About this file

The file is a Questions and Answers (Q&A) document for a federal contract opportunity for electrical switchgear replacement at the FAA Mike Monroney Aeronautical Center in Oklahoma City. The solicitation (No. 6973GH-25-R-00160) is a 100% small business set-aside with an estimated price range between $1,000,000 and $5,000,000. Key requirements include a mandatory pre-proposal site visit on July 2, 2025, with only two representatives per company allowed, and proposals will only be considered from companies that attended and signed in at the site visit.

The Q&A document provides detailed technical guidance for the switchgear replacement project, including specific requirements for conduit installation, testing protocols, commissioning, training, site access, and equipment handling. Critical project details include manufacturer startup, pre-functional testing, arc flash analysis provision, temporary power arrangements, and equipment disposal responsibilities. The proposal due date was extended to August 15, 2025, by 3 p.m. Central Time, with the contracting officer being Neil Amaral from the Federal Aviation Administration Franchise Acquisition Services. Contractors must coordinate closely with government representatives for site access, utility locates, staging, and potential performance period extensions.

Sheet1

No.QUESTIONSANSWERS
When replacing existing equipment, is it acceptable to transition from the existing rigid galvanized conduit to steel flexible conduit (maximum length of 6 feet) for the final connection to the new equipment? No. Not acceptable. Conduits shall be terminated at equipment manufacturer recommended conduit termination area.
Sheet E-101, Note L under Phase II states to "test cables." Please confirm if the intent is to perform insulation resistance testing (MEGGER testing) on the cables.Yes. Reference spec section 260519, paragraph 3.04.
Is the General Contractor required to provide a job site trailer for on-site project management during construction? Is a separate job site trailer required to accommodate Government personnel, or will Government representatives utilize shared space or visit the site as needed?Government could provide a space near the job site if contractor wishes to have a job site trailer. No job site trailer is required for government personnel.
Please confirm testing and commissioning requirements for the new switchgear:See responses to 4a-4c
aIs manufacturer startup sufficient, or is third-party or formal commissioning required?Manufacturer startup is adequate.
bWill the FAA require pre-functional testing and/or witness testing?Yes. Pre-functional testing and/or witness testing at job site will be required.
cAre specific test standards (e.g., NETA ATS, NFPA 70B) required for final acceptance?Yes, Reference part 3 of spec section 260519.
Section 017900 outlines training requirements. Please confirm if training must occur after commissioning is complete and if it must include live system demonstration of the new switchgear.Yes. Training after the commissioning is complete and training the maintenance personnel after the equipment are energized without removing protective covers.
Can the work area be isolated for construction, or will pedestrian/employee access need to be maintained during work hours?Yes, the work area where the general public will be exposed need to be isolated. There shall be no obstruction at employees/students usual work place.
Does MMAC require escorts for badged or unbadged personnel entering electrical or mechanical rooms?Typically, badged folks don’t need an escort and unbadged folks do need an escort. Note, the COR & CO can work with the awardee to ensure proper badging for contractor personnel.
Will any MMAC-furnished utility locates or as-builts be provided prior to excavation or trenching?Contractor shall provide and coordinate the utility locate work (if any). Government could provide the available as-builts prior to start of work.
Will the FAA provide existing load data or arc flash analysis for the existing switchgear?Yes. See the attached file labeled as "Arc Flash Analysis QA 09."
Can we perform a power outage on weekends or after hours, or must outages occur during standard hours?Reference "temporary power and outage notes" on sheet E-101.
Is use of a crane or lift required for gear removal/installation, and are there any FAA-specific restrictions (e.g., wind limits, overhead clearance, or flight path restrictions)?Use of crane/lifts is in contractor's discretion and equipment manufacturer recommendations. Contractor shall obtain crane permit for cranes taller than 27'.
Where can materials be staged, and are there restrictions on delivery hours?Government will provide an area for staging. The delivery date and time shall be coordinated with government.
Will the FAA take ownership of the salvaged copper bus or internal gear components, or is contractor disposal required?Contractor is responsible to dispose the "existing to be removed" equipment per "construction Waste Management and Disposal Spec".
Please confirm whether updated specifications for wire size and insulation type will be issued prior to bid. There will be no updates on specifications or wire sizes/insulation. However, there is a change to sheet E-101. See Revised sheet E-101.
Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?Separate individuals.
Are there any phasing requirements?Reference recommended phasing plan on sheet E-101
If the building remains occupied, how many people will be in the building? The building will operate as usual during normal business hours. The number of people in the building is irrelevant to the scope of this project.
Are there any specific temporary power requirements to maintain building operations during the switchgear replacement?Yes. Reference "temporary power and outage notes" on sheet E-101.
Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?Under certain verifiable conditions the period of performance (PoP) can be extended. It is not a guarantee. An extension will only be done if the request passes the scrutiny of an FAA Contracting Officer and is agreed upon by the requirement owner. If the request is not reasonable, the government will likely ask for consideration in exchange for a PoP extension.
Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions. No excavation or soil boring is required for this project.
Will the project require any penetrations, access, or modifications to the existing roofing system? If so, please confirm the roofing manufacturer and warranty holder to ensure compliance with existing system warranties. No
Please confirm whether any known asbestos-containing materials (ACM) or lead-based paint (LBP) are present in or around the areas of work for switchgear removal and installation. If present, please provide relevant documentation or survey reports. There should not be any ACM/LBP present in work area. If any is discovered, government will support removal of such materials.
If the new switchgear interfaces with the building automation or fire alarm system, please provide the contact information for the respective contractors. The main switchboard electrical metering system will interface with MMAC main monitoring system. Reference Keynote 6 on sheet E-600
Please provide the site visit attendee sign-in sheet. The government sees no reason and is not aware of any requirement to release this.
Please provide photos of the job site and existing conditions. No, there was a site visit and contractors had an opportunity to take photos.
Is this project tax exempt?Unlikely. Please consult with a tax professional regarding this question.
Will the FAA provide existing load data or arc flash analysis for the existing switchgear? Additionally, will the contractor be responsible for preparing a new arc flash study and equipment labeling as part of this project? If so, please confirm the required standards (e.g., NFPA 70E, IEEE 1584).Yes. See the attached. Reference note 21 on sheet E-001 for updating the study.
Beyond arc flash and commissioning, are any of the following tests or studies required as part of final acceptance: short-circuit study, coordination study, insulation resistance (megger), dielectric/hi-pot testing, IR scanning, or grounding verification? If so, please list required procedures and applicable standards (e.g., NETA ATS, NFPA 70B).Contractor is not responsible to perform short circuit/coordination study/Arc fault analysis.
