About this file
This document is a Statement of Work (SOW) for an aviation-specific document management software solution required by the Federal Aviation Administration (FAA) Flight Program Operations. The key requirements include a web-based solution that can create, edit, review, and provide access to policy and technical publications, with the ability to link documents to regulatory requirements, establish cross-references, track revisions, enable collaboration, and distribute documents to users. The software must also provide an Electronic Flight Bag (EFB) application for offline access and user acknowledgment tracking. The FAA is conducting a market survey to determine if adequate competition exists to set aside the procurement for small businesses, service-disabled veteran-owned small businesses, or 8(a) certified firms. Interested vendors are requested to submit capability statements by May 21, 2024, and the FAA anticipates awarding a fixed-price contract. Technical support and continuous operations are required throughout the contract.
