About this file

This document is a Questions and Answers (Q&A) sheet for Solicitation Number 6973GH-25-Q-00084, addressing door and roof hatch replacement at the Wilmington International Airport Air Traffic Control Tower. The Q&A addresses technical details such as door hardware specifications, door measurements, frame replacements, and crane usage at the airport site. Key clarifications include instructions to refer to Section 08 71 00 for door hardware, guidance on door sizing and active leaf designation, and confirmation about door frame replacements.

The Q&A also provides critical project-specific insights, such as the FAA's responsibility for submitting the 7460-1 permit for crane use and confirmation that the roof hatch replacement should focus on single-hand operation per OSHA 1023 regulations, without requiring a specific manufacturer. Contractors are directed to replace hardware as indicated on the door schedule and use door type D4 where louver vents were previously required.

Q&A Sheet

6973GH-25-Q-00084: ILM Doors

Q1. We’re currently reviewing the plan sets and would appreciate some clarification regarding the door plans being presented.

Specifically, I’d like to know if you could provide any information regarding the required hardware, or any additional details that might help us in preparing an accurate quote.

A. Refer to the specifications, specifically, Section 08 71 00 “Door Hardware” and drawing TSC- 24-160-006 Door schedules and Hardware.

Q2. I had a question regarding the drawings, will the project be needing door number 116, the hollow metal door with the vision lights? There are no measurements provided, I just want to confirm.

A. Replace the hardware only, as indicated on the door schedule on sheet TSC-24-160-006

Q3. We ran into something else, in the drawings for doors 114A left and right, 114A Left:

a. Has different measurements compared to 114A Right,

b. 114A Left material is not specified.

A. Keep the doors sized as they are now and make the left door (as viewed from the outside) the active leaf

Q4. Some of the door frames can be salvaged, and last ten more years, or are they all to be replaced?

A. Only replace the frames indicated on the door schedule.

Q5. On the inactive door pair, do you want a louver vent put on the new door? (the generator was relocated outside)

A. The louver vent is no longer required. It can be replaced with door type D4 on the door schedule.

Q6. Louver Requirement for New Steel Door :

The existing 7/0 x 7’10” double steel door has a large fixed louver in the inactive leaf. No specification provided for the louver. Please confirm whether a louver is required in the new replacement door. If yes, please confirm if the contractor shall match existing size.

A. The louver vent is no longer required. It can be replaced with door type D4 on the door schedule.

Q7. Crane Use at Active Airport Site:

The site is within an active airport and the use of a crane appears to be necessary to lift the materials to the ATC Cab location. If so, will a crane be allowed? If yes, is it the responsibility of the Contractor to acquire the Notice of Proposed Construction or Alteration permit?

A. The FAA will submit the 7460-1 required for crane use next to the tower. The final determination is required before the crane is allowed to be on site.

Q8. Roof Hatch 07 72 33, Page 10 of SOW: The existing roof hatch has 4 compression springs. The specification references a Bilco product as the basis of design. The Bilco product line does not have a standard 36"x60" roof hatch, nor the use of 4 compression springs. Is the government going to require the matching of 4 compression springs or is it the intent to meet OSHA 1023 regulations for single-hand operation. Please clarify if it is the intent to match the existing hardware.

A. The intent is to have single hand operation. It does not have to be a Bilco product.
