1. Are the 6' foundation designs the only requirement or construction/provision of foundations required at "ALL" delivery locations also?
Yes, the 6’ foundation is the standard foundation design.
2. Will any delivery locations have designated prepared spaces available or do we plan and price estimate providing all foundations that have to be constructed/prefabbed and brought in?
The delivery location will ensure that space is available and/or all construction of the foundation for the shelter is completed prior to its arrival.
3. Will there be FAA/Airport facilities teams at any locations during delivery/offload to confirm assist or be involved in completing electrical, utilities, anchoring or anything pertaining to final delivery/setup?
Yes, the delivery and offloading of the shelters will be coordinated with the site technicians/managers. The vendor will be responsible for the offloading and the delivery of the shelter. The site is responsible for the completing the electrical, utilities, anchoring of the shelter.
4. How many estimated shelters will go to FAA OK location?
Approximately 40 shelters per fiscal year.
5. Will foundations, set, install be required for deliveries to the FAA OK location?
Yes.
6. For the testing lot, will FAA need to do a visit of facility prior?
Yes.
7. Does past performance to local and state government merit first article test deliveries?
SIR provision AC0123(a)(1) specifically states, “…in production of the item for a federal government prime contract…”
8. Does the dust free requirement refer to airtight?
Yes, the shelters will house expensive aeronautical equipment within the shelters that will have to be dust free and airtight to protect it.
9. Page 10-11 reads that ISO 9001:2000 Standard shall Exist. We asked previously to learn this is N/A, just confirming again this is not required?

Very frequent. The shelters requirements are mostly custom projects and designs.

Travel is not included in this contract.

No, the aluminum door is still a requirement. Please see Section 15 “Door” within the FAA Shelter Equipment Specifications Doc below:

Yes, during our current vendor contract we have provided 6 concrete shelters and two steel shelters.

Our most common shelter dimensions requested are 10x12, 10x16, and 8x16 shelters. However, the FAA is not responsible for costs of any units “prebuilt” by the contractor for which a requirement does not exist or develop.
19. On the pricing schedule we are calculating a projection of 144 shelters per annual and 1440 shelters for full duration of the contract, is that procurement's estimate as well?
Under previous contracts, an average of 50 to 60 shelters a year have been ordered, for an estimated 500-600 shelters for the full duration of the contract.
20. With this quota being double from the previous year quantity of 70 shelters, and the product difference between the incumbent lightweight fiberglass shelters, which is less expensive than our vendor's high-quality fiberglass shelter product that is single-piece molded fiberglass reinforced plastic.
We anticipate a higher quote than the stated maximum contract value of $75,000.000.00 Has the contract value been considered to be doubled or is FAA procurement flexible to regard this increased valuation?
The maximum contract value can be changed after final contract is negotiated if lowest-priced/technical-acceptable proposal is greater than that amount.

If by July, we prefer notice mid or even early May to ramp up personnel and supply orders at both facilities.
FAA will have to approve waiver for this contract. Contract start date/transition will be determined after proposals have been evaluated.
22. Is proof of insurance with 1. USA FAA statement and 2. required provisional statement due at proposal or to be awarded?
Proof of insurance is required after contract award.

It is the FAA’s intent to receive proposals and begin evaluation as soon as possible. Further questions may be considered as time allows.
