About this file

This document is an Amendment of Solicitation/Modification of Contract for Request for Quote (RFQ) No. 6973GH-25-R-00195 issued by the FAA Aeronautical Center Logistics Center. The amendment makes three key changes: first, it extends the RFQ due date to 22 August 2025 at 12:00 PM Alaska Time; second, it corrects a clerical error in the evaluation criteria by changing "Commercial Lighting" to "Commercial Painting" in Volume I: Factor 2; and third, all other terms and conditions remain unchanged.

The evaluation criteria specify that proposals will be evaluated based on two factors: Price Proposal and Past Performance. For Past Performance, offerors must submit at least two commercial painting projects valued at or above $100,000, completed within the last three years with a minimum "Satisfactory" rating. The FAA will evaluate price proposals for reasonableness, reserving the right to compare proposed prices against the Independent Government Cost Estimate, market prices, and prior prices for similar items. Offerors must receive "Acceptable" ratings in every category to be considered for award.

Section M - Evaluation Factors for Award was revised as follows.

Clause List was revised as follows.

M.1 INFORMATION AND CONSIDERATIONS AFFECTING VENDOR SUBMISSIONS

All Offerors will be screened to determine if they are in compliance with the Section L of this Screening Information Request (SIR). The FAA reserves the right to reject, as nonresponsive, any submitted offer and eliminate it from consideration if these instructions are not followed or if the Offeror does not clearly demonstrate understanding of the requirements of the SIR. Additional information may be requested from Offerors. The information may clarify, correct, or supplement but not change the offer as submitted.

M.2 EVALUATION FACTORS

Proposals will be evaluated based on the adjectival ratings listed below. An Offeror must receive Acceptable ratings in every rating category in order to be held in consideration for award.

The criteria is as follows:

VOLUME I: FACTOR 1 - PRICE PROPOSAL

Price Proposals will not be scored or rated.

The Offeror’s Price is Firm Fixed Price the offeror proposes for the complete work scope.

The FAA will evaluate proposals for reasonableness in accordance with AMS Policy Section 3.2.3.2 and AMS Procurement Guidance Section T3.2.3. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. When determining price reasonableness, the Government reserves the right to compare the Offeror’s proposed prices to the Independent Government Cost Estimate, to published catalog or market prices, to prior prices paid for the same or similar items and services, or as compared to any other sources.

The FAA reserves the right to perform price realism in accordance with AMS T.3.2.3(A)(1). The FAA reserves the right to conduct cost analysis if necessary to ensure a fair and reasonable price and to support the price realism analysis.

The FAA at its sole discretion may require additional information to conduct this cost and price analysis or reject proposals lacking completeness or consistency.
