#12. Collective Bargaining Agreement for

Janitorial Service at Leesburg

All other Terms and Conditions Remain the Same.

Period of Performance: 08/01/2020 to 07/31/2021

Due to the COVID 19 National Emergency, the Government cannot guarantee proposals submitted via Certified Mail will be received by the Contracting Officer.

Therefore, all proposals must be submitted in digital (electronic) format via email.

The following copy of AMS Provision 3.2.2.3-20 replaces what was included in the original

SIR.

3.2.2.3-20 OFFERS (JAN 2018)

(a) The offeror (you) must submit responses to this SIR by the following means: email. Your offer must arrive at the place and by the time specified in the SIR.

(b) Such offers must refer to this SIR and include, as applicable, the item or sub-items, quantities, unit prices, time and place of delivery, all representations and other information required and a statement specifying the extent of your agreement with all the FAA's (we) terms, conditions, and provisions.

(c) We may decline to consider offers that do not include required information, or that reject any of the terms, conditions and provisions of the SIR.

(e) We will not be responsible for any failure attributable to transmitting or receiving the offer, unless it falls under section (a) of AMS provision 3.2.2.3-14 "Late Submissions, Modifications, and Withdrawals of Submittals".

The following information is hereby incorporated into the SIR:

As a result of the Coronavirus (COVID-19), effective immediately all janitorial services must be completed in accordance with the Centers for Disease Control and

Prevention (CDC) cleaning and disinfection recommendations. The link for the

CDC recommendations is as follows: https://www.cdc.gov/coronavirus/2019-ncov/community/organizations/cleaning-disinfection.html

Services must be completed in accordance with the CDC guidelines until the FAA

Contracting Officer rescinds the direction. If the CDC cleaning recommendations result in additional cost, a request for equitable adjustment can be submitted to the

CO in accordance with the terms and conditions of the contract.

The FAA is providing clarification on the direction sent on March 13, 2020. The guidance on the CDC website referenced below is only for “Facilities with a suspected or confirmed COVID-19 case. Any request for additional cleanings

(specialized) outside the normal scope of our janitorial contracts and CDC guidelines would require coordination with the Contracting Officer.
