THIRD: Questions and Answers: Part 3 is hereby incorporated as follows:

1. We did not find any information for a cab defogger system DDC retrofit or any information for controls to the generator room (louvers, gen run status, EF, etc). Is there information pertaining to these items?

FAA response: Include controls for the cab defogger system and the engine generator building in your bid.

FAA response revised 08/19/2020: Include new controls only for cab defogger system. Engine generator building is not tied to HVAC control system.

2. Cab Defogger System – If there is an INET existing control system, please provide clarification for the following:

a. How many zones?

FAA response: The cab defogger system has 8 zones tied into the existing INET system.

b. Zone Control: MS Surface interface control or push button control for each zone/system?

FAA response: The existing controls are push button and shall be replaced with push button.

c. If solenoids are not getting replaced – is it safe to assume the contractor does not assume responsibility for existing valves, pumps, etc.

FAA response: Contractor is not responsible for replacing mechanical parts of cab defogger system.

3. Generator Room Controls – if there is an INET existing control system, please provide clarification for the following:

a. Damper/louver/EF control – Is this tied into the generator run status?

FAA response: Engine generator building is not connected to INET system.

b. Are there any other pieces of equipment that are on the existing INET control system that needs to be retrofitted?

FAA response: Engine generator building is not connected to INET system.

4. Plans indicate a phasing plan will be issued prior to notice to proceed. Phasing plan should be provided as part of bid package so contractor’s can price general conditions based on this plan.

Please provide phasing plan or specify how many phases and duration of each phase.

FAA Response: The FAA will not dictate project phasing.

5. Are there costs associated with badging process?

FAA Response: Contractors will not need to be badged.

6. I think It was mentioned during pre-bid conference that building did not contain lead paint or asbestos however sheet H0001 indicates otherwise. Please advise. Also are to include abatement?

If so we will need exact qty’s of all materials, asbestos report/type and location areas to accurately price this work as site visits are not possible.

FAA Response: Refer to Question and Answers: Part 1.

7. To clarify previous regarding lightning protection:

A. Existing ground loop remains and we are replacing roof loop and ground leads? Is there access to existing ground loop as new down leads are to be welded to it?

FAA Response: Contractor will have to dig to access connections to ground loops. Refer to Questions and Answers: Part 1.

B. Are there existing stub ups from the ground system on the exterior of both structures at grade level?

FAA Response: Unknown C. Are there provisions for swing stage or will we need hi reach or a super cage on a hydro crane?

FAA Response: There are no provisions for a swing stage.

D. Is the FAA-STD-019f standard going to be added to the contract documents?

FAA Response: See Attachment J-1D- Electrical Standards

8. Hepa filtration is referenced as needed during construction but no details with regards to extent of scope required. (which units, how often filter changed, etc. etc.)

FAA Response: The note on page ATCT-G040 regarding HEPA filtration can be disregarded.

HEPA filtration is not required for all tower construction activities.

9. Is existing 4” sewer line to be abandoned in place or removed?

FAA Response: The drawings indicate which sewer lines are to be removed.

10. What is existing roofing specification?

FAA Response: Existing roof specs are not known.

11. Is existing roof under warranty? Are we required to use a specified vendor to maintain that warranty?

FAA Response: Existing roofs are not under warranty.

12. Preliminarily it appears no manufacturers provide a ceiling tile that matches the specification parameters. Could a specific manufacturer and tile # be provided?

FAA Response: No.

13. On sheets numbered FLL-D-TRACO d140, O501 & A 140 there are no dimensions. There is a little scale line under the compass rose, but I’m really uncomfortable using this as my only reference.

FAA Response: Refer to scales provided in drawings as they have been deemed accurate.

14. The plans have no elevations on them, nor due they have cut through sheet. There is a detail sheet, but no tags or keys where the details are on the roof plan.

FAA Response: Elevation drawings have been provided with Amendment 02.

15. On the Major Improvements drawings there is a type XB on the fixture schedule that I could not find anywhere on the drawings. Is this fixture to be used?

FAA Response: Page ATCT-E121 calls for fixture type XB.

16. On the Major Improvements drawings on sheet E050, how high up the the wallpack fixture type SW on the tower?

FAA Response: 12 feet above ground level.

17. On the major Improvements drawing E120, for note 10 how many ceiling fans and light fixtures are going to be disconnected and re-installed in the break room?

FAA Response: Two fans with lights are to be removed and reinstalled in the screened porch area.

18. On the ACT Lighting Replacement drawings on sheet E101, how difficult is the run up to Panel NLPT that we have to run a lighting circuit to? Is there a chase running up the tower?

FAA Response: A new circuit does not have to be run to Panel NLPT for the lights referenced by Sheet Note 7 on page FLL-D-1507980-E101.

19. Will all the existing backer board on all walls be removed and replaced in the mens & womens restrooms?

FAA Response: Where wall tile currently exists in the men’s and women’s restrooms, backer board will need to be removed and replaced in preparation for new wall finishes.

20. Can the FAA provide some type of information on what will be required for the temporary restrooms?

FAA Response: Specifications have been provided in Amendment 02 for temporary restrooms.

21. Can the FAA clarify if the base building offices will be done on either weekends or will they be completed on night shift.

FAA Response: Working hours for base building aside from restrooms have not been finalized.

22. Is it the FAA’s intent to complete the restrooms utilizing a 24 hr shift day working 7 days a week until complete?

FAA Response: Once temporary restrooms have been provided by the contractor and accepted by the FAA, the contractor may work whenever they would like in the restrooms. The FAA is not requiring the contractor to work 24/7 on the restrooms.

23. What is the timeframe when AHU-1 and CU-1 will be replaced? It seems odd that the General Contractor for this project would carry the temporary cooling required for the replacement of AHU-1 and CU-1 being completed on a separate contract? Could the FAA provide an approximate timeline or schedule of that replacement so we can better estimate the duration of the temporary cooling will be required?

FAA Response: AHU-1 and CU-1 replacement timeframe is unknown at this point. The contractor for the major improvement project is not responsible for temporary cooling for the AHU-1 and CU-1 replacements. The major improvement contractor is only responsible for temporary cooling if his or her work will cause loss of heating, ventilation, or air conditioning.

This rule applies to all indoor areas, not just occupied spaces.

24. Is the FAA expecting a large unit capable of cooling all spaces? Or can smaller portable type units be installed in each office to provide comfort cooling? If yes, will only the occupied spaces require cooling?

FAA Response: Large temporary units hooking up to building ductwork are acceptable. Small, portable “spot coolers” are also acceptable.

FOURTH: Proposal due date is hereby extended to August 24, 2020 at 1700 CST.

FIFTH: All other terms and conditions remain unchanged.
