to be removed, will this door require monitoring at the expense of the contractor, or will the government assign an escort during working hours who will handle security monitoring?
Response: If the door is removed for an extended period, the contractor will be responsible to be present at the opening until the work is complete and the door is re-fitted. This is subject to change due to local security protocols and will coordinated on a case-by-case basis with the COR.
DD. For the 2nd floor, we identified a window at the end of the hallways before the mechanical room which would be the ideal location to bring equipment in and out of for this floor. Please confirm it is acceptable to remove this window during equipment delivery, and provide any security requirements associated with this work.
Response: Any doors must be closed and locked at the end of the shift. Windows can be sealed up as necessary to provide sound, weather, wind, and water intrusion barriers.
EE. An equipment rack was identified to be in the way of getting equipment in and out of the 2nd floor work area. Please confirm the government will relocate this rack prior to construction.
Response: The FAA will relocate equipment racks that current not being used in the CRAC room.
FF. Will the lay down area for this project be in the parking lot adjacent to the building? If not, Please identify location of lay down area and how far it will be from this building.
Response: The contractor staging will be in a lot directly south of the NEMC building, with 2 separate entrances available for contractors. Location is subject to change and will be determined at the pre-construction conference.
GG.
What will be the security requirements for this project? Will all contractors be required to go through a badging process, or will contractors go through security daily and receive a visitor pass?
Response: The security requirements for this project will be a daily visitor badges through the front gate.
a. Is there a limit on number of days a visitor can work onsite?
Response: No, most crew members will remain visitors the entire project.
b. Will the prime contractor be required to apply for a PIV card?
Response: The prime contractor will be required to apply for as many PIV as required to provide sufficient project support and escorting. Only Key Personnel or foremen will be able to obtain a PIV.
c. Will the prime contractor with a PIV card be the primary escort, or will the government have an individual escorting our project team in and out of the building as needed during these overnight shifts?
Response: The prime contractor with a PIV card will be the primary escort.
HH.Is new conduit required to be painted?
Response: No, it is not. New electrical conduit is not to be painted.
II. Is there owner stock available of the floor tiles if needed to accommodate the new equipment layout?
Response: Stock may be available; however, contractor shall plan to purchase floor tiles.
JJ. Is there a controls contractor assigned to monitoring and installing new equipment in this building? If so, please provide contact information.
Response: No monitoring, and there isn’t an assigned contractor, but the building utilize Schneider Electric control panels, so any controls contractor will have to be their preferred vendor. POC is: Contact: Herbert Walker, Schneider Electric Critical Systems, 443-832-8275, Herbert.walker@SEcritical.com.
KK. How long can each CRAC unit be down without a temp system running?
Response: Never, The CRAC units are expected to be taken out of service only after the Temp system is in place. The temp system may not run, but will need to be able to be turned on at any time during CRAC unit replacement.
LL. Can the bid date be extended to March 31st? We will need 10-14 days to develop the most accurate and competitive pricing for the government once RFI responses are released.
Response: The offer due date will be extended as a result of this amendment.
MM. Contract documents state to hold pricing for 60 days, however, equipment prices are still extremely volatile and 60 days will be difficult to hold. Would the government consider reducing this requirement to 30 days, or does the contractor need to factor in possible price escalations in their pricing?
Response: No. The requirement will not be reduced to 30 days. The Government will not consider price escalations.
NN. Lead times for CRAC units are currently up to 60 weeks out. Please confirm a separate NTP will be issued for administrative/submittals in order to allow us to go through the submittal approval process and get this equipment ordered. Please confirm the 100 day POP for construction will not commence until equipment is procured.
Response: Submittals are expected to be done prior to NTP. Ordering of materials may commence upon approval of a submittal.
