Mobile Asset Maintenance Support Statement of Work

1. General Information This is a non-personnel services contract to provide Infrastructure Maintenance Support of Mobile Assets.

The Government must not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers must be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction

The Contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Infrastructure Maintenance Support of Mobile Assets as defined in this Statement if Work.

1.2 Objectives

The purpose of this effort is to maintain operational readiness of the mobile assets to respond to emergencies and catastrophic events.

1.3 Scope

The Contractor will conduct a survey of the asset and perform joint scoping with the FAA to identify repairs and/or renovations necessary to restore the mobile asset to service. The Contractor may be required to perform, but is not limited to the tasks below, to return an asset to service:

• Inspect Tires

• Inspect and repair brakes and braking systems

• Inspect and seal roof as needed

• Inspect and seal cab glass, doors, windows as needed

• Inspect, clean and repair carpet

• Inspect and repair shades as needed

• Inspect and test HVAC components

• Inspect and replace mattresses and linens in sleeper campers

• Perform cab glass repairs as required

• Perform and replace break away switch repair

• Reconfigure consoles as required

• Perform rack removals and installation

1.4. Types of Assets

1.5 Period of Performance

Base Year (12 months) and four (4) twelve month Option Years.

1.6 Quality Control

The Contractor must develop and maintain an effective quality control program to ensure services are performed in accordance with this scope The Contractor must develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. Contractor. Any changes to the Quality Control Plan must be reviewed and approved by the Contracting Officer (CO) and Contracting Officers Representative (COR).

1.7 Recognized Holidays

1.8 Hours of Operation

The Contractor is responsible for conducting business, between the hours of 8 am and 4:30 pm Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings

1.9 Task Orders

Work for individual requirements will be procured via task order.

2.0 Place of Performance

The government anticipates all work to be performed at one of the Mobile Asset Deployment Centers located in Boise, ID or Independence, MO. Additional requirements may be necessary at locations to be determined.

2.1 Type of Contract

The government will award a Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract

2.2 Security Requirements

Contractor personnel performing work under this contract must have a Public Trust Clearance Level at time of the proposal submission, and must maintain the level of security required for the life of the contract. The security requirements are in accordance with the attached DD254.

2.3 Physical Security

The Contractor is responsible for safeguarding all government equipment, information and property provided for Contractor use. At the close of each work period, government facilities, equipment, and materials must be secured.

2.4 Key Control (if applicable)

The Contractor must establish and implement methods to ensure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government must be duplicated. The Contractor must develop procedures covering key control that must be included in the Quality Control Plan. Such procedures must include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor must immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.

2.4.1. In the event keys, other than master keys, are lost or duplicated, the Contractor must, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks must be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system must be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.

2.4.2. The Contractor must prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor must prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.

2.4.3 Lock Combinations (If applicable) The Contractor must establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor must ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures must be included in the Contractor’s Quality Control Plan.

2.5 Performance Meetings

The Contracting Officer (CO) and Contracting Officers Representative (COR) may require periodical meetings with the Contractor to review Contractor performance. These meetings must be at no additional cost to the Government.

2.6 Contracting Officer Representative (COR)

The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

2.7 Key Personnel

The Contractor must provide a Program Manager who is responsible for the performance of the work.

The Program Manager must have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The Contract must also designate an alternate when/if the Program Manager is not available. The Program Manager or alternate must be available between 8:00 a.m. to

4:30p.m.est, Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons. Qualifications for the Program Manager and the alternate:

• Program Manager - Must have 5 + year experience with FAA Technical Operations Support including handling NAS equipment, trailer maintenance, familiarity with Air Traffic tower plans and layouts.

2.8 Other Direct Costs

Material and/or equipment required to renovate and/or repair mobile assets will be identified per task order.

2.9 Contract Deliverables

• The Contractor must provide a monthly status report on project status, including project completions and projects in progress

• Contractor Acceptance Inspection

3.0 Warranty

Contractor must guarantee the material and workmanship for one (1) year following the date of completion. Equipment warranties are limited to original OEM warranties.
