Site Survey Report

09/13/2016 FAK VOR, Replace Roof, Flat Rock VA Unstaffed Infrastructure Sustainment Project, (UIS)

JCN: 1504869 JON: 1216SO0590

Background:

On 09/13/2016 FAA Engineering Services visited Flat Rock Virginia VOR to perform a site survey in order to develop a general plan to replace roof & other improvements. Richard Polk AJW-2E15J from the Atlanta Engineering Center was accompanied by Wayne Thilkey WEX32-RIC from Richmond SSC during inspection.

Report:

FAK VOR is West of Richmond. It’s a 28 mile drive from RIC SSC. South of I-64 and West of I-95. It’s 1/3 mile off State Road 60 down a paved entrance road. The site is enclosed by a 3 rail white vinyl fence.

This is a mountain top VOR facility. There’s a standalone VOR equipment building, VOR/TACAN antenna w/teepee, 16 mailbox monitor antennas, three fold over antenna poles & one wood antenna pole, propane tank, three transformers, and well enclosure located on site. Inside equipment room are racks that contain BUEC, DME, TACAN, & VOR equipment plus various receivers, monitors, amps, battery chargers, & other items. There’s a UPS that contains 18 lead acid batteries inside equipment room.

The equipment building is 36-1/2’ x 37’ with a 40’x40’ roof. Roof has a slight pitch from a ½’ crown down the middle and has gutters along two sides. The roof appears to be a one ply, rolled sheet, modified bitumen type. Exterior walls are 11' high with 6” lap vinyl siding on exterior. The vinyl siding on exterior is in fair to poor condition with some pieces missing around the HVAC equipment. Building contains three rooms.

Equipment, Lavatory, & EG room. Interior walls are masonite. There are two exterior metal doors.

There is not much evidence of moisture damage inside the building. Walls, ceilings and, floors are in reasonably fair condition. Interior paint on walls is in fair condition. Interior looks like it’s been painted sometime over the last ten years.

The roof is in fair to poor condition with a couple of locations that need immediate repair. The one ply modified roll roof has two places where the membrane is pushing up and beginning to separate. The FAA usually only allows a minimum of two ply layer for this type of roofing material. The original installation contractor provided minimum labor & materials necessary to install this roof.

There is one Bard wall-hung HVAC unit and one pad mounted package HVAC unit serving the equipment room. Both units are less than two years old and, in fine condition. The electrical main distribution panel in the equipment room is a modern Square D type NQOB. The smaller distribution panel in the EG room is also a Sq. D NQOB but, is much older and may need to be replaced soon. EG room has an exhaust fan system.

The building has a water supply line provided by a submersible electric pump inside a deep well casing. A small storage tank approximately 5 gallon size is inside the equipment room. A very old filter on the water line needs to be replaced.

Power lines go underground somewhere before site that I did not locate. There are three separate step down transformers near the perimeter. A plug style electric meter is on exterior wall outside of EG room on the back right hand side of building.

The building is equipped with a 50KW, 208V, 3ph Kohler propane generator set and, a 500 gal propane tank. Commercial power to the site is reliable.

There are several drawings that describe the FAK VOR site & building in the database. Drawings are marked up with an as-built date of 1951. That would make this building about 65 years old. Drawings indicate VOR was upgraded to VORTAC in 1957. BUEC added in 1976. A 2007 UIS Assesment report indicates roof was replaced in 1999. At the time of this report, roof is approximately 17 years old.

Field Notes:

1. Warm day, dry & sunny.

2. Site is located on a hillside in a clearing that was originally forested.

3. (4) antenna poles. BUEC, DME and, TACAN monitor antenna.

4. Vinyl siding 11’ high. 1’ overhang all around building. Gutters on two sides.

5. 1600’ paved asphalt entrance drive & gravel parking lot.

6. Building interior appears to have all original finishes. Appears to be Masonite or plywood on ceilings. No suspended ceiling installed in equipment room.

7. Observed a large area of vinyl siding missing on NE side of building. SSC reported this is scheduled to be repaired soon.

8. (1) Bard wall hung package unit HVAC heat pumps w/emergency strip heat & (1) pad mounted package HVAC unit were installed within the last two years.

9. Drawings indicate water well near fence on East side of site. Well was not inspected during this visit.
