14. Description of Amendment (continued): It has been determined necessary and in the best interest of the Government to amend the solicitation to clarify the government’s RFI response to items 10, 12a, and 12b.

14.1. RFI Responses:

“Item 10: TPO Roofing 075423-11 C-7-C: Calls for minimum R value of R30, does this include tapered & cover boards?

Response: Yes. Insulation is required to ne in two or more layers with staggered joints.

Contractors must submit insulation plan for approval.

Item 12a: Is R-30 minimum required at drain or is it average required?

Response: It is average required. Insulation is tapered at the drain.

Item 12b: Is ¼”/ft tapered insulation required in addition to R-30 minimum bade layer?

Response: Tapered insulation is required. ½” slope is required per 20 feet. Insulation slope and layout must be submitted as part of the roofing submittals. Variations will be reviewed depending on the roof location and obstructions. The goal is to minimize water ponding.”

14.2. The following clarification is provided for informational purposes only:

“The roof insulation slope is consistent. The specifications use the slope recommended by the International Building Code, which is a minimum ¼” per foot, unless otherwise specified in the drawings. A slope of ½” per foot is specified to encourage positive drainage across the roof field.

As for the R-value, it is an average value because the height of insulation is going to vary across the roof field. The insulation is being tapered toward the roof drains. There is no insulation at the roof drains. The intent of the design is to encourage positive drainage on the roof and eliminate ponding.

The R-30 is a requirement for ALL areas. Because the insulation tapers around the roof drains, it is obviously less than R-30 near the drains. The tapered sections are required as part of the roofers submittal around the drains and for crickets; they need to figure out how much the tapered sections need to be in order to push the water into the roof drains or scuppers around the perimeter. The slope needs to start from the ridge lines to the roof drain. The goal is to avoid standing water, especially on a flat roof. This is stated in the specifications.

If the awardee can prove that 1/2” per foot is enough, they need to show it on their shop drawings; maybe ¼” per foot is all that is needed. The crickets are inexpensive sections, insulation configuration is what’s important from an R-Value perspective.”

14.3. The offer due date and time is not extended as a result of this amendment. All other terms and conditions of the original solicitation remain unchanged. Offerors shall submit signed/acknowledged copies of all amendments with their firm’s respective proposal.
