Scope of Work

1.0 General Requirements

This requirement is for contractor services to provide helicopter transportation services. Contractor shall provide round trip helicopter services for FAA Government employees, non-FAA or Government personnel, and/or freight to/from Sky Park or Morgan Municipal Airports to/from Salt Lake City Air Route Surveillance Radar (SLC ARSR). The aircraft is to be provided on a charter basis to the Federal Aviation Administration (FAA). Location: Latitude 41.0329, Longitude -111.8385. Salt Lake City Air Route Surveillance Radar, Frances Peak, UT.

These services must include fuel surcharges and pilot fees. This is a 24/7 facility however employees will generally access the site during standard business hours of 6:00 a.m. and 6:00 p.m., Monday through Friday. While it is rare, the Radar facility will need restorative service performed at times other than standard business hours. Emergency services are defined as other than standard business hours between 6:01 p.m. and 5:59 a.m., seven (7) days per week.

In performing this contract, the Contractor will be required to:

(a) Provide 2 hour notification for availability of the aircraft consistent with fluctuating FAA requirements. Helicopters must be available for scheduling during normal administrative business hours as defined above.

(b) Contractor shall provide name and phone number of their Principal Operations Inspection (POI) within 7 days of award to the COR.

1.1 Personnel must provide to the COR within 7 days of award the following:

The Contractor shall identify a point of contact authorized to serve as an interface with FAA personnel on all matters relating to performance of this contract. The Contractor shall ensure that all inspectors, maintenance, and flight personnel are trained and certified by appropriately qualified agencies or personnel certified to perform the work. Maintenance support shall be adequate to maintain the aircraft and avionics systems in an airworthy and operational condition.

1.2.1 Flight Instruction/Pilot Proficiency

Primary use of the aircraft is for FAA personnel, non-FAA personnel, and equipment to Francis Peak Air Route Surveillance Radar (SLC ARSR).

1.3 Hours of Operation and Observance of Legal Holidays

Aircraft and associated maintenance support will be required outside of normal business hours and on Federal holidays. The following is a list of Federal holidays:

(a) New Year's Day, January 1;

(b) Martin Luther King's birthday, the third Monday in January;

(c) President's Day, the third Monday in February;

(d) Memorial Day, the last Monday in May;

(e) Emancipation Day, June 19;

(f) Independence Day, July 4;

(g) Labor Day, the first Monday in September;

(h) Columbus Day, the second Monday in October;

(i) Veteran's Day, November 11;

(j) Thanksgiving Day, the fourth Thursday in November;

(k) Christmas Day, December 25; and

(l) Any other day designated by Federal statute, executive order, or presidential proclamation.

2.0 Contractor Invoicing

2.1 For each flight pertaining to aircraft use contractor's monthly invoice shall contain the following information:

Date, time (Z), and airport of departure to include the time of pick up/drop off of personnel for both trips – to/from Sky Park and SLC ARSR).

Copies of drop tickets must be signed by an authorized user and shall be provided to the authorized user at the end of each trip.

2.2 Aircraft Registration

The aircraft shall be U.S. Registered, and have a current valid standard airworthiness certificate, aircraft registration and Airplane Flight Manual/Pilot Operating Handbook.

2.3 Aircraft Maintenance

The aircraft shall be maintained and inspected by the contractor in compliance with all applicable Federal Aviation Regulations and Part 135.

2.4 Aircraft Condition

The condition of the aircraft, including such items as paint, upholstery, etc., shall present a neat and clean appearance.

The Contractor shall ensure that no modifications or alterations of the aircraft or any of its installed equipment be made prior to notification and approval by Aviation System Standards, Quality Assurance Branch, AVN-320.

3.0 Specific Requirements

Additional Qualifications:

The helicopter company must have flexible aircraft resources to occasionally transport up to 5 technicians with their tools and equipment for a combined weight of 1000-1200 lbs. a payload. The FAA will routinely have 1-5 technicians with their tools and equipment to access the site per trip for a combined weight of 200-700 lbs. a payload. Pilot must have expertise in landing and taking off above 9,600 ft MSL as validated by their assigned Principal Operations Inspections. (POI). Aircraft must be capable of landing and taking off out of ground effect at 9,600 ft MSL and below freezing temperature outside air temperature.

4.0 General

4.1 The aircraft will be used by the FAA on an intermittent basis. The Contractor shall have possession of the aircraft when not in use by the FAA unless other arrangements acceptable to the FAA and the Contractor are made.

The FAA recognizes that advance coordination with the Contractor for use of the aircraft will be necessary. The FAA will provide at minimum a 48-hour advance notification to the contractor prior to the time the aircraft would be needed. In some cases several days’ notice can be provided. Likewise, there will be instances where the FAA will request the use of the aircraft on short notice (i.e. 2 hours).

4.2 Flight Hours

The FAA anticipates the need for the aircraft will be greatest during months of inclement weather, more specifically during late fall, winter, and early spring. Notwithstanding aircraft availability and other factors, the FAA estimates its use of the aircraft to be approximately 120 hours per year. The FAA will guarantee a minimum of 10 flights per year. Standby time is the amount of time the helicopter and pilot spend on the ground at the SLC ARSR site, waiting for personnel to return to Salt Lake City. Standby time on site will be capped at one (1) hour.

4.3 Aircraft Scheduling

The FAA will contact the Contractor's representative to schedule estimated dates for use of the aircraft. After scheduling arrangements have been made, the contractor shall not preempt the schedule except for unscheduled aircraft maintenance or emergencies, with an immediate notification to the FAA Technician scheduling the aircraft. In the event that adverse weather conditions cancels the scheduled flight, priority will be given to reschedule another flight as soon as possible, during regular duty hours. Flights will be scheduled for all administrative days of the week, Monday – Friday, with a 48 hour notice provided. A 2 hour notice will be provided for emergency services.

4.4.5 Aircraft Certificates

The airworthiness certificate, registration certificate, and other required documents shall be retained on board the aircraft when scheduled for use by the FAA.

4.5.6 Allowable Cost

The Contractor shall assume all costs associated with hangar, parking, towing, tie-down, and/or landing fees at airport(s) specified in Part I Sky Park or Morgan Municipal Airports.

6.0 Contractor Furnished Items

The Contractor shall furnish the following items:

A) The Contractor shall be responsible for any required Federal, State, and local approvals for the aircraft and associated equipment. All equipment must comply with applicable OSHA regulations.
