Questions & Answers

697DCK‐21‐R‐00048

1. The SIR solicitation number is listed as 697DCK‐20‐R‐00048 on some correspondence and as 697DCK‐21‐R‐00048 on the correspondence and on the solicitation document. Is the correct number 697DCK‐21‐R‐00048?

‐ The correct solicitation number is 697DCK‐21‐R‐00048.

2. Stated: Section B – 00004 Unscheduled Maintenance Services, Emergency Hours, Friday – Monday plus Federal Holidays 6:00 pm – 6:00 am. Should the Emergency Services be provided for 24 hours during the weekends and holidays?

‐ Yes. The Emergency Hours’ time starts on Friday at 6:00 pm and ends on Monday at 6:00 am, plus Federal Holidays.

3. 3.2.2.3‐20 OFFERS (JAN 2018)

(a) The offeror (you) must submit responses to this SIR by the following electronic means via email to jennifer.j.davis@faa.gov. Your offer must arrive at the place and by the time specified in the SIR.

SA18 PROPOSAL CONTENT

Submission of Offer. An Offeror shall submit an offer which shall include the following:

Proposal (Provide 1 copy).jennifer.j.davis@faa.gov. Your offer must arrive at the place and by the time specified in the SIR.

Is the offeror to submit the proposal both via email and provide a hard copy?

‐ Email only.

4. For Past Performance References, are task orders on IDIQ or SATOC contracts considered as individual contracts or does the IDIQ count as a single contract in its entirety?

‐ An IDIQ is the contract. A Task Order is issued against an IDIQ so it is not considered a contract.

I am not familiar with SATOCs.

5. Are all Past Performance References required to be from the Prime contractor or if subcontractors or teaming partners are proposed can a portion (i.e. 1 of 3) be provided by the sub or teaming partner?

‐ The Past Performance References need to be for the Prime Contractor but additional ones for the subcontractors or teaming partners may be included.

6. Can you provide number of FTE currently supporting FAA at this facility due to increased COVID requirements?

‐ This information cannot be provided.

7. Interior and Exterior Windows. The solicitation states the Contractor shall clean the interior and exterior of window surfaces so that after cleaning the windows are free of any film, dirt, smudges, water and other foreign matter. All water and other foreign matter shall be removed from frames, casings, sills, and glass. We contacted a window cleaning company that has stated in their quote that the exterior windows at the TOC have “Hard Water Stains” that are difficult to remove and the company cannot guarantee all foreign matter can be removed as stated in the solicitation. This is above normal window washing tasks and is quite expensive. Is the contractor to quote a price for “normal window washing” or does the government require the contractor to price window washing to remove the hard water stains?

‐ Please quote normal window washing.

8. Is it correct the Seasonal Services and Landscaping along with Snow Removal Services were not part of the previous contract and are being added to this contract?

‐ Correct

9. What are the electrical testing requirements for the Technical Operations Center?

‐ See Section 023 Maintenance Tasks for electrical testing and frequency requirements for equipment located at the TOC.

10. Are there any special filter requirements for the air handler units?

‐ This information is unknown at this time.

11. What are the number of fire extinguishers within the Technical Operations Center?

12. The Solicitation states that the contractor is required to submit the names of the proposed subcontractors for approval. Are all subcontractors currently providing services at the TOC approved? If so, can the FAA provide the names of the companies currently providing subcontracting services at the Technical Operations Center?

‐ The names of the companies currently providing subcontracting services cannot be provided.

Any subcontracting work must be approved prior to the FAA allowing the work to proceed.

13. What are the certifications, licenses and minimum experience requirements of the HVAC

Mechanic?

‐ All tradesmen performing work at the TOC should be licensed and bonded in the State of

Colorado.

14. What examples of materials (other than carpet and ceiling tiles) and equipment that the contractor will be allowed to store within the Technical Operations Center? What examples of materials and equipment that would require outside storage other than hazardous materials, grounds maintenance equipment and gas powered equipment?

‐ The contractor can store any reasonable material/equipment needed to complete required maintenance tasks at the TOC as required by the contract.

15. What is the name of the Building Automation System?

16. Is there an emergency generator installed at the Technical Operations Center? If so, please provide manufacturer, model and serial number.

17. Please provide an Equipment List for the Technical Operations Center.

‐ From Section 003: TOC Equipment and Systems: (Includes but is not limited to the following) o Air Conditioning Equipment and Systems o Air Handling/Distribution Equipment and Systems o Building Entry and Door Systems o Domestic Water Equipment and Systems o Electrical Equipment, Lighting and Switch Gear Systems o Elevator Equipment and Systems o Fire Protection Equipment and Systems o HVAC System Controls and Monitoring Equipment o Sanitary Sewage Equipment and Systems o Storm Drainage Equipment and Systems o Underground Irrigation System o Underground Utility Systems o Warehouse Roll up Door

18. What are the two (2) clouded areas in the overhead photo on the last page of Section 028?

‐ Please see the updated picture attached to Amendment 0002.

19. What is the current monthly or annual contract amount?

‐ The current contract was awarded in FY2015 with a total estimated value of $2,151,718.00

20. In Section 028 (Seasonal Property Services) of the Solicitation under Grounds Care, Parking Lot, and Fence Line, it states that “parking stops will be checked for placement/alignment/anchoring and replaced semiannually”. Are all parking stops required to be replaced semiannually, or only ones that are damaged?

‐ Damaged only

21. The Solicitation states that all questions or comments must be submitted no later than Monday, December 28, 2020 and all questions will be responded to by Thursday, December 31, 2020.

Since all proposals are due the following Monday, January 4, 2021 at 12:00 pm CST, will the FAA provide additional time for the contractor to include the responses to the contractor’s comments within their proposal?

‐ Proposals are due on 01/11/2021 by 12:00 noon CT. No extensions will be granted or changes will be made to the Proposal Due Date.
