Updates/Revisions
Revision 1 (5/13/13): This revision modified the original report to exclude protective devices that failed the device evaluation from the arc flash analysis. This was to ensure that the arc flash analysis was based on a protective device that has a sufficient rating that would result in accurate trip times. Any device that had an inadequate interrupt rating was excluded from the arc flash analysis so that the next upstream device, if it was also not failing, was used to clear the fault for the arc flash analysis. In some cases, there were three failed devices in series which resulted in the maximum trip time of 2 seconds.
It should be noted that the arc flash table may still show the first upstream device (the one that failed the device evaluation), this is a result of the maximum 2 second trip time being reached and the program defaulting to the first upstream device for reporting purposes.
So even though the table shows the upstream device as the protective device, the 2 second trip time should be noted and the note code N21 will no longer be indicated next to the Category rating. For a complete list of devices that have an inadequate interrupt rating, please refer so Section 3.A of this report.

Executive Summary
This report presents the results of short circuit calculations, protective device coordination, and arc-flash hazard calculations at the major electrical buses in the FAA Oklahoma City – TPS facility. T he scope of the study is to verify the interrupting ratings of the equipment in the distribution system are adequate for the available short circuit current and to determine the settings for the breakers to achieve optimum coordination while minimizing the arc-flash category ratings of the equipment. All calculations were done using the PTW software package supplied by SKM Systems Analysis, Inc.
Two of the “Dangerous” hazards found in this facility were found at the first panel or disconnect directly downstream from the utility transformer. R ecommendations to reduce the arc-flash hazard ratings at these panels were not researched, due to the fact that this part of the system is being protected by utility owned equipment.
A large portion of the hazards in this building are the result of approximately thirty 480V/208V transformers. If possible, the instantaneous setting of the upstream protective device was adjusted to reduce the PPE requirements. However, a majority of the existing protective devices in this building are fixed thermal magnetic circuit breakers. These hazards could only be reduced by replacing the existing protective devices as outlined in Section 3.A. A lthough these recommendations may not be very cost effective, this is the only option Lewellyn Technology had available to reduce the arc-flash hazard ratings.
The following table provides a breakdown of the number of hazard risk categories that are available within the system. Lewellyn Technology will review all hazards Category 2 and above and attempt to provide a recommendation to reduce these hazards in Section 3. The complete list of all of the equipment hazard risk categories can be found in Section 7.
Table Hazard Risk Category Summary Hazard Risk Category Number of Busses % of System Category 0 132 38% Category 1 54 15% Category 2 21 6% Category 3 120 34% Category 4 21 6% “Dangerous” 3 < 1% Total: 351 100%
The equipment evaluation found that there was equipment within the system that does not have an adequate interrupting rating based on the calculated values found in the analysis. In addition there is also equipment within the system that has a marginal value, meaning that the calculated fault current is within 90% of the interrupting rating of the device. Section 3.C will list all of the failed devices with the calculated fault current for the given device.

1. Introduction
This report presents the results of short circuit calculations, protective device coordination, and arc-flash hazard calculations at the major electrical buses in the FAA Oklahoma City – TPS facility. The scope of the study is to verify the interrupting ratings of the equipment in the distribution system are adequate for the available short circuit current and to determine the settings for the breakers to achieve optimum coordination while minimizing the arc-flash category ratings of the equipment. All calculations were done using the PTW software package supplied by SKM Systems Analysis, Inc.
Section 2 of this report outlines the information used to generate the results of this report.
This section will outline any assumptions that had to be made about the utility data provided or of any of the devices used within the study. Sometimes the specific settings for the devices cannot be determined in the field due to location, worn labels, or because of a digital interface. In these instances Lewellyn Technology will assume settings for the purposes of the report and then direct the customer to verify the settings for these particular devices. This section will also outline any equipment which we were unable to collect data along with a brief description explaining the reason the data was not collected.
Section 3 of this report presents findings describing dangerous or disruptive conditions within the facility. Arc-flash hazards are calculated using the algorithms specified by IEEE Standard 1584. The calculated arc-flash hazards are compared to the criteria in NFPA Standard 70E, and hazards requiring personal protective equipment (PPE) greater than Category 1 are reported. Recommendations for correcting the findings reported are then presented for each hazard found within the system. The largest overcurrent protective devices are analyzed for system coordination, and any undesirable conditions are reported along with recommendations for correcting the situation. Each overcurrent protective device included in the facility model is evaluated for adequate short circuit interrupting capability. Devices having insufficient interrupting capability are a safety hazard and are reported. All recommendations presume the protective devices have been well and properly maintained to operate in accordance with the manufacturer’s specifications.
Section 4 contains tabulated input data for the utility, generators, transformers, motors, and conductors. T his information represents the data collected and utilized for the calculated results found within this report.
Section 5 presents a summary of the calculated fault currents at every major bus modeled in the computer program. The three-phase to ground and single-phase to ground currents are reported. These two currents typically bracket the other possible fault currents and represent the worst case scenario, and thus are sufficient for the analyses done for this report.
Section 6 presents the time-current coordination curves for the largest overcurrent protective devices, and the tabulated settings for those devices. The curves present a graphical representation of the device characteristics. The relative positions between and/or among the protective devices indicates the coordination. Coordination implies the protective device closest to the fault reacts first to isolate the faulted part of the system from the remainder of the system.
Section 7 presents the calculated arc-flash energies and PPE categories as found in the arc-flash analysis. C alculated NFPA 70E protection levels are also described in this section. Labels indicating the arc-flash hazard conditions as listed in Section 7 are being provided with this report.
Section 8 presents the single-line drawings of the plant electrical distribution system.
These drawings provide the graphical user interface to the computer program as well as a record of the system topology. The calculated available fault currents for major buses, cable data, transformer data, and overcurrent protective device data are shown on t he drawings included in this report. The same data is also shown on l arger drawings that included on the accompanying compact disc.
The Appendix presents the supplementary information provided by the owner. This information will include the utility data as provided by the utility for the facility and any supplementary information provided by the Customer for information requested by Lewellyn Technology at the time of data collection or during the preparation of the report.
The report is also provided with a CD that will include PDF versions of the report and single line drawings of the system. In addition the CD will include .dxf version of the drawings shown in the PDF and an Excel file containing the arc-flash table for the Customer’s use.
2. Utility, Assumptions & Comments
A. The utility data for this report was provided by the utility OG & E. A copy of this information can be seen in the Appendix. In addition to the utility feed, this building is equipped with a back-up generator. In the PPE table and in Section 3, ( S0) designates an incident energy that is higher during normal operation and (S1) designates an incident energy that is higher during emergency operation. The worst case scenario is used in the tables and for recommendations.
This utility data is current as of the writing of this report. Any future changes within the utility system could affect the arc-flash results presented herein. These changes can be done by the utility at any time and often are done without any knowledge to the owner unless the change directly affects the customer’s facility. Since these types of changes cannot be foreseen or predicted Lewellyn Technology is not responsible for any arc-flash ratings affected by utility system changes. This utility information along with the data collected onsite has been used to construct a model of the facility for the arc-flash analysis. In addition, the 2012 version of NFPA70E, 130.3 s tates that:
“The arc-flash hazard analysis shall be updated when a major modification or renovation takes place. It shall be reviewed periodically, not to exceed five years, to account for changes in the electrical distribution system that could affect the results of the arc-flash hazard analysis.”
B. In some cases, a portion of the information may not have been available for the following equipment. In these instances estimates were made based on engineering judgment and a knowledge of “typical” values:
i. CHILLER, on DRAWING 16 – The size of this motor could not be determined during the on-site data collection. The size was assumed to be 250 HP based on the amperage of the upstream protective device.
C. The following equipment contained multiple fuse models for one equipment load. Lewellyn Technology assumed one model of fuse for each load as the software does not allow modeling of separate fuse models per phase. It is important to note that with multiple fuse models the arc flash findings found herein may not be accurate as each arc flash level was determined by analyzing with one fuse model for the given load. Customer should replace the odd fuse with the one assumed below to ensure the accuracy of the labels provided for the equipment.
i. ELEVATOR 4 DSC FS, on Drawing 15, contains two 70A model ECS fuses and one 70A model FRS-R fuse. Assumed model ECS fuses for the purpose of this report.
D. Circuit breaker PNL 1E4A CB1, on DRAWING 7, is rated for operation at 240V and is being used in a panel that is rated for 480V. T he customer should consider replacing this breaker with a properly rated protective device.
E. There are a l arge number of protective devices that appear to have inadequate interrupting capacity in this building. L ewellyn Technology researched for series ratings for these protective devices but was unable to find any series ratings that apply to the failing devices in question. If the customer can provide series rating information for these protective devices, Lewellyn Technology can re-evaluate these devices at that time.
3. Findings & Recommendations
WARNING
The PPE requirements when working on the line side of main disconnects, bus work and cabling between main transformers and main disconnects, and the connections within main transformers are not affected by the recommendations made in this report. That part of the system is protected by devices on the primary side of the transformers that are normally owned and set by the utility.
The primary side of the main breaker or main equipment for the facility is dictated with a bus named “Line Side” in the description as seen on the single line drawings. The primary or line side of these devices will often be considered “Dangerous”, unless otherwise noted.
A. This section outlines the equipment within the system that has a category rating of
Category 2 or above. Immediately following is a recommendation to lower the category rating of the equipment if one exists. T hese recommendations will not negatively affect the coordination unless otherwise noted. Lewellyn Technology will attempt to lower the category ratings by adjusting breaker settings whenever possible;
however, adjusting the breaker settings is not always an option. In some cases Lewellyn Technology will recommend a f aster acting fuse to replace the current model of fuse being used. The customer should verify with the equipment manufacturer that the particular fuse recommendation is compatible with the equipment within which it is to be installed. It is also important to use the exact manufacturer and model of fuse as a similar fuse from another manufacturer may not have the same curve characteristics as the one indicated in the recommendation and could result in different category ratings than those outlined in this report.
In other cases, only a different characteristic curve type (different circuit breaker model) will change the category rating. T his may require a breaker with a f aster acting instantaneous trip or replacing the breaker with discrete LI or LSI functions.
In these instances Lewellyn Technology will try to select a b reaker from the same manufacturer as the other breakers in the equipment to illustrate that the category rating can be reduced with a breaker that has similar characteristics and settings to the one shown. Due to the vast number of equipment types, manufacturers, and model numbers Lewellyn Technology cannot guarantee that the particular breaker chosen will be compatible with the equipment. The customer should note that the actual level that can be achieved in the customer’s equipment will be dependent on w hat make and model of breaker(s) are compatible with that equipment and may not necessarily achieve a level as low as what was shown in the report example. It is the customer’s responsibility to consult their local equipment representative to determine what breakers are compatible with each piece of equipment.

Arc Flash Recommendations The TCC name after each recommendation in parenthesis, references either the TCC name that the recommended protective device can be seen in or an equivalent device with similar upstream and downstream devices.
1. Bus PNL 1N2AA (PNL 1N2AA MN CB LineSide), fed from XFMR T-32 on DRAWING 13, is considered “Dangerous” (S0).
Replace circuit breaker BUSWAY 2 1L CB with an electronic trip breaker having an LSI tripping unit and an interrupt rating greater than 42,950 amperes. Lewellyn Technology tried a 400A GE model FGN Record Plus electronic trip breaker with the following settings: LTPU "400", LTD "10", STPU "5X", STD "0.12", i2t "Out", and an instantaneous trip of "11X" (4,400 amperes). This circuit breaker has an interrupt rating of 65 kA. This change will reduce the arc-flash hazard at bus PNL 1N2AA (PNL 1N2AA MN CB LineSide) from “Dangerous” to a PPE requirement of Category 2.
Appropriate PPE must be worn when working on e nergized equipment.
Please note that this hazard could be reduced further by reducing the settings of the recommended breaker but will not allow for the in-rush current of XFMR T-32. ( TCC BUSWAY 2 to PNL 1N2AA) It is the customer's responsibility to consult their local equipment representative to determine what protective devices are compatible with each piece of equipment; see paragraph 3.A above.
2. Bus SWBD MSWB 1A (SWBD MAIN 1A LineSide), fed from XF #38 on
DRAWING 1, is considered “Dangerous” (S0).
Lewellyn Technology is unable to provide a recommendation to reduce the arc-flash hazard at bus SWBD MSWB 1A (SWBD MAIN 1A LineSide).
