Questions and Answers Solicitation #: 697DCK-18-R-00013

Replacement and Re-cabling of Communication Towers at Jacksonville, Florida Original Posted on FAACO, October 26, 2017

1Q. There were no drawings posted on FAA website. Can the FAA provide the tower installation drawings?

1A. The drawings included in the set of plans are for information only. All bids shall be based off of the following drawings for the sites. Foundations shall be installed based on the following drawings.

- JAXG RTR

o (1) 40’ Comm structures tower (see attached drawings)

These tower drawings say Vero Beach but they are intended for the JAXH and JAXG sites.

o (3) 40’ Nxgen towers (see attached drawings)

- JAXH RTR

o (4) Comm structures towers. (see attached drawings) These tower drawings say Vero Beach but they are intended for the

JAXH and JAXG sites.

- JAX RCAG –

o (2) 80’ Nxgen towers (see attached drawings)

2Q. For the “G” and “H” Sites: The “C” drawings indicate the conduits enter the buildings at a 45 degree angle. Drawing E005 for both sites shows 2 boxes mounted on the exterior of the buildings with a conduit stubbed out of the back of the box through the wall to the building interior. Which is correct?

2A. The conduits shall enter the building at a 45 degree angle as shown on drawing C004 of drawing sets for JAXG and JAXH.

3Q. Drawing E005 for the “G” shows new cable tray while the “H” Site Drawing E005 shows the cable tray but is not labeled as new. Is new cable tray required at both locations?

3A. The FAA will furnish and install all cable tray.

4Q. Using the provided drawings, will exact surveys be necessary or will accurate tape measure "pulls" suffice, to determine new tower locations?

4A. No licensed surveyor is required. All measurements will be witnessed, and double checked by the FAA’s COTR on site to confirm all towers will be 80’ apart (face to face).

5Q. After having reviewed the new drawings, the only change noticed was Drawing # 1507879- E004 to E005. The Drawing list on Drawing # 1507879-G001 still does not match the provided drawings. Please clarify or confirm drawings and labelling are accurate.

5A. Please see amended JAXG-D-1507879-G001. All drawing changes are indicated by the date listed on the G001 drawing of each set.

6Q. There should be shop drawings that show how the towers need to be assembled, Per mfg and I understand there are multiple towers from different vendors. We cannot assume they will all take the same amount of time. The various tower shop drawings for the tower installations could not be located. Can you please provide?

6A. See attached drawings from question 1A

7Q. Are there duplicate items listed on the pricing sheet?

7A. CLINS were revised

8Q. Specifications indicate that “Water removal from excavations shall be conveyed to approved collecting or runoff areas.” Can drawings be provided to indicate these collecting or run off areas?

8A. Contractor is responsible for coordinating this location with the Jacksonville Airport.

9Q. Confirm if it is the responsibility of the FAA or the contractor to dispose of the old towers.

9A. The contractor is responsible for disposing of “replaced” towers.

o JAX RCAG – (2) 80’ guyed towers o JAXG RTR – (2) 70’ guyed towers o JAXH RTR – (3) 70’ guyed towers

10Q. Confirm the responsibility of the contractor regarding the old tower foundations.

10A. The contractor shall cut all towers flush with the foundation, the foundation shall remain.

The existing conduits shall be cut flush with the foundation and filled with grout. The Guy wire anchors shall be removed to 18” below grade for all sites.

11Q. New towers per the BOM do not match the number of towers in the SOW. Please confirm or clarify.

11A.

o JAX RCAG – Replace (2) 80’ guyed towers with (2) 80’ towers o JAXF RTR – Re-cable (3) 40’ towers o JAXG RTR – Replace (2) 70’ guyed towers with (4) 40’ towers o JAXH RTR – Replace (3) 70’ guyed towers with (4) 40’ towers.

12Q. Will the contractor be able to store a work trailer in the airport or will the only contractor tool storage be at the "RCAG" site, approximately 1 mile off airport property?

12A. All storage of materials on airport will have to be coordinated with airport operations at the Jacksonville airport.

13Q. Does the FAA anticipate only one demobilization for the entire project? 1) building all the towers in one mobilization. (2 demobilize. 3) Remobilize, remove all the towers & finish be a feasible scenario?

13A. That is correct. The FAA requires 3 weeks of “cut-over” once new towers are installed at a site. If all of the sites are completed in sequence, it is possible to have only (1) demobilization due to FAA cut-over.

14Q. In review of the amendment #0001, should offerors replace pages 2-9 of the amendment and put into the RFO or just change the verbiage?

14A. Offerors should use the most current information/formats when submitting proposal. The cut & paste method or other methods should be acceptable as long as required and/or pertinent data is clearly presented. Offerors are also required to demonstrate their acknowledgement of having received/reviewed the solicitation document and all amendments.

15Q. May I get a list of the attendees to the site visit (pre-bid meeting) that took place on 11/07/17?

15A. We are able to share only company names that were represented at site visit. Basic award information may be provided/shared after award. The following companies were represented at the scheduled site visit:

Steve Lemay, LLC; Peak Power Services; Mainstream IP Solutions; Tilson Tech; Quecom;

PTS-Towers; JRJ Inc.; KOBO Utility; NXGN; GSC Fed Services

16Q. Is this project considered tax exempt?

16A. Federal agencies including the FAA are qualified for tax exemptions. Businesses are required to understand the process and procedures.

17Q. The specifications indicate 65 calendar days (each set of specs) and the RFO says 180 calendar days. Please confirm or clarify.

17A. The 180 calendar days for period of performance (POP) are in consideration that the multiple projects may be performed simultaneously (overlapping) in order to maximize resources. However, contractors’ questions and feedback may be used to adjust consideration/requirements for an attainable successful outcome. Offerors are expected to provide/indicate their realistic capabilities (including POP) in this proposal.

18Q. Due to changes in drawings and need for clarifications, can the response date be extended to allow adequate time to submit a complete and accurate offer?

18A. Solicitation Amendment #0002 extends the response due date from November 28, 2017 to December 5, 2017, 5:00 p.m. EDT.

19Q. Clause 3.2.2.3-22 mentioned in Section L was not included in the solicitation package. Is this a typo, or would the government please provide the section 3.2.2.3-22’?

19A. Clause 3.2.2.3-22 incorporated in solicitation amendment #0002, Section L.

20Q. Is the FAA working with an outside designer for this project and if you have the site location/address?

20A. The project was designed completely by FAA engineer. No outside designers were utilized. There are four (4) sites total which have different locations, Sheet C001 of each drawing set describes the location.
