About this file

This Statement of Work (SOW) details the installation of a new Remote Video Surveillance System (RVSS) for the U.S. Customs and Border Protection in the Del Rio Sector, Texas. The project involves a two-phase approach: Phase I focuses on pre-deployment site preparation, including hand trenching, conduit installation, and concrete pad construction at a T-Mobile tower site (coordinates 28.83849° N 100.31566° W). Phase II encompasses the deployment and final installation of government-furnished equipment, including two camera suites, one camera suite mounting platform, microwave link establishment, and comprehensive system integration.

The contractor will be responsible for installing specific equipment such as a Cambium PTP45700 microwave system, Quickset QPT 90 pan/tilt units, IR cameras, and associated networking components. Detailed technical requirements include precise cable routing, equipment mounting, grounding, and configuration tasks. The project is anticipated to last approximately five weeks (including concrete curing time), with the contractor required to provide comprehensive documentation including test reports, equipment lists, images, and an Integrated Master Schedule. The work must adhere to FAA Lightning Grounding and Bonding Shielding specifications and OSHA safety regulations.

1.2. Scope of Work

The contractor will provide technical services (Set-Up, Mobilization, Demobilization, Materials, and Equipment) with the following specifications. The Government will provide the list of materials as Attachment #1 to support the installation of the equipment as Government Furnished Equipment (GFE), Attachment #2 for the Site Drawings and Attachment #3 for the Pad Location; the contractor will provide any additional items required to provide labor services and related materials to complete 2 separate phases:

Phase I: Pre-Deployment Site Preparation (Minimum 3 Weeks prior to Deployment)

This phase shall include:

• Trenching Requirements

• Conduit for ground work

• Concrete Pad construction

• Material Handling and Site Clean-up;

Upon completion of Phase I and after the concrete pad has cured for a minimum of three

(3) weeks, the Contractor shall proceed to Phase II.

Phase II: Deployment and Final Installation

This phase shall include:

• Installation of GFE of RVSS equipment/camera suites

• Electrical tie-ins

• microwave alignment and verification

• Display results at the Eagle Pass North Station Command and Control Center

• Final Site Clean-up and turnover

The scope of this effort involves the hand trenching pad and electrical, installation of two

(2) camera suites, one (1) camera suite mounting platform, establishing one (1) microwave link, anchor shelter to the pad, and connecting electrical services to the shelter.

1.3. Objectives

The contractor will provide all necessary tools, equipment, and labor required for successful installation, testing and integration of the RVSS-O Camera suite and control system. This will include the installation of government-furnished equipment, including Electro-Optical (EO) and Infrared (IR) camera, and microwave on an existing T-Mobile self-supporting tower (SST) in the Del Rio Sector of Texas. This project involves the manual excavation of trenches to facilitate the installation of electrical conduit from the existing electrical power grid to the designated shelter pad site. No heavy equipment is permitted; all trenching must be performed by hand or other non-invasive tools.

Trenching Requirements

• Hand trench from the existing electrical power grid to the shelter pad site, approximately eighty feet (80’) in length, depths are reflected in attached drawings.

• Hand trench within the shelter pad site as required for electrical PVC conduit installation, approximately one hundred feet (100’) in length, will be at a minimum depth of eighteen inches (18”).

• Hand trenched pad site shall be ten feet (10’) by fifteen feet (15’) and made of concrete and rebar. Pad shall support a shelter with an approximate weight of seventeen thousand pounds (17,000 lbs).

• Trench dimensions to comply with project specifications and National Electrical Code (NEC) requirements.

Material Handling & Installation

• Ensure trenches are properly aligned and at the required depth, greater than or equal to eighteen inches (18”).

• Rebar

• Concrete

• Maintain a clean work area, with excavated materials managed appropriately.

• Shelter needs to be anchored to foundation.

Site Conditions & Restrictions:

• Heavy equipment is strictly prohibited; only manual trenching tools may be used.

• Work must be performed in accordance with safety regulations and environmental requirements.

• Ensure all zip ties are properly terminated to prevent injury per manufacturer installation guidelines. Contractor must adhere to OSHA statutes on the prevention of punctures/lacerations.

o OSHA 1926.451(e)(4)(iv) Stair rail systems and handrails shall be surfaced to prevent injury to employees from punctures or lacerations and to prevent snagging of clothing.

o OSHA 1926.502(d)(21) Personal fall arrest systems shall be inspected prior to each use for wear, damage, and other deterioration, and defective components shall be removed from service.

Backfilling & Restoration:

• Upon conduit installation, backfill trenches using excavated soil.

• Restore the site to its original condition, ensuring proper compaction and surface leveling.

The contractor will work collaboratively with the FAALC Contracting Officer (CO) and Contracting Officer Representative (COR) and local CBP personnel in the Del Rio Sector to minimize system/component downtime and provide a detailed installation and testing schedule. The contractor will provide all necessary tools, equipment, and labor required for the successful installation and testing of equipment.

After successful completion of the installation, the contractor will provide system configuration data, test data, and documentation of CBP barcodes, manufacturer serial numbers, and locations (including images of equipment removed and installed) for the new surveillance system and equipment removed.
