About this file
This document package includes a final report and related federal contract opportunity. The final report details asbestos and lead-based paint sampling conducted at an existing Air Route Surveillance Radar facility located in Pico Del Este, Puerto Rico. Eighteen bulk samples were collected and analyzed, with no detectable asbestos found. Fifteen XRF readings were taken, with lead presence above regulatory thresholds detected on various exterior and interior metal components.
The related federal contract opportunity involves furnishing all labor, equipment and materials to complete waterproofing of the exterior envelope of the Air Route Surveillance Radar facility. Scope includes full removal and replacement of exterior wall panels and insulation, as well as exterior staircase, platform and lighting refurbishments. The contractor will be responsible for accomplishing all work items in accordance with the solicitation, specifications, drawings and provisions. The federal agency is the Department of Transportation Federal Aviation Administration Southwestern Region.

RE: ACM/LBP Sampling event for QJQ ARSR Exterior Building Restoration located on FAA Long
Range Radar Sites in Pico del Este, Rain Forest El Yunque, Puerto Rico.
Dear Mrs. Patel:
AES International Inc. was contracted to conduct a lead and asbestos sampling event for QJQ ARSR Exterior
Building Restoration located on FAA Long Range Radar Sites in Pico del Este. The sampling was conducted on April 1, 2021 by Elme Rivera, an DRNA certified Lead Risk Assessor and Asbestos Inspector (see credentials in Appendix I). Below you will find a summary of the findings:
ACM
Eighteen (18) bulk samples were collected from suspect ACM located on site. Asbestos fibers were not detected in any of the samples collected and analyzed (see Appendix II for analytical results).
LBP
Sampling for Lead Based Painted (LBP) components was conducted using an XRF spectrum analyzer (serial
#2222). Fifteen (15) readings (9 inside and 6 outside the structure) were taken from the site. Results are presented in tabulated forms (see Appendix III). Lead presence (above LBP definition threshold of 1.0 mg/cm2) was detected as follow:
Exterior
Gray metal ladder
Interior
Gray/white metal Column
Gray metal Floor
Yellow/gray metal Ladder
