Site Survey Report

06/20/2017 BRV VOR, Replace VOR teepee and, related infrastructure, Brooke Virginia, Unstaffed Infrastructure Sustainment Project, (UIS)

JCN: 902964 JON: 1210SO0840

Background:

On 06/20/2017 FAA Engineering Services visited Brooke Virginia BRV VOR to perform a site survey in order to develop a general plan to refurbish and repair the facility. Richard Polk AJW-2E15J from the Atlanta Engineering Center was accompanied by Steve Gowen WEX32-RIC from Richmond SSC during inspection.

Report:

BRV VOR is 75 miles North of Richmond SSC and, 46 miles South of the Manassas Airport. The entrance driveway is 7.5 miles East of I-95 off State Rd 604. Entrance drive is a 300’ long gravel road. Facility is located in a wooded area. Facility serves as a primary duty location for AF Technicians.

BRV is a mountain top VOR facility. There is a standalone VOR equipment building, VOR/TACAN antenna w/teepee, 16 mailbox monitor antennas, two fold over antenna poles, one cellular phone extender antenna pole, 500 gallon diesel tank, utility transformer, abandoned XFMR enclosure, retaining wall, well, septic drain field, and stairs located on site. Inside equipment & storage room are racks that contain VOR, TACAN DME, RTR & RCO equipment plus various receivers, monitors, amps, battery chargers, & other items. There is a UPS that contains 18 lead acid batteries inside equipment room.

The equipment building is 36’ x 36’ with a 40’x 40’ roof. Roof has a unique design. It has a slight pitch from a ½’ crown down the middle. Otherwise, it is flat. It has no gutters. There is a 1’ drip edge w/overhang.

Exterior walls are 9' 10” high with 6” lap vinyl siding covering. Building contains five rooms. Equipment, Storage, EG room, Office, & Bathroom. Interior walls & ceilings are the original masonite. There are three exterior metal doors.

There is very little evidence of moisture damage inside the building. Technician reports that this building doesn’t leak. Interior finishes are in reasonably good condition. Interior paint on walls is in good condition.

Interior floors are in fair condition.

The roof is in fair condition. It has an unusual type of membrane. Some kind of hard granular concrete surface. The subsurface deck & insulation are wavy and, not flat. There is some water ponding. It’s trimmed out with a galvanized steel drip edge on all four sides. A 2007 UIS Assessment Program Report says that an asphalt membrane roof was installed in 2002. Pictures from that report don’t match what is there now. 2007 Report contains images of a modified bitumen membrane. Difficult to tell how old the existing roof is.

There are (2), 3 ton, ICP, pad mounted, package unit HVAC’s providing conditioned air to building.

Units were installed in 2015 and, in good condition. There are four electrical distribution panels inside building.

Main Panel A and Sub Panel A, B, & C are either modern Square D, NQOD or GE AQF type. In good condition.

Probably installed in the last few years.

There is a 30KW Kohler, 3ph, diesel EG set inside the building with day tank, transfer/bypass switch, main disconnect & Veeder Root monitoring system.

Overhead power lines go underground at the beginning of gravel entrance road. There’s a small pad mounted utility transformer inside the perimeter security fence entrance gate. A 500 gallon diesel tank is also located on the East side of building.

Tree growth is encroaching on VORTAC antenna and, signal loss has been reported. Site needs to be cleared of unwanted trees. FAA will require contractor to use rotary disc mulching procedures on unwanted vegetation.

There are several drawings that describe BRV VOR site & building in the database. There are also some drawings for the RCO and RTR. Drawings that call out the legal boundaries of property are dated 12/03/1956. Drawings indicate significant building upgrades in 1985. RTR installation in 1988. And, RCO upgrades in 2015. FSEP report indicates a commission date of 1957. That would make this building about 61 years old.

Field Notes:

1. Clear sunny day, 87 degrees.

2. Vinyl gate hinges to VOR Teepee are broken & need repair. Remainder of vinyl fence around VOR Teepee in good shape.

3. 4’x4’ and 44”x44” in ground pull boxes have rotten plywood covers. Need to be replaced with sheet metal or other appropriate material.

4. Teepee in poor condition. Corrosion on TACAN collar.

5. 16 mailbox monitor antenna covers are disintegrating. Fiberglass needs new coating.

6. (6) barb wire outriggers on equipment building security fence are broken & damaged and need to be replaced.

7. AF requests 18cy fill & 9cy rock to expand area in front of entrance gate to allow more room for vehicles.

8. Trees haven’t been cleared in recent years. Have obstructed signal in certain radials. See diagram below.

9. Water supply well located about ½ way up gravel entrance drive.

10. Copper telephone lines to building are no good. Won’t support LAN. Static on lines.

11. (2) package unit HVAC systems are in good shape. Installed on 3/21/2015. Good design for future use on other sites.

12. 10 or 15 gallon water tank inside equipment room dated 2008. In good condition. Water appears clean & no stains on fixtures.

13. Roof looks OK. Some type of special coating. Vinyl siding looks good. No holes or cracks.
