Air Certification Service - SIR 6973GH-21-R-00010 – Vendors Questions & Gov. Answers

Where can I access the answers to these questions that I am submitting? Is there a portion of the sam.gov portal that I should search for?

Answer: https://sam.gov/content/opportunities https://sam.gov/opp/f6f85488e7ce498590024808ecf982a1/view

Have other companies submitted inquiries for clarification? If so, how and where can I access those questions and responses?

Answer: No

Have there been any amendments? Where would I find those?

Answer: https://sam.gov/content/opportunities

Can the response to the RFP be submitted (with all documentation) to your email addresses, or should it be submitted through sam.gov?

Answer: Follow Section L – Instructions, Conditions, and Notices to Bidders

Can you clarify pricing submission? We are not familiar with the formula that is being used below. What does the formula with “168” represent?

Answer: This is a Firm Fixed Price for the following:

IAW SOW, Each offering is 160 hours / 4 Weeks @ 40 Instructional Hours per week

.15 Prep Hours per each Instructional hour of which would total 24 Prep Hours

Total of 184 Instructional Hours (Including .15 hours per each Instructional Hour)

Total of 1104 Instructional Hours of combined 6 calendar Air Worthiness for Aerospace Safety Engineers (ASE) Basic Training(s) delivered @ 184 Instructional Hours per each basic training.

Is pricing based on a project or hourly/quantifiable rate? How do you define Quantity (is this hours of preparation to build the course or hours of teaching? What does unit represent (length of one course, unit used for pricing based on hour of instruction, number of participants in the course?) What does unit price represent (price per participant, price per hour of instruction, price per course?)

Answer: This is a Firm Fixed Price for the following:

In one area, it states 32 hours of Instruction. “The contractor must provide a four-week training package consisting of a 32-hour blended Instructor-Led Training (ILT), Web-Based Training (WBT), and/or Virtual Instructor-Led Training”

In one area, it states 20 hours ILT & 20 hours VILT. “furnish all labor, equipment, and materials required to provide 6 iterations of a four-week training package consisting of approximately 20-hour instructor-led course (ILT) and 20-hour virtual instructor-led training (VILT)”

Could you clarify what your requirements are – is it 32 hours of instruction or is it 40 hours (split in half by ILT and VILT)

How many hours of learning are there in each of the four weeks? Is it 8 hours of in-person instruction over 4 weeks, with a total of 32 hours? How many hours of On-demand (online self-paced) learning are part of the training (per week or per month)? Is this flexible, based upon understanding further details?

Is it 40 hours per week, with a total of 160 hours of learning over 4 weeks? (20 hours per week VILT and 20 hours per week ILT)?

Answer: We were looking at 4 weeks of training, 40Hrs per week. The estimates are based on 50% VILT and 50%ILT. The language in the SOW an error that was overlooked and/or not revised to be consistent. See AIR940 – ASE Training Statement of Work Final dated 06/23/2021

Where will the ILT training take place? At the FAA Training center or at our SAE facilities?

Answer: Statement of Work, 2.0 Requirements / 3.0 Scope of Work

Do you want a list of SAE employees and their roles? Or can we just confirm to you that we have staff that meets the needs of your requirements?

Answer: Follow Section L – Instructions, Conditions, and Notices to Bidders

We use some ex-FAA employees as instructors for our DPRV program. Most have been retired for a number of years. Do you need to know who those individuals are?

Is the FAA looking for a Design and Needs Analysis with recommendations on the best approach to learning?

Or is the FAA looking at the 4 week training having a base 40 hour model with 20 hours of

Asynchronous (online) learning with a flipped model (self-study, videos, online, textbooks, etc.)

and then 20 hours of ILT/contact based learning (ILT or VILT)?
