About this file

This is a Questions and Answers (Q&A) document for federal contract 6973GH-26-R-00147, a building refurbishment project at the HTI ARSR facility in Hutchinson, Kansas.

The document addresses six inquiries from contractors who attended the site visit. Key clarifications include: sales tax exemption letters may be requested but are not universally accepted by all states; the old tower demolition schedule is not yet determined, and electrical routing should not pass through that area but instead follow drawing sheet C001 for new trench routing to be field-verified prior to trenching; painting is required only on metal building panels from the catwalk and below, not the catwalk itself; new metal siding is required only where vents are removed to seal the openings, despite initial confusion about paint-only requirements; "burglar proof glass" refers to metal bars or grills mounted outside new non-operable windows, not ballistic glass; and the document does not address whether an addendum will be posted with the sign-in sheet. Six contractors attended the site visit: CMP Commercial Construction, American Legacy Construction, J&J Painting, Source One Construction, Atlas Electric LLC, and Commerce Construction.

Bldg Refurb Hutchinson, KS HTI ARSR

RFIs

1.) Will this project be tax exempt?

A sales tax exemption letter may be requested; however, not all states accept the letter.

2.) When will the demo of the structure of the old tower take place? Should we route new electrical through this area around it?

At this moment we do not have a schedule on when that old tower will be demolished.

No, you should not route through it. Refer to drawing sheet C001 on the new trench routing proposition (to be field verified prior to trenching).

3.) Do we need to paint the catwalk as well or just everything from catwalk and below?

No, just the metal panels of the building from catwalk and below.

4.) 4.1 calls for new siding, but at the visit we were told paint only.

New sidings are required where a vent is removed. Corresponding metal sidings to a removed abandoned vent will be replaced with new to seal the opening.

5.) 3.3 calls for “burglar proof glass”, is the requirement for ballistic glass, because regular

Can glass be broken?

Burglar proof in this context is referring to metal bars or grills metal barrier mounted outside of new non-operable windows. Ballistic glass is not required.

6.) Do you know if there will be an addendum posted with the sign in sheet?

File details come from the government source that posted it. Updated .
