About this file

This document is a Questions and Answers (Mod 0002) file for a Hazardous Waste Disposal Services contract with the Federal Aviation Administration's Mike Monroney Aeronautical Center (MMAC) in Oklahoma City. The Q&A addresses a potential contractor's request for clarification on waste handling procedures, specifically regarding the transportation and consolidation of nonhazardous, universal, and hazardous wastes.

The FAA has provided specific conditions for waste management, including: 1) allowance for accumulating non-hazardous waste with time limit accountability and status reporting, 2) requirement to provide EPA IDs for universal waste receivers, 3) mandatory separation of hazardous waste, 4) provision of Treatment, Storage, and Disposal Facility (TSDF) receiving information, and 5) inclusion of petroleum product recycling in the bid. The contract is a firm fixed price/Indefinite Delivery Requirement with a five-year ordering period, using a Lowest Price/Technically Acceptable (LPTA) evaluation method. Proposals are due by 3:00 p.m. CT on May 7, 2025, and contractors must be registered in the System for Award Management (SAM).

Text version

If my company is awarded this contract will the FAA allow Nonhazardous Waste, Universal Waste, etc. to be transported to our facility for consolidation? In reading the full proposal documents, we noted the following section that says all waste should be profiled and shipped directly to the waste management facility unless prior approval has been obtained in writing. As a permitted Transfer Station, we operate a bit differently than many other hazardous waste firms. We are allowed to bring nonhazardous wastes, nonregulated wastes, and universal wastes into our facility and consolidate them into bulk containers which ultimately are shipped to the proper disposal facilities. My Company would like to submit pricing in this solicitation that would reflect this type of cost savings for the FAA but would like approval from you to do so.

1. They are allowed to accumulate non-hazardous waste as they have proposed but:

1. They acknowledge liability for time limits and will generate and send status reports on them.

1. They give us the EPA IDs for all universal waste receivers, so I can perform due diligence and make sure they are sending the waste to receivers in good standing and who are licensed.

2. They are allowed to separate the hazardous waste, but must:

1. Provide TSDF receiving information for our due diligence.

1. MMAC is liable under the Clean Air Act for all emissions from incineration of waste, they must provide details that the TSDF is able to recycle/divert all possible waste in order to keep MMAC from passing triggers for air inventory, federal law 42 U.S.C. 7418.

1. They must build petroleum product recycling into their bid.
