About this file
This document contains questions and responses related to a solicitation for the FAA QJQ Air Route Surveillance Radar Building Exterior Envelope Renovation Project in Puerto Rico. The solicitation involves furnishing all labor, equipment, and materials to waterproof the exterior of the ARSR facility, including complete removal and replacement of exterior wall panels and insulation on the existing steel decking wall. The exterior staircase and platform will also be refurbished, and exterior lighting installed. The contractor will be responsible for all work identified in the solicitation, specifications, drawings and provisions. The responses provide clarification on the scope of work, including removal and replacement of louvers, ductwork and other materials, OSHA compliance for railings, and treatment and painting of existing structures. The document also specifies a site visit date for potential contractors and subcontractors to view the project location, and confirms the opportunity is 100% set aside for eligible 8(a) small disadvantaged business concerns.

Question # Date Time Question Response 1 10/18/2021 9:19am CST
Specs 1.15 PERFORMANCE TIME A: Page 9 states: The Contractor shall complete the installation within one hundred and eighty (180) calendar days after Notice‐To‐Proceed. The time required for the Government to review, comment and approve the submittals, and equipment, and the ordering and shipping lead time will not be included in the Contractor’s performance time. Contractor shall submit construction schedule prior to Notice‐To‐Proceed. Specs 1.15 PERFORMANCE TIME B: Page 10 States: Notice‐To‐Proceed with the construction phase will not be granted until the Contractor certifies to the Contracting Officer that all required materials and equipment, as approved by the Government, are in his possession and ready for installation. Is it the intend that a contractor mobilize after preparing all materials and equipment onsite and then receive the NTP?
Answer: No. The Notice‐to‐Proceed will be granted when all submittals are approved and the FAA has completed the proper coordination for commencement of the project. The vendor will need to verify that all material will be available when needed prior to project start.
2 10/18/2021 9:19am CST How many people we can have on site? Can a general contractor’s onsite employee have multiple roles? Like QC/SSHO/Superintendent?
Site can accommodate up‐to 15 personnel. The GC may carry multiple roles.
3 10/18/2021 9:19am CST Note no. 2 in sheet C‐003 states that “Remove and dispose of any damaged/obstacle(?) louver/hood/wall ducts” and since the field verification is not possible prior to put the estimate, can it be proposed in a unit price? Or please provide the list of items to be removed.
Louvers/hood/wall ducts are to be removed from the building. The only duct work to remain will be the fresh air duct to the bathroom.
The COR will verify all Lovers and ducts to be removed on site with the vendor.
4 10/18/2021 9:19am CST Is there ACM investigation report on the building materials? Yes, See Attachment 7 ‐ LBP and ACM report.
5 10/18/2021 9:19am CST
Note no. 3 in sheet C‐009 states that “If additional railing/toe boards or material need to be installed in compliant with OSHA.
Please clarify the scope of the work so that contactor can prepare an accurate proposal. Or can it be prepared with a unit price for each item
Railing and toe boards should be Osha compliant. Vendor to field verify.
6 10/18/2021 9:19am CST Note no. 4 in sheet C‐009 states that “Paint all surfaces of the existing railing system.” Since there is not complete drawing showing entire system and photos present partial images, can the cost be prepared with a unit price for each item.
No. The stairwell needs to be assessed, treated and painted in it's entirety.
7 10/18/2021 9:19am CST Note no. 5 in sheet C‐009 states that “Paint all surfaces of the existing staircase system.” Does it include catwalk? No. This scope does not include the catwalk.
8 10/18/2021 9:19am CST Does the note no. 9 in sheet C‐009 refer to wind screen material? Yes, please note 9 on sheet C‐009 refers to wind screen material.
9 10/18/2021 9:19am CST Verify the exact locations and quantity of wall mounted lighting fixtures in sheet E‐002. These wall mounted fixtures are located at the access doors and there are four of them. Vendor will need to verify.
10 10/18/2021 9:19am CST Sheet E‐003 doesn’t clearly indicate which items to be demolished and to be install as new. Please clarify. Can it be assumed that all items in one‐ line drawing to be new except the panels?
Yes, Leave the panels unless significantly corroded and in need of replacement.
11 10/18/2021 9:19am CST The detail 4 in the drawing C005: Please clarify the use of the "continuous Galv. Plate 3/16"X2" DIA 24". Shouldn't be welded to the new metal siding in lieu of the existing one? Is it meant to have air gap between the PVC corrugated siding and the 3/8" fanfold insulation. What is the DIA represent, is it diameter? please clarify.
After review with the structural engineer, the details specify 18" at detail on the new metal siding. DIA reference is not applicable.
12 10/18/2021 9:19am CST What is the total height of the wall from the concrete deck to the bottom of catwalk? Structure height to the bottom of the radome is 25" . This needs to be vendor verified prior to making any materials decisions.
13 10/18/2021
9:34am CST Will the existing steel decking wall be removed and replaced or the new insulation system will be on top of it? The interior steel (decking) wall will not be removed unless localized repair calls for removal to properly treat and repair the panel.

9:34am CST Will all the existing railings be painted or only the sections to be repaired?
All railing (excluding the catwalk) to be corrosion treated and painted.

1:56pm CST
The demolition notes stated that retrofit needs to be done "section by section". Can the FAA define the length of a section?
Section is defined as half of the facility at a time. For clarification, the building is made up of 12 panels. 6 sections can typically be exposed at a time to support replacement. The recommended approach is to scaffold and sheath the facility to allow for sectional replacement. Sheathing the facility also allows for construction activities to occur while minimizing the impact from local weather conditions.

The new outer wall is specified to be a: 4.2 X 1/16in x 3/16in PVC corrugated panel. Can the FAA verify the "1/16in" which is the depth of the panel? We believe it should be more than that. Please confirm.
See Attachment 8 cutsheet of a comparable item for specification purposes only. Note do NOT recommend any product or manufacturer. Correct profile is 4.2" X 1‐1/6" x 3/16"

19 10/18/2021 1:56pm CST Please confirm the grounding system if the Radiodome needs to be changed.
We are not changing the radome. The grounding down conductors will need to be addressed (detached/moved aside) in construction and then re‐attached per existing design.
20 10/18/2021 1:56pm CST The solicitation is 100% 8a Set Aside. We notice that a contractor that visited the site is not 8a certified. What would the FAA position on that?
