About this file
This document is a Request for Information (RFI) Response for a Federal Aviation Administration (FAA) LED lighting upgrade project at the ZTL NADIN Building in Hampton, GA. The solicitation (6973GH-25-R-00102) is a small business set-aside for industrial building construction with a project magnitude between $25,000 and $50,000 under the Infrastructure & Investment Jobs Act. Key project details include clarifications on fixture counts (141 total light fixtures across two floors), dimming switch requirements, and site logistics.
The RFI response addresses specific contractor inquiries, including verification of fixture quantities, dimming functionality needs, and on-site logistics. The proposal is due on March 14, 2025, at 12:00pm ET, with a site visit previously conducted on February 25, 2025. Contractors must have active SAM registration and will be allowed to drive company vehicles on-site, provided they are fully licensed and insured. A revised Statement of Work (SOW v2) will be issued to address dimming requirements and technical specifications. Proposals should follow Section L (Preparation Instructions) and Section M (Evaluation Criteria), with all questions directed to Contracting Officer Raymond A. Lena.

MEMORANDUM FOR RECORD
FROM: RAYMOND A. LENA
Contracting Officer
AAQ-710, FAA
SUBJECT: Response to Requests for Information (RFI) 6973GH-25-R-00102; ZTL LED
LIGHTING UPGRADE
The purpose of this memorandum is to formally document the government’s response to all questions received resultant from the ZTL site visit on 25 February 2025.
1. Verify the fixture counts. The drawings and the number listed are a little off from each other.
118 light fixtures on the 1st floor, 23 light fixtures on the 2nd floor.
2. verify the number of dimmer switches required and the rooms and fixtures. The current dimmer switches will not be compatible with new LED lights.
A revised SOW (v2) will be issued to address required dimming functionality, number of dimmers required and associated rooms.
3. Total quantity of 2x2 fixtures requiring replacement. The Contract scope states 115 fixtures, but our team noted potential discrepancies in the count.
118 fixtures on 1st floor 23 fixtures on 2nd floor
4. Number of fixtures necessitating emergency battery backup how many? One (1)
5. Confirmation that no dimming functionality is required in the conference room.
A revised SOW (v2) will be issued to address required dimming functionality
6. Verification of 0-10V dimming requirements for new switches in offices, including the specific number of offices requiring this feature.
A revised SOW (v2) will be issued to address the 0-10V dimming requirements
7. Will we be able to drive company vehicle inside the gate?
Yes – they must be fully licensed and insured with appropriate company decals or insignias.
8. Will there be an area to store the new and old parts until all new are installed?
The contractor will be allowed a storage and laydown area where they can house all project equipment and materials in a job box or other secured environment. No space interior to the building is guaranteed at this time for storage or laydown, so performing contractor must provide their own means for securing project materials on-site, within the fenced area of the ATL center.
These are the only questions received before the 3 March 2025 suspense. No further questions will be answered in the preproposal phase of this effort.
Proposal due date will be extended until 28 Mar 25 at 12:00pm ET and an updated SOW will be provided in a subsequent solicitation amendment.
As a reminder, please pay special attention to the Instructions for Preparation and Submission (Section L) and Evaluation Criteria (Section M) and respond accordingly, ensuring that past performance surveys are submitted to the Contracting Officer.
Please direct questions or concerns to the undersigned at Raymond.a.lena@faa.gov.
