Answers to Vendor Questions (Answers in Blue)
1. According to document titled “SOW ZSU CERAP Janitorial – Attachment”, section 6-Supervision, it states that Supervisor is required to direct and supervise all work. We would like clarification if it is required a Supervisor for each one of the offices in which Custodial services are required (i.e. FAA ZSU CERAP Facility, Isla Grande (SIG) and San Juan (SJU) Air Traffic Control Towers).
The ZSU CERAP requires a supervision presence due to the complexity and size of the facility. The others facilities require supervision but not dedicated as the ZSU CERAP. It is contractor’s determination the amount of supervision time required for the other facilities. However, they must have some supervision to ensure employees work compliance.
2. According to document titled “SOW ZSU CERAP Janitorial – Attachment”, section 8-Areas, it does not include the square feet measurement per each area. Can the government provide a list of the square feet of the areas to be serviced?
Below, information requested by facility:
ZSU CERAP
Carpet Area 11,375 s/f Tiles Area 25,585 s/f Toilets 11 each Sinks 11 each Urinals 5 each Mirrors 9 each Windows 38 each

| 4. | Can the government please provide the approximate quantity of occupants per building? |
Approximate quantity of occupants per facility:
ZSU CERAP, 75 employees during regular duty hours.
SJU ATCT, 15 employees during regular duty hours.
SIG ATCT, 5 employees during regular duty hours.
5. According to document titled “PR NAVAIDS GROUNDS MAINTENANCE Attachment #2” it is required to spread weed control around the equipment buildings and antenna. We would like to know if this also includes the road leading to the buildings/antennas.
We are not requiring to spread any weed control chemical to the access roads because some of those roads are close to wet lands. However, they must use a mechanical approach to service it.
| 6. | Please confirm if periods of performance stated on the on the schedule of supplies in the Standard Form 33 are accurate. Most of the items have atypical PoP (11 months, 4 months, etc.) and some are not consecutive between years. | |
| The sites have staggered start dates- they are accurate as listed. | ||
| 7. | Please provide information on incumbent contractor or contractors and current award amount(s). |
This is considered a new requirement.
8. Do we submit proposals to you through this email or should we send them physically to a mailing address?

12. Supervision:
In reference to Attachment 1 Specification for Janitorial CERAP, Isla Grande, SJU ATCT The contractor will provide the services of a competent and experienced Supervisor… The Supervisor shall be on the job during the day shift 7:00am to 4:00pm.
Does the government will need a supervision during that time period on each facility of this contract? One per CERAP one per SJU ATCT and one for Isla Grande or does the same supervisor can cover all 3 facilities during the day?
The ZSU CERAP requires a supervision presence due to the complexity and size of the facility. The others facilities require supervision but not dedicated as the ZSU CERAP. It is contractor’s determination the amount of supervision time required for the other facilities. However, they must have some supervision to ensure employees work compliance.
13. Areas The contractor will have on the premises at least one employee during the hours of 6:00am to 3:00 pm.
Does the government want at least one employee per facility (one in SJU ATCT one in CERAP on in Isla Grande) during that time frame?
The contractor should have at least one employee during the requested time frame for the ZSU CERAP facility or as many it requires to perform all the daily task required in the service in addition to the supervisor. For the SJU ATCT and Isla Grande ATCT a specific time frame or specific amount of employees is not required. However, the contractor must inform what will be the approach, work schedule and amount of employees proposed to perform the service as per SOW.

This service is performed during the night time from 10:00PM through 5:00AM.
15. Wage Determination:
During the Site Visit, some contractors had the doubt of whether the implement of the Wage Determination as well the health and welfare (fringe benefits) is a requirement for this contract, please advise.
The total cost per hour on the wage determination including fringe benefits is required.
16. In Reference to PR NAVAIDS Grounds Maintenance
SJU VOR
The access road for this facility has parts with grass on each side, however the specs do not mention anything of mowing that area, only trimming the bushes to avoid vehicles damages. Please Advise.
SJU VOR: This area is surrounded by wild wetlands we just need to keep the access road clear for the vehicle transit.
17. SJU ASR
There is an access road to this facility, however the specs do not contemplate maintenance to that area. Please Advise.
SJU ASR: Yes, it should be considered. The grass area mentioned to be mowed is over that area mostly because the grounds are all gravel.
18. MAZ VOR
The access road to this facility is not contemplated within the spec of this contract. Please Advise.
MAZ VOR: The road access is maintained by the airport administration. Therefore, is not required.
19. Pricing On the Solicitation/Contract/Order for Commercial Items there’s an area to provide the price for each section of this contract. On the item 00005 Puerto Rico NAVAIDS ground maintenance service (multi sites) the form only contemplate monthly price, however all the facilities have different frequency; for example some facilities are to be done on a monthly basis, other bi-month and other quarterly, please advice if the government want us to add the prices by year and then divided them by month despite the frequency of the facility or should we prepare a price list for facility by service?
Please provide pricing for all line items on a monthly basis. A separate pricing sheet may be included in the proposal which breaks down costs by service frequency.
20. Dumpster Does the government will provide a Dumpster for the use of the contractor on any of the facilities?
The government will not provide a dumpster. It is contractor’s responsibility to remove and proper disposition of all trash and debris from the facilities the same day the service is performed.
