Document in Question [SIR, PWS, ATTACHMENT, etc.]

List the Item in Question, providing the Page and Paragraph

No./Reference No.

Question/Comment -- *Each question must have its own Item No. Government Response/Disposition

1 Attachment Past Performance Experience Information Form Will the government correct the Att.J-12 form to reflect that "Att.J-8. . " as referenced within the document is not correct?

Revised Att.J-12 is attached per Amendment-002

2 SIR Past Performance Questionnaire If work is done as part of the JV and the offeror is the managing partner of the JV, will the Government accept a completed PPQ for work done by the JV, if the offeror is purusing this opportunity separate from the JV?

PPQs for work performed under a J/V are acceptable from either or both Parties of the J/V.

3 SIR 102

States that the offeror must submit resumes of the Core Group Composition includes 10 Full Time Instructors, 1 PM, 2 First Line Supervisors and 1 Administrative Assistant. As the incubment has a significant advantage over all other offerors in obtaining resumes for existing instructors, will the Government consider limiting the resume requirement to the project management office?

The incumbent vendor has no advantage over other interested parties.

The SIR has been amended to decrease the level of need, from: 10 to: 7. Any Vendor considering a response to the relevant solicitation can professionally and respectfully inquire with any person as to their capability and availability to perform or continue to perform for outlying years in the capacity required.

Please submit as described within the amended solicitation requirements.

4 SIR

Past Performance Relevancy Ratings states for the "Very Relevant" category that past performance that is essentially the same scope and magnitude of effort and complexities as the solicitation will be considered very relevant. This gives the incumbent's team a distinct advantage as it will be the only offeror that has the same scope of experience within the last 5 years. Will the Government remove "Very Relevant" given that there is no way for offerors to show evaluators how the effort is the same in scope and magnitude?

The SIR posts no advantage for the incumbent vendor and has required relevancy of this nature for several iterations and like efforts. Awards of this type have not been limited to the incumbent and therefore does not present an advantage.

The requirement for Very Relevant is "essentially the same scope and magnitude of the effort and mimic the complexities this solicitation requires" The focus is on the scope and magnitude for performing or having performed the effort-type.

5 SIR

Given the Government set-aside (8(a)), the past performance requirement of 4 similar/same in scope and magnitude efforts significantly limits the 8(a) pool to larger 8(a)s with larger contract experience.

Would the Government consider either reducing the dollar threshold or number of relevant contracts to allow other 8(a)s companies to provide an offer, even with only 2 - 3 recent and relevant past performances?

The SIR is amended for the requirement of Recency From: 4 years To: 5 years

7 SIR

102/ FACTOR 2 - HUMAN RESOURCE

MANAGEMENT Sub-Factor 2.1

Given the nature of the solictation, the incumbent has a distinct advantage when it comes to providing Letters of Commitment for the resumes provided. Will the Government consider limiting the LOC requirement to the project management team as securing resumes and LOCs from instructors gives the incumbent significant advantage due to the incumbent's direct access and perceived influence over the current instructors and other key personnel?

Though admittedly a limited pool, the incumbent personnel are not the extent of the pool. The incumbent personnel, however, also have the freedom to share their resumes and availability for future employ in the event of a transition.

The SIR has, however, been amended for the required quantity, From: 10 To: 7

8 SIR

Given the 30 day phase-in period and combined with the letter of commitment to 1 year of performance during the base period for the personnel the offeror provides resumes, is it the Government's intent to replace the incumbent workforce if the award contract for this effort does not come from the incumbent team?

No

If changing out the entire core group and onboarding a brand new team of instructors and project management within 30 days is not the Government's intent, will the Government remove the LOC requirement as offeors would have signed an agreement with the personnel included in their submission?

If it is the Government's intent to change out the core group and PM if the awarded team has different committed personnel, will the Government increase the Phase-In period to 60 days to reduce the transition risk inherent with changing over a core team?

The phase-in period is 30-45 days (will transition as needed). There is no plan for the Gov't to change or onboard any personnel. The retention and/or hiring of qualified personnel will be facilitated by the awardee with full cooperation from the incumbent in the event warranted.

*Note to Vendor: Please separate your inquiries, refraining from asking multiple questions within a singular row.

Concerning night differential for contract Instructors we request night differential for contract Instructors be included in the SIR. We understand the FAA catch-up training workload requirements in the coming years will require a significant number of night classes. In the past, this contract included night differential. In addition, contract instructors are working along side FAA Government instructors who are receiving night differential. Will the FAA consider including night differential for the contract instructors?

There is no current plan for adding any significant number of night courses. An additional inquiry is pending. Any appropriate update will be posted.
