3. Question: Is the offeror expected to provide all 3 three members of the Structural Peer Review Panel?

Response: Section 2.1 in Attachment J-1 states SPRP will include (3) engineers and Section M.2, Factor 4, states Offerors must submit cover letters with signatures and resumes for three (3) professional engineers to submit resumes of (3) engineers.

4. Question: Can all three members of the Structural Peer Review Panel be employed by the same firm?

Response: Yes, all (3) members of the Structural Peer Review Panel can be employed by the same firm.

5. Questions Question: Will any other discipline-specific peer review panels be formed (e.g.

architectural, geotechnical) or is all relevant expertise to be provided amongst the members of the Structural Peer Review Panel? That is, should the structural peer review panel include a geotechnical engineer amongst the three members?

Response: Per Attachment J-1, only a Structural Peer Review Panel is required. Refer to Attachment J-1, Section 2.1 for qualifications.

6. Question: Please confirm that SF33, Solicitation (page 2) is referring to pages 1 and 2 of the “697DCK-21-R-00044” file. If so, is the offeror expected to fill out sections #11-17, as well as the

p. 2 “Continuation Sheet” describing pricing?

Response: Volume 1(A) has been revised to read, “Complete SF33, Solicitation Boxes 11 and 14 - 17, and, if applicable, Box 13 Acknowledge of Amendments. The “Continuation Sheet” does not need to completed. Pricing will be required only from Offerors down-selected to Phase II as stated in M.3

7. Question: For Attachment J-2, is the offeror (specifically, a structural engineering firm) expected to fill out the form as “Architect of Record?”

Response: Attachment J-2 has been revised to read “Engineer of Record.”

8. Question: For Attachment J-5, is the offeror (specifically, a structural engineering firm) expected to fill out all portions of the form, or just question #4, referring to the Structural Engineer of Record?

Response: Attachment J-5 has been revised to ONLY require Offerors to submit experience relevant to Peer Review projects for Performance-Based Structural Design and Performance- Based Structural Design projects.

9. Questions: For Attachment J-5, Question #4, is the offeror to provide examples of new design projects or peer review experience?

Response: Attachment J-5 has been revised to ONLY require Offerors to submit experience relevant to Peer Review projects for Performance-Based Structural Design and Performance-

Based Structural Design projects.

10. Question: Do the Cover, TOC and Dividers count towards the 25 page limit?

Response: The page limit is increased from 25 pages to 30 pages. Volume I documents will not be counted in the page limit. Cover letter and resumes in Factor 4 (Vol II) will not be counted in the page limit.

11. Do each of the required forms count towards the 25 page count? If so, do they need to be included in our submission in entirety, or just the pages where we are required to provide input? (i.e. including all of Section K would be 12 of the 25 pages, whereas if we just included our input as requested on p. 37 and 42, it would only be 2 pages)

Response: The page limit is increased from 25 pages to 30 pages. Volume I documents will not be counted in the page limit. Cover letter and resumes in Factor 4 (Vol II) will not be counted in the page limit.

12. As our questions above require significant clarification, would it be possible to request a time extension for the upcoming 3/5 deadline, as we will only receive answers to our questions within the same week that the submission is due?

Response: The proposal due date is extended to 17:00 on March 8, 2021.
