FAA Responses to Prospective Proposers’ Questions for HCF Roof Metalwork Solicitation

697DCK-23-R-00101

February 9, 2023

1. Re. Drawing G004:

Can we access the building around perimeter with lift equipment for install of the wall mounted guardrail bases or will we need to install from the roof?

FAA Response: Access from the ground with lift equipment is acceptable, with appropriate precautions at building entrances and with protection or restoration regarding any impacts on landscape around the building.

2. Re. Drawings A401 and A402:

Plans call for 1.5” pipe diameter, I assume that it is inside diameter which makes the outside diameter 1.9” FAA Response: Correct, 1.5” nominal diameter steel pipe has an outside diameter of 1.9”.

Re. Drawing A401 and Specifications Section 05 52 13:

3. The KEE Safety KGU135 Post has a U shaped fitting, would this be acceptable? if not we would use the cross over fitting (second picture).

4. We are bidding this project using Kee Safety Railing System, what detail do we need to provide for this at time of estimate submittal?

5. We are interested in bidding for the above project (SAM Notice ID# 697DCK-23-R00101). I have contacted the companies listed under the handrail section in the specification for this solicitation. None of them offer the handrail components called out for in the plans and drawings in a steel configuration? Would you have the source that was used for the drawings please?

6. It appears the specifications list out 2 different type of handrails. Type 1 Pre-Mfr Type by Kee Safety or similar with ALL slip fittings, and mfr. pre-finished in lieu of 099600. Type 2 Shop Fabricate with all welded fittings, primed and painted per 099600. Please clarify?

7. Please see attached spec from Kee Safety for type of system they quoting for grade and finish. Can you please clarify if Gatorshield will be acceptable in lieu of HDG & Paint per 099600.

FAA Response:

The guardrail and handrail configurations, details and materials on the Drawings and in the Specifications are for custom fabrication. This design for custom fabrication will govern for the Bidding, and, unless there is an accepted Request for Substitution, for the Construction. The listing of Manufactures in Specification 05 52 13.2.2.A is not applicable to the Bidding. Prior to letting a Contract, Specification Item 05 52 13.2.2.A will be deleted in an Addendum or Revision.

All bids must be provided for the guardrails and handrails construction as shown and specified in the Construction Documents. After selection of a Contractor, the selected Contractor has the option of submitting a Request for Substitution, per Specification Section 01 25 00. The Request for Substitution will be evaluated and considered by the FAA as to whether the substitution is technically and aesthetically acceptable, furthers the project design intent, is cost beneficial to the FAA, and is beneficial to the FAA in all of these characteristics combined. As noted in Specification Section 01 25 00, any Request or Substitution needs to include the proposed change, if any, in the Contract Sum. Please be aware that the FAA has no obligation to accept any Request for Substitution.

8. Re. Drawing S101:

Per Keynote 6/S101 and plan D8/S101 shows 3 corner post outside of any slab. 1 corner post at NW is in thicken footing or slab. Please provide post foundation.

FAA Response: The slab at the fence and gate area and its thickened areas at posts are called out and described in Notes 5 and 6 on D8/S101. The slab is also shown and called out for reference on A8/A402.

9. Re. Drawing S101 and Specification Section 32 31 19:

Gate hinge Post at NE will serve as gate post on hinge side, is a post required at latch side of gate?

FAA Response: Good coordination catch, thanks. The fence posts are dimensioned at 4’8” apart and the gate is noted on A8/A402 as 3’6” wide. A post will be added at the gate strike jamb in Addendum or Revision before the Contract is let. Please take this additional post into account in bidding the project.

Also, Spec 32 31 19.2.3.C is revised to: “Gate opening width: 42 inches.”

Re. Drawing S101 and Specifications Section 32 31 19:

10. With the post only going into thicken slab 10"per A8/S501 and not welded to any reinforcement. Is there a concern high winds may damage fence and foundation?

11. Spec 32 31 19.3.3.C calls for depth 24" plus 3" for every 12" of fence height above 4-0 = 30" deep. Diameter of hole is to be 4 times post size = 12". This is in conflict with A8/S501. Please clarify.

12. 32 32 19.3.3.D.3 says to install post no closer than 3" to bottom of concrete. A8/S501 shows 2".

13. 32 31 19.3.3.D.4 & D.4.a. No sleeves shown on A8/S501. Also 5" into sleeve is different than above. Please clarify.

FAA Response: The Specification is for isolated fence post foundations. In this project, all the fence posts foundations are integral with a slab on grade. For bidding purposes, assume the dimensions and concrete reinforcement in detail A8/S501, with 10” of post embedment as shown, and an additional one inch of concrete depth, to achieve 3” of concrete below the post bottom.

Prior to letting the Contract, an Addendum or Revision will be issued clarifying any ambiguity between the Specifications and the Drawings, and clarifying which of the three post embedment details specified in 32 31 19.3.3.D.3, 4 and 5 will be acceptable (more than one, or all, may be acceptable, at Contractor option). For bidding purposes, assume the most costly, likely 32 31 19.3.3.D.4, will be specified.

Re. Drawing S101 and Specifications Section 32 31 19:

14. 32 32 19.3.3.D.6 says post @ 6-0 o.c. - S101 shows 4 post locations for fence. The span on S101 is shown at 8’-3”. Please clarify post spacing.

FAA Response: The post spacing will ultimately be per the structural shop design of the fence. At the fence design criteria in 32 31 19.2.1, an Addendum or Revision will be issued prior to letting the Contract, with the following revisions:

Revise 32 31 19.2.1.A.1 to “Fence height 6 feet.”

Add a provision 32 31 19.2.1.A.5 “A lateral point load of 50 pounds in any direction at any point on the fence (including at the top of the fence). This does not have to be combined with the wind load.

Add a provision 32 31 19.2.1.A.6 “A lateral point load of 100 pounds in any direction at any point on each gate jamb post (including at the top of the post). This does not have to be combined with the wind load.

For bidding purposes, assume an added post and foundation per A8/S101 at the midpoint of each 8’-3” side of the fence.

15. Re. Specifications Section 01 10 00 and Various Architectural Drawings Per Solicitation dated 12-16-2022 states the GC is to furnish all labor & materials to replace PVC membrane roof. A101 note B mentions remove and reinstall lighting protection during roof replacement. A101 Note C says to coordinate w/ FAA for existing equipment to be removed and reinstalled A401 detail E2 shows PVC Roof and Parapet are existing. A402 detail D3 mentions roofing system flashing NIC @ Stair Connection. A402 detail D3 mentions roofing system patch & flashing NIC. If PVC roofing is not replaced, is GC still to coordinate etc. I find no specifications for any roof work. & also no details or drawings showing SOW. Please scope of work for roofing system, FAA Response: This is all clarified in Specifications Section 01 10 00, Summary. Spec 01 10 00.1.5 describes the scope of work of this Roof Metalwork Contract, and 01 10 00.1.6.B describes the scope of work of a separate contract for Roofing work and the required coordination between the work of the two separate concurrent Contracts.

General Notes B and C on A101 are not applicable to the Roof Metalwork contract; these notes will be deleted in an Addendum or Revision prior to letting the Contract.

The note on E2/A101 should read “Existing or New Parapet Coping, NIC”.

The permanent flashing noted as NIC on D3/A402 is not in this Contract; it will be accomplished by Others under the separate Roofing Contract and it is shown and noted here because it is an item requiring coordination between the planning and work of the two Contracts.

Cutting through the existing roofing to install the angle at each stringer, reinstallation of the existing roofing assembly materials, and temporary patching, all as noted on D3/A402, is in this Contract.

Re. Division 05 Specifications and Specifications Section 06 74 13:

16. The solicitation calls out for all galvanized steel metal products to be used, we'd like to request a material substitution for anodized aluminum in lieu of galvanized steel due to the difference in weight and overall rust resistance considering this is a coastal project. We are primarily requesting this substitution for the stair structure and guardrails.

17. There is verbiage in the spec that calls for fiber reinforced composite (FRP) stair treads. If you will accept the anodized aluminum substitution for the steel structure, will you also accept aluminum treads for the FRP?

FAA Response: All bids must be provided for steel and FRP construction as shown and specified in the Construction Documents.

18. Re. Specifications Section 05 12 00:

Specifications 051200 are asking for AISC certified fabricator & AISC Certified Erector for the metal work. There is one AISC certified erector in the state of Hawaii. Can a local install work with a AISC Fabricator for the fabrication but the local steel installer do the install/erection. The local installer would not be AISC certified but work with an AISC certified fabricator.

FAA Response: The Installer may be, but is not required to be, an AISC Certified structural steel Erector. If the Installer is not an AISC Certified structural steel erector, the Installer must provide, for approval, documentation that the Installer has qualifications equivalent to those required for AISC Certification, including five equivalent completed projects that show experience installing similar construction. The welding qualifications noted in in 05 12 00.1.6.C remain required and are not waived.

Similarly, the steel Fabricator may be, but is not required to be, an AISC Certified structural steel Fabricator. If the Fabricator is not an AISC Certified structural steel fabricator, the Fabricator must provide, for approval, documentation that the Fabricator has qualifications equivalent to those required for AISC Certification, including five equivalent completed projects that show experience fabricating similar construction. The welding qualifications noted in in 05 12 00.1.6.C remain required and are not waived.

19. Re. Specifications Section 05 52 13:

2.2F - Calls for Perforated-Metal Infill Panels. These are not shown on drawings, and no attachment details. Same with gate infills per 2.5H.

FAA Response: These items are not shown on the Drawings and are not applicable to the project unless they happen to become applicable via agreed changes during Construction or via an accepted Substitution.

20. Re. Specifications Section 05 52 13:

Spec 05 52 13.3.4 says use Stainless Steel Pipe Sleeves. Is this to be SS pipe sleeve welded to 1/2 Plate D3/S501 and Post welded to sleeve also? Would this be an issue with corrosion?

FAA Response: The only pipe posts embed in concrete are the fence and gate posts per Specification Section 32 31 19. This Spec 05 52 12.3.4 is not applicable to this project unless it happens to become applicable via agreed changes during Construction or via an accepted Substitution, which is unlikely with this design.

21. Re. Specifications Section 05 52 13:

Handrail Support: From the drawings it appears the parapet wall is solid concrete. Shall we assume all parapet walls are min 6" concrete in order for engineer to calc loads. Just want to mostly make sure no un-grouted CMU is present.

FAA Response: All the parapet walls are 6” thick precast concrete.

22. Re. Specifications Section 09 96 00:

There is mention of paint Colors, I do not see where these colors are specified FAA Response: Contractor must provide samples chips or fan of the proposed finish manufacturer’s full line of available colors for selection by the FAA. This is noted in Specification 09 96 00 High Performance Coatings, Action Submittals “1.4.B. Color Fan: Provide for color selection, two color fans of the manufacturer’s full range of available colors.”

Re. Specifications Section 11 81 29:

23. There is mention of Vertical Lifeline Systems but I do not see reference to them on the plans, please advise.

24. 11 81.29.1.4D Product Schedule say use designations indicated on drawings. Only 5 ea Stanchion shown. I can only find 5 ea Stanchion anchors. The specifications does not list qty for remainder of the items. Please list qty desired? 2.5A1 - 3M DBI-SALA Lad-Saf System Linear Access Rail System. 2.5A2 - Ladder Mounting Bracket. 2.5A3 - System Componets a-f. 2.5A4 - Ladder Arrest System.

FAA Response: All the items noted except the Stanchions are not shown on the Drawings and are not in the Work.

25. Re. Specifications Section 11 81 29:

11 81.29.3.8.A.2 says to provide training at fall-protection site. Is this utilizing the new system on the building for training?

FAA Response: Yes.

26. Re. Specifications Section 11 81 29:

11 81.29.3.9.A anchor certified and inspected on annual Basis. This is by whom? Since project is only 160 days.

FAA Response: Certification is in the Contract. Coordination and arrangement for future annual inspections is in the Contract; execution of the future annual inspections and paying for the annual inspections is Not in the Contract.

27. Re. Specifications Section 26 41 13:

26 41 13.3.1.A If PVC Roof not replaced, will the existing LPS still be required to remove-re-install?

FAA Response: LPS temporary removal and re-installation will be primarily work under the separate Roofing Contract. There may be some minor such work fitting in the Stair and Guardrails.

28. Re. Specifications Section 26 41 13:

26 41 13.3.4.A Qualified Inspector and FAA to perform inspection. Who pays for FAA Inspector?

FAA Response: The Contractor must provide and pay for a Qualified Special Inspector. The FAA will do its own separate inspection.

Re. Specifications Section 32 31 19:

29. For decorative fence & gate, is gate operator required as indicated in the specifications?

30. 32 31 19.2.3.H calls for latchset both sides of gate with padlocks both sides. 2.3HJ list 1 only rim exit device, no trim or blank escutcheon, no keyed cylinders etc. Seems to be conflict, please clarify.

31. 32 31 19.2.3.I calls for adjustable spring hinges, 3.4 calls for installation of gate operator. Seems to be a conflict. Please clarify.

FAA Response: The only hardware for the gate are the following, characteristics as Specified, medium to heavy-duty commercial quality (not residential qrade), for corrosion-proof exterior use. A gate operator is not wanted.

Spring hinges.

Gate Latch Hardware: Contractor to provide Surface Mounted, Marine Grade, Keyless Entry Double Combination Mechanical Lever Set for Gates. Keyless entry must be mounted on both sides of gate to allow for egress from either side. Must have all metal construction, locks automatically, includes passage function, adjustable strike accommodating gaps up to 2 inches, deadlocking spring latch to prevent tampering.

Hardware, such as a stop, to hold the gate swing to 90 degrees and a mechanism, such as a cane bolt or a hook and catch at the stop, to temporarily hold the gate open when an open gate is needed for moving materials or the like.

32. Re. Specifications Section 32 31 19:

32 31 19.3.5 Grounding and Bonding. None shown on drawings for where to tie into existing ground system etc. Please clarify if grounding is required.

FAA Response:

Fence and Gate Lightning Protection Bonding: Contractor must install at two locations along the fence, on opposites sides, a connection to the EES through bonded 4/0 AWG bare copper conductors exothermically welded to a fence post ground rod. At the gate fence posts, the Contractor must provide a ground rod adjacent to each gate post. Install a 4/0 AWG bare stranded copper conductor, exothermically welded to the ground rod and gate post. Locate the post connection at not greater than 1 foot above grade. Interconnect ground rods located between the gate opening with an exothermically welded 4/0 AWG base copper conductor buried no less than 18 inches below ground. For the gate, Contractor must provide a 1 inch by 1/8 inch flexible tinned copper bond strap or an insulated 4/0 AWG flexible welding type copper conductor between the gate and adjacent fence post. Exothermic welding is required for this connection. Install the bonding strap between the gate and post so it will not limit full motion the gate.

33. Re. Specifications Section 32 31 19:

32 31 18.2.3.G.1 Calls for casting between pickets. Please provide more detail as none is shown.

FAA Response: There are no castings between pickets in the Work.
