About this file

This document is a Request for Information (RFI) regarding a federal contract opportunity for pre-assembled fiberglass equipment shelters. The RFI provides responses to questions related to the scope of work, delivery schedule, transportation and off-loading, warranties, subcontracting, and proposal requirements.

The key details are:

  • This is not a new requirement, but the FAA does not track the number of contract employees for this supply contract.
  • The majority of shelters ordered will be fiberglass, with the exact material and specifications provided in each delivery order.
  • Shelter deliveries must not exceed 45 days from delivery order submission.
  • The contractor is responsible for coordinating off-loading equipment for direct-ship sites, but the number of employees and overtime are not priced.
  • Warranties must be provided per the FAA specification.
  • Subcontracts exceeding $250,000 in total value must be approved by the Contracting Officer.
  • No page limit is specified for the technical proposal, but content is more important than quantity.
  • If a subcontractor's past performance is used to meet the technical evaluation, it will be evaluated.

Requests for Information

Q# Reference Question

1 General Is this a New Requirement?

No this is not a new requirement.

2 General If this not a new requirement how many Full Time Employees (FTEs)are presently providing support?

As this is not a service contract, the FAA does not track the number of contract employees.

3 General Does FAA have a requirement for the number of FTEs it requires for this requirement?

As this is not a service contract, the FAA does not track the number of contract employees.

4 General If this is not a new requirement and there is an incumbent will the new contractor have a Phase-in period, and if so how much time?

We do not typically utilize phase-in periods for supply contracts, but it is my intention (if the incumbent is not the successful offeror) to leave the incumbent contract in place while the First Article delivery and testing process is completed.

5 Page 8 Section C Description/Specifications C.1 Scope of work. The contractor shall manufacture and provide the pre-assembled fiberglass and concrete shelters identified in Attachment 1, Will the Task order specify either Fiberglass or Concrete, or is FAA looking for a combination of both Fiberglass and Concrete for each building?

The majority of shelters ordered under this contract will be fiberglass shelters manufactured in accordance with FAA specifications. Prior to issuance of each delivery order, the FAA will send a Request for Quote with the exact material and specifications required.

6 Page 12 Required Delivery Schedule. If the Offer is unable to meet the delivery schedule, it may without prejudicing evaluating of its offer, propose a delivery schedule

Is there a time limit when a proposed delivery schedule must be returned to the Contracting Officer for approval?

As a part of the offeror’s proposal for the contract, the offeror must respond with their proposed timeline of shelter deliveries. However, at no time must shelter deliveries exceed forty-five (45) days beyond delivery order submittal to the manufacturer. Clause 3.2.2.8-7 DESIRED AND REQUIRED TIME OF

DELIVERY

7 Page 14 Transportation and Off-Loading. The Shelter Manufacturer must be responsible for coordinating off-loading equipment for the FAA’s “direct-ship sites”.

Please provide a list of the FAAs “direct-ship sites”. In addition to reimbursement for travel costs, including per-diem. is there a number of FTE the FAA wants to accompany ship site deliveries. and will the FAA reimburse for any overtime of offers FTEs?

I am unable to provide a list of direct ship sites. These are determined as orders are received by the FAA Logistics Center. The shelter manufacturer is responsible for coordinating off-loading equipment for the FAA’s “direct ship” sites. It will be the contractor’s decision as to the number of employees required for each delivery. This is a fixed-price contract. Hourly wage and OT are not priced.

8 Page 15 Warranty, Warranties and/or guaranties must required

Does an offer have to provide warranties and/or guaranties for equipment and/or supplies provided by FAA or already in place?

Warranties shall be provided in accordance with FAA specification, section 25.0 on contractor provided materials. The contractor is expected to protect FAA equipment and facilities.

9 Page 43 Sub-Contracts (Fixed Price Contracts) The Contractor must notify the Contracting Officer reasonably in advance of entering into any Sub-Contract and the proposed sub-contract is proposed to exceed $250,000.

Is the $250,000, per order, month, 1 contract year or the entire contract?

Clause 3.10.2-1 applies to subcontracts resulting from unpriced modifications to the contract. The $250,000 would be any subcontract that is proposed to exceed $250,00 in total.

10 Page 70 Instructions for Preparation and Submission of Proposals, Technical Proposal shall be submitted as separate and complete sections for Evaluations Factors

Is there a page count for completion of each factor of the technical proposal?

A page limit was not established for the technical proposal. However, content is more important than quantity. Unnecessarily elaborate brochures or other presentations beyond that sufficient to present complete and effective proposals are neither necessary nor desired and may be construed as an indication of the offeror's lack of cost consciousness.

11 Page 72 Past Performance Factor

Will FAA evaluate an Offers Team proposed Sub-Contractor Past Performance?

If the subcontractor’s past performance is used to meet the technical evaluation factor requirements, the proposed subcontractor’s past performance will be evaluated.
