Page 2-4, Section B.1
Section B.1 includes firm-fixed-price CLINs X005-X007 associated with a second Cessna Citation Sovereign Plus aircraft to be exercised at the FAA’s discretion. Considering current Sovereign Plus limited market conditions and the probability bidders will price this second aircraft at a contingent price at the high end of the future market, will the FAA consider changing these CLINS from FFP to Rough Order of Magnitude estimate pricing subject to final negotiations at the point of exercise?

A rough order of Magnitude subject to final negotiations for the second A/C will suffice.

Would the Government consider extending the questions period one week to June 24, 2021?
The Previous SIR would have been expired by the date stated in the question. Then Amendment will extend the proposal due date until June 24, 2021 but the government will not take questions the day before proposals are due. In the Statement of Work, Sections 1.2.3 and 6.4, contractor instructor pilot(s) are required. Do the contractor instructor pilot(s) need to be qualified under 14 CFR part135.337 and/or 135.338? If so, who is responsible for coordinating this Part 135 training?
A contractor instructor pilot does not need to be qualified under 14 CFR part 135.337 (Qualifications: Check airmen (aircraft) and check airmen (simulator)). A contractor instructor pilot does need to be qualified under 14 CFR 135.338 (Qualifications: Flight instructors (aircraft) and flight instructors (simulator)). Additionally, to fly under our operating certificate in one of the pilot seats, a current first class medical certificate would be needed. We (FAA) would coordinate Indoc training to fly under our operating certificate, but do not expect to fund initial instructor pilot training (135.340).
