What processes do you outsource, if any, to a third party? There are many government contracts. The SOW applies only to work performed on the MMAC and at the Thomas Road Warehouse.
Does shift work occur at your facility? If yes, what are the shift times? If shift work is limited to specific work areas, state the work areas by name. There are a minimal number of employees who work the night shift. However, this shift overlaps with the day shift and allows concurrent auditing.
What legal obligations and other US government regulations specifically apply to ISO 14001 and ISO 45001 beyond the requirements stated in these standards (e.g., EPA, OSHA, FAA Regulations, etc.). We are seeking a list of these requirements and not the actual requirements themselves.DOT regulations, State regulations and permits, City regulations and permits.
Has your organization relied on a consultant or consulting firm to establish and/or maintain this management system? If yes, who or which firm by name? [See ISO 17021 Section 9.1(e)]Yes, Intertek Testing Services NA, Inc.
How many MAJOR nonconformances have been cited by the previous Certification Body (CB) in the past three years for each standard? There have been no Major nonconformances in the past 3 years.
How many OSHA reportable events related to safety accidents have been reported in the past 3 years?2023 – 19, 2024 – 21, 2025-17
How many adverse environmental events (spills, etc.) requiring reporting to the EPA or a state agency have been reported in the past 3 years? There have been no environmental events requiring reporting to the EPA or a state agency in the past 3 years.
The term “Registrar” is no longer used in our industry. ISO 17021 governs certification activities. This standard refers to organizations certifying organizations to management system standards as “Certification Bodies (CB)”. Since there are CB’s with the name “Registrar” in their company name, it is prejudicial and limits fair and open competition to utilize this outdated term. The technical evaluation team will treat the terms 'Registrar' and 'Certification Body' the same. No preferential treatment will be afforded to a company whose name includes the term “Registrar.”
State whether the organization has in its possession the previous 3 years of audit reports (yes or no).Yes
State whether the organization has in its possession the previous 3 years of corrective actions issued by the CB (yes or no).Yes
State whether the organization has all previously issued ISO 14001 and ISO 45001 certificates in its possession (yes or no).Yes
State whether the organization has ever had a lapse in certification (yes or no). If yes, state how many times and during what year(s).No
Section 4.0 Contractor Qualifications is not clear. The requirement as stated is “The Contractor must be accredited by the ANSI-ASQ National Accreditation Board (ANAB) (or equivalent) and be authorized to provide third-party certification and auditing services. The Contractor must provide current ISO certification(s) to demonstrate board accreditation.” The term “equivalency” is not defined. The use of ANAB is prejudicial and limits fair and open competition. The correct wording should be “The Offeror shall be accredited to ISO 17021 by an Accreditation Body (AB) which is a member of the International Accreditation Forum (IAF) with a scope of membership that includes management system certification. The scope of accreditation shall include ISO 14001 and ISO 45001. A copy of the Offeror’s Certificate of Accreditation shall be provided with any Technical Proposal.”The Government will determine equivalency. The term “or equivalent” allows for the inclusion of other accreditation bodies whose functions are similar to those of ANAB.
Provide copies of the current ISO 14001 and ISO 45001 certificates. These certificates are public documents and must be reviewed in accordance with Accreditation criteria at the time of bidding. Please do not respond that these certificates will be provided post award.Copies of the current ISO 14001 and ISO 45001 certificates have been attached.
